 12 September 2023 Dearborn County Redevelopment Meeting Notes


Present: Jim Deaton, Chairman, Dave Deddens, Jim Helms, Alan Goodman, Jim Mansfield, and Daryl Cutter (non- voting school board member)

ABSENT: Dave Deddens


Also present:Sue Hayden, county administrator and minute taker, Andrea Ewan, attorney, Connie Fromhold, Auditor and DCRC treasure.

Also present:Jim Thatcher, Commissioner

EXECUTIVE SESSION @ 8:30 a.m. 

IC §5-14-1.5-6.1(b) (2) (D) which pertains to discussing strategy with the respect to the purchase or lease of real property by the governing body up to the time a contract or option to purchase or lease is executed by the parties;

IC §5-14-1.5-6.1(b) (4)(A) to discuss interviews and negotiations with industrial or commercial prospects or agents of industrial or commercial prospects by the Indiana economic development corporation, the office of tourism development, the Indiana finance authority, an economic development commission, a local economic development organization (as defined in IC 5-28-11-2(3)), or a governing body of a political subdivision.

MEMORANDUM OF EXECUTIVE SESSION- stated that nothing else was discussed other than what was advertised.

ACTION ON EXECUTIVE SESSION- no action taken


APPROVAL OF MINUTES- July 11th Minutes - Approved

CLAIMS AND FINANCIALS:

Nuhring Appraisal Randall Ave. lot $550.00;

Jeffrey Thomas Appraisal Randal Ave. lot $500.00; 

Bayer Becker Task #1 finished $1,251.80; 

Bayer Becker Task #2 Driveway Concept $3,346.25; 

Drake Lawn mowing Aurora property 7 times & mowing W. Harrison 6 times $910.00; 

Signarama billboard banner/installation $2,7000; 

Register Publication Offering sheet properties in Bright ran two times $510.00

Baker Tilly TIF Neutralizations $3,700.00

TOTAL: $13,538.45.  Claims were all approved and financials were passed out. Total in TIFs is $1,948,345.77


OLD BUSINESS: none

NEW BUSINESS:

Bayer Becker West Harrison TIF driveway report- Mark Rosenberger- stated they had a plan engineer’s plan. $450,000.Deaton said that is a lot of money and they have other uses for this money. If someone else does it it will be a lot cheaper. Board decided to keep the info for future use. Rosenberger also brought up- Current survey shows some of this property in the flood plane. It may be beneficial to get this out of the flood plane on a section of this. We could move this out of the flood plane with an excavator to get this done. 50-60% of the property is needing to be elevated. The map does not show it but the actual physical elevation does show it. This is how they did it with Whitewater Mill. Board said they need an estimate of the cost to do that. Another comment was just because we have the money does not mean we want to spend that on this parcel.Board voted to get an estimate via Rosenberger. 

Rosenberger said there is definitely an improvement coming to the interchange at 52 and that will help get that to be safer. The east bound on ramp is deficient also ant INDOT would like to see the locals come to them with a design and then they would participate to get this fixed. They want the county highway dept. and DCRC  and they need money brought to the table. Break it into smaller projects and Todd Listerman already knows about this. Helms said this interchange has been a problem since inception. He described in detail the issues and safety concerns. Helms and Deaton will meet with Perleberg ( One Dearborn) and as committee will meet with Hwy dept. Report will be at teh meeting in November.     

Cleanup of 1 acre property in Bright- Deaton said there has been a problem getting it cleaned up.The cheaper guy has not done it. There is an estimate from Chris Drake $3250. This company has been working for DCRC already. Board approved Drake to do the cleanup.The first bidder will be notified by Perleberg that they are moving to another bidder.

Sale of 1 acre property in Aurora TIF- Perleberg said they could approve the ad now or at Nov meeting. Board agreed to wait till Nov. TABLED

Modification of Cushman Wakefield listing agreement- Ewan said they could work on some language with them and send it via email to the board so they can get this moving before Nov. Approved. 

Payoff of Flour Mill bond- This bond is low interest in respect to what you would pay now. Decision TABLED till next meeting.

Report of HOTIF committee-  (Jim Deaton Jim Mansfield Mike Perleberg) - Perleberg - Developing a potential parcel list requested from the county auditor - nothing to review with the board yet. May need expert legal Council. Ewan can get help from Barnes and Thornburg if needed. Approved for Ewan if needed. 

ONE DEARBORN REPORT:Perleberg- READI 2 is funded again with $500 million. We will be prepare for READI 2 and we compete with 14 other regions. Proposals will be due around February and awards announce in April.Three buckets- Quality of Place, Life and Opportunity are considered for the awards.
