 7 August 2023 Dearborn County Council Meeting Notes

Present: Liz Morris, President, Dennis Kraus. Sr., Dan Lansing, Kevin Turner, Tim Doll, Alan Goodman, and Glenn Wright. 

Also present: Connie Fromhold, Auditor,Leah Bailey, Comptroller, Andy Baudendistel, County Attorney, and Jim Thatcher, Commissioner

Title VI Statement read as legally required by Morris

EMS LIT PROPOSAL 0.2 %- This is to consider an ordinance 2023-001 to impose an 0.2% LIT tax for

operating costs for EMS services throughout Dearborn County.- Baudendistel presented- it was passed last week. Wright motioned and Kraus 2nded - to reconsider their vote  on this in the past meeting. Some info had come to light and they wanted to consider it. Study really needs to be done to correct the problem before we throw money at it. 

Discussion of Roberts Rules of Order and whether the county operates under it. Apparently the county does not as they have not FORMALLY adopted it per Baudendistel.

Kevin Turner- He is in favor of this and has background in fire and EMS and public safety- we have done studies over the years. Morris- This is first year county has allowed us to adopt this LIT under the legislature changes. They want to take advantage of this law. Wright- said his cousin as commissioner in another IN county said their EMS re-chassis their units. Turner- We already do this. Goodman - agrees with Wright, but people have died waiting for help- we should pass this this and look into it Kraus- $5million in reserves. Goodman- we need it for bridges and roads etc. Kraus- We need a director of the EMS- someone who knows what they are doing. Morris- hybrid county?Wright- agrees we are a hybrid county- we need someone to look at this. We don’t need to throw money at it. Goodman- disagreed that we are throwing money at it. Wright-  One unit got 35% of money and another got 0% ( because they do not transport). That unit told me off they had money they could transport.We should look at an equitable solution - before we start spending the money. Vote to pass 4-3 with Lansing, Wright, and Kraus, Sr.  voting NAY and Morris, Goodman, Doll, and Turner voting Aye. Approved.

County Council decides how this money is disbursed per Connie Fromhold, Auditor.

  

TRANSFERS:

Community Corrections$32,300 from (30002 monitoring) to (Part-time 11400)- Leah Bailey presented this - transfer from services to personnel account- Approved.


ADDITIONALS:

Sheriff- Wants additional Detective/Sergeant position.- Bailey presented- This is not new money- he is just moving the detective with him. Approved. Nay Lansing


Highway-Tim Greive

Supplement for Supervising the Park’s Department $10,000 (1001)- Bailey said it hadn’t been advertised for the money portion. Approved- pro rata since March meeting. 

Create a new line item in Local Road & Street transfer $25,000 (21803) from Culverts and 

$28,000 (21807) from Bituminous to purchase equipment (42500). Grieve said they ned to create this account and using the transfer here to create that account. It is not to be spent now. But he needs a place holder for equipment purchase needs. This will be used with asking permission still. Approved. 

Loader-$250,955(1001/4916)- District 2 Loader is nearing end of its life. We only have 2 districts. This one gets worked hard and has gotten 20 plus years out of it. Running in salt even though washed lowers lifetime. This should come in by January. Taking it out of County General- Approved. Working on trading in to get some money and he will tell them teh recouped money amount.

Slips & Paving-$900,000 MVH Restricted (1173)- This is from Jackson Ridge to SR1 (Salt Fork) It’s all going to get nailed and some with steel. West Laughery is the first place we used this method. FEMA paid for it. Collier Ridge has some per Morris. Approved. 


Coroner-Cameron McCreary

 Part-time wages $8,612 (1001) - Approved out of County General

Drug testing- $6,000 per HB 1286 (1001/4914)- new house bill passed and there is a new mix of drugs making them resistant to Narcan. Law states if you have an opioid overdose- you have to do additional testing to see if this resistant drug Xylaxine is on board. Approved.


Maintenance- Eric Hartman

Replace oil in elevators & hydraulic oil in Admin & Courthouse elevators. $20,396 (1001/1136/1138) Approved out of County General

Mechanical Motor Starter for Admin Building elevator-$4,708((1001/1136/1138)- Never completely changed- some were added to over the years.  Approved out of County General

Juvenile Detention Center-$64,642 (1001/1136/1138) HVAC- Because the center is staying this is needed. He had been putting off, when it was uncertain what thetas was.  Approved out of County Cum Cap Development. 


Circuit Probation- Copier maintenance $1000 (1001/4914)- Leah Bailey presented. This was a new copier so maintenance went up. Approved


Veteran- Vehicle maintenance $1,500 (1001/4914)- Fromhold presented- This is for brakes/ Approved out of County General


Clerk & Election- Electronic back-up contract change, $2,000 & election advertisements $1,000 (1001/4914) - Leah Bailey- Approved out of County General. Lansing noted it would be easier if all elections were done at the same time. 


Animal Control- New vehicle & outfitting $46,700 (1001/4914)- None of our 3 vehicles have working A/C and these keep breaking down. One is a 2012. Trying to get one fixed and get a dog box in this. Got this estimate from Steve Caldwell at Haag Ford. The units do go home with the person on call. Wright said he’d seen the vehicle in Ripley County several times. Approved. Wright was NAY


Auditor- Connie Fromhold

Copier-$7,000 (1001/4914)- this was fixed 4-5 times - parts unavailable - Approved from County General

Public Finance Consultant- $5,000 (4914/1001)Approved from County General


AUDITOR- Minutes- Approved both sets of minutes


LATE ARRIVAL- Todd Listerman, County Engineer- got Fed funds for Konradi Bridge 47- with a road bend closest to Platt Rd earlier this year. This is set for 2028 letting out. We are at the $400,000 mark for them design. INDOT is going back to the old system. This will be 80/20. For the project but design is all on us. This comes out of transportation infrastructure with a line item for each project to keep things clean for auditing. We will do design and construction out of this account. This design money is being moved to another fund to do this. This construction will be about $2million and our share will be another $400,000. Approved


PUBLIC COMMENT- David Neiheiser- Logan Township- was wondering when the first LIT moneys would be spent. Answer- 2024.
