3 DECEMBER 2024 DEARBORN COUNTY COMMISSIONERS MEETING NOTES


Present: Rick Probst, Acting President, Alan Goodman

ABSENT: Jim Thatcher- in Indy at Stellar Presentation


Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator

Marc Emral, Register was also present 


TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.


OLD BUSINESS- none


NEW BUSINESS

Highway Supt. Tim Grieve- Bids for 2025 Fuel, Aggregates, and Asphalt- Hayden presented for Grieve who was at doctor appointment. They only had Laughery Valley Coop respond on the fuel. Grieve told her they had sent out several requests on that. All bids were accepted to be used as needed as usual. 



Highway Engineer Todd Listerman- Bid for Bridge #215 Brush Fork Rd Award and Sign Form 96= $ 735,257.90 Paul Rohe Co was the lowest bid. - Approved. Inspection- FPBH $56,080 NTE- Approved


Bridge #58 Wilson Creek Rd- contract to say they will abide by contract as bid- Already awarded the bid previously. Approved


Contract Bridge #68 York Ridge Rd-USI Engineers consultants - Graf in New Alsace to do point replacements and deck overlay etc. Design work. NTE $97,600- Approved.


LISTERMAN- $1.5 million awarded from Community Crossings INDOT- Hoping to have bids next week- to get those setup and and approved.  


Listerman said the road formula works on vehicle count and centerline- urban versus rural area. Trucks versus cars. Trucks don’t get counted. 


Probst- brought up the changes they are considering in the legislature. We don’t use wheel tax or bridge tax per Probst. You aren’t using everything within your potential funding ability. This will be changing with the new legislative session. 


MS4 Coordinator, Sandy Whitehead- Proposed Approval of Stormwater Technical Standards- this was tabled until one of the chapters could be reviewed. That chapter has stayed in the standards as a recommendation and not as a requirement. Things may change in the future as we work through the manual. Some of these were taken from other counties and we needed to try to match these to they best of our ability.Approved.


Hospital Transition Committee Recommendation- Shelly Fette will join Bill Ritzman and Carl Petty. - Approved.


Ordinance Adopting Meeting Decorum Rules- Baudendistel- said this is based off a meeting in July. Based off statute. Barnes and Thornburg weighed in on these also. It’s a tool to be used if needed. Recently we have had 2 packed meetings. One was polite and one was not. Each entity would adopt their own set of rules. They could also adopt these if they want. Ordinance # 2024-018- Meeting Decorum Rules for Commissioners.- Approved. Effective Jan 1, 2025. Council will have one also.

AUDITOR – Connie Fromhold  -Claims/Payroll and November 19th Minutes- Approved.


ATTORNEY – Andy Baudendistel- nothing more
