 5 December 2024 DCRSD Board Meeting Notes

Renihan read the Public Access Statement as legally required.

Minutes: November 21st Minutes - Approved 

No Treasurer’s report.

Accountant is working on getting accounts updated for next financials. 

Public Comment: none

Project Updates: Christy- Talked to Doug Price and 9050 US 50 is up and running and Guilford and Lake Dilldear are continuing on. 

Cline is sending Christy an address of prospective customer from Derik Walker. He asked the correct way to have someone ask about if they are in the list. Baer said there was a Ms Curry who needed to have. Pink flag showing she is to get a tap. She’s the only one on the other side of the road. They will get in touch with Kelly at the office.Cline is getting the operating cost list of Guilford from Christy for the board. Wanting the operating cost from Doug for him to do both plants now. Christy said part of the package is teaching our operator how to run the plant. That way Doug can have an accurate estimate of the cost for his duties to give to the board.He will have 2 more lift stations to operate and maintain. Cline wants to be sure all this info is given to Doug Price. He thinks they will have to reach out to North Dearborn Water and Hoosier Hills water (in Milan) etc. to get rate info. Cline gave the info on North Dearborn Water  that they only bill every other month.  They will check on Hoosier Hills Water.

Fehrman has wandered about getting new pumps in stock as they have used up their supply. 4 basins tanks and 3 control panels in stock. Checking with Doug Price on  2 pumps that were sent in for warranty work. This is all that is left at Lischkge’s barn. The list shows 5 people who have not picked cup pumps. Looks like they are missing 1 tank and 3 control panels to meet those needs per Stenger. They need to check this people to see if they just did not sign them out and see if they are actually installed already. 

Doug Baer Treasurer- presented spread sheets - listed the expenses that they incurred from 2019-2021 etc. probably won’t be able to get from ARPA. Can do everything from 2022 thru 2024 from ARPA for the ARPA work. 

The Guilford Plant expenses ledger $4,948,000 after giving back the contingency. They show all the expenses coming in on this sheet. If money needs to be moved around on the budgeted items the board will have to decide on that. Otherwise he is targeting the budgeted column for expense. Connie Fromhold will cut them the check for reimbursement of the contingency funds after the council meeting next week.

There is a similar budget for Lake Dilldear. They had to do a contingency adjustment of about $19-20,000 on Lake Dilldear. The only adjustments available there are for legal or easements category. Once they get contingency back from the county, Baer will set up another sheet to follow that. 

Dillsboro’s capacity charges will take out of the contingency per Stenger. Cline wants to make them aware that there were $43,000 for example submitted from earlier work for Hrezo and Fehrman says that should come from ARPA. Stenger pointed out that we have been money taken away from us over the 15 years years and it is frustrating to see projects unable to be done. 

Cline wants to create a reserve account for the money the county gave to us in May or June 2023 of about $500,000. This would be traceable then.Baer said we need to get that money to work for us- a CD or an interest bearing checking account. Get advice from account on where and how to do that. It should NOT be in the operating account.  

New Business: Cancelled Dec 19 and Jan 2 meetings. The next meeting will be Jan 16th. 

Utility bills will get paid by DCRSD in the meantime.

Board sent request to appointing boards reappoint the board members for another term. That would be Baer (Health board), Stenger ( Council), and Renihan (Commissioners).  

Office Update: Reviewing some bills for customers etc. They will get with Frank  Kramer on some of this too.  

Claims: $924.45 approved for 5 billing adjustment. The other smaller adjustments were approved for summer meters. Approved- 3 claims- Operations claims, Lake Dilldear project, and Guilford project. Trying to get reimbursement on Ashcraft pump.Kramer sent the letter to explain the bill he will get. 

Another bill on our liability insurance with Cincinnati Insurance.They reissued the liability. Got a rate decrease by paying up front.  One time bill for both projects. The $25,000 split between Guilford ($15,000) and Lake Dilldear ($10,000) cost does not continue past the 2 projects. This invoice will be paid when it comes in - not tonight. This coverage starts 11/1/2024.

Discretion of the Board: Possible new construction in Guilford area contacted Baer. They need a user agreement from the utility. They need to charge tap fees to new ones. 

Cline talked to Steve Brock again on the rate study. And tap in fees.And they need a public hearing to change sewer rates per Kramer. He will ask further questions that the board sends got him also.

Fehrman has water bill from Patriot IN-  600 gal of water, sewer, and trash pickup. $95.32- to show the minimum water usage effect on sewer etc.
