14 July 2025 Dearborn County Redevelopment Meeting Notes

Present: Jim Deaton, Chairman, Dennis Kraus,Jr.,Tom Tepe, Trevor Bischoff, Jordan Hoffman, Jim Mansfield,Doug Baker.

ABSENT: Daryl Cutter (non- voting school board member)


Also present: Sue Hayden, county administrator and minute taker, Anthony Smart, attorney, Connie Fromhold, Auditor and DCRC treasurer.

EXECUTIVE SESSION @ 4:00 p.m. 

IC §5-14-1.5-6.1(b) (2) (D) which pertains to discussing strategy with the respect to the purchase or lease of real property by the governing body up to the time a contract or option to purchase or lease is executed by the parties; and

IC § 5-14-1.5-6.1(b) (4) (A) to discuss interviews and negotiations with industrial or commercial prospects or agents of industrial or commercial prospects by the Indiana economic development corporation, the office of tourism development, the Indiana finance authority, an economic development commission, a local economic development organization (as defined in IC 5-28-11-2(3)), or a governing body of a political subdivision


Memorandum for Executive Session- Board certified that they only discussed what was in the notification of the executive session.

Action from Executive Session- no action

Approval of Minutes for June 9, 2025 Meeting- Approved

CLAIMS  

One Dearborn $13,750.00 for 2nd quarter billing and Bayer Becker 2 invoices: $956.25 for Task #4 (on ramp @I-74), Task #7 (permitting) and meeting w/RR.  $3,397.50 for Task #4 (on ramp), Task #5A (Moore Dr. survey info) and site visit re drainage & prep for mtg and Drake Lawncare $770.00 for mowing W. Aurora 5 times & W. Harrison 6 times. TOTAL: $18,873.75 - Approved paying the claims

FINANCIALS- no questions about the financials. 

OLD BUSINESS: US 50 Business Park Covenants- Attorney- Anthony Smart- There were no covenants for the park.  

Bright TIF- nothing to say on this- was under task 6A  (for Bayer Becker)

NEW BUSINESS

Planning & Zoning Dept Update on Randall Avenue Enforcement- Nicole Daily- Woliung property- there are a few judgements on the property. IDEM has found violations on the property. She needs to sit down with the Planning Dept attorney regarding this. No auto salvage license thru the state and the cars are not under roof as required. To keep things from washing into the ground. Next step is legal action. Probably have to file in circuit court. Still figuring out all the history. She will also let DCRC know what they do.

Bright Meadows Park Project Update- Nicole Daily- DCRC has agreed to donate money to this. Running behind on getting the park Board Master plan done. July 2026 is when they will get this and the construction would then move to 2028. 

Whitewater Processing TIF Allocation Area- In the past they have re-TIFed when needed. That process takes about 4-5 months. It goes thru several boards to get this done. Anthony Smart and Perleberg are asking permission to get to the resolutions and documents started. Board approved the reTIF option and they will get started working on the process. 

BAYER BECKER REPORT- Mark Rosenberger reported:

West Harrison I-74 EastBound Ramp- had a conversation with Jake at Barnes and Thornburg. Waiting on more researched information from him. 

West Harrison Moore Drive and Railroad Crossing- there’s a legal document that Anthony Smart will have to go over- the cost is now $225,913 ( for what?)

Task order for 5B- provided to them via email over the weekend.(not on agenda) 5 A was approved before. 5B is just moving on task order 5 for the Moore Dr project. (No one said what that task actually was.)  Approved 5B task order 

West Harrison INDOT Clearing Permit and Billboard Permit- Mike Perleberg made a phone call and it’s a mess per Rosenberg. Rosenberg said he cannot go any further. ( It’s unclear why this task fell to Rosenberger.)  Board asked him to reach out to the Seymour district. 

Downtown Bright Infrastructure New Task Order- Rosenberger noted that when he worked on this originally it was just to clean things up. (So that report he generated for the TIF in Bright was not an in depth look at what was really needed to fix the drainage issues there).

There is a low point that is going to take on more water. Considering a detention facility where the St. E’s property goes. This would have to be cleared with St. E’s first. Kraus Jr. said county does not have an easement for one of those under St. E’s. They need to talk to St E’s first- to see if they are willing to work with us on this. Board approved that Kraus, Jr. will go with Rosenberger to meet with St. E’s. TABLED New Task order for this until they get St E info. 

ONE DEARBORN REPORT: Perleberg- thinks they have what they need to formally submit for the READI 2.0 Grant Update- to the Indiana Economic Development Corp. 

Updated Cash Flows- They used Baker Tilley to do this before so Perleberg thinks it is wise to get that set up again with the new Processing plant coming in. 

Perleberg said they want to re-up the TIF’s. Basically reset them to start over. So a 25 year TIF will be extended another 25 years etc. [NOTE: At what point does this economic development handout stop so that the county taxpayers and schools reap the benefits of all this business, instead of the other way around? If you read the original Redevelopment Codes enacted in the late 90’s and compare it to the current one, there is a lot of amendments and repeals in the current code. It looks like something that is being made up as needed for whatever or whoever wants a way to get at the TIF money.]
