Notice of Dearborn County Commissioners Executive Session
CERTIFICATION FOR EXECUTIVE SESSION – Held 7/14/25 at 8:30 a.m.
As indicated in the Notice of Executive Session this meeting was called under Indiana
Code § 5-14-1.5-6.1(b)(2)(B) to discuss the strategy with respect to any of the
following: Initiation of litigation or litigation that is either pending or has been
threatened specifically in writing. As used in this clause, “litigation” includes any
judicial action or administrative law proceeding under federal or state law.
Also indicated in the published Notice of Executive Session this meeting was to allow
communications with an attorney that are subject to the attorney-client privilege under
Indiana Code § 5-14-1.5-6.1(b)(19).
This Memorandum certifies that no other matters except for those which this Executive
Session was called for were discussed during the Executive Session. Approved
ACTIONS FROM JULY 14, 2025 EXECUTIVE SESSION- Authorize Jim Thatcher to execute an engagement letter. Approved.
OLD BUSINESS
Judge Sally McLaughlin- Steve Kelly passed out the grant to start a new program for women with children in JCAP and an outreach program for families of someone arrested with substance abuse. Approved to apply for these 2 grants from A COMMUNITY BRIDGE (Tamara Taylor) and Thatcher can sign papers when prepared.
Bids Award for Professional Appraiser for Cyclical Reassessment – Megan Acra, Assessor- 2 bids Vision Govt Solutions $793,835 for and Tyler Technologies $783,900
Accepted the bid from Tyler Technologies as lowest bid and they are current ones she works with.
Update on Highway Property Clean-up – Sandy Whitehead, MS4 Coordinator & Tim Greive, Highway Superintendent- Sue Hayden read the summary- Sandy not able to make meeting but sent this to summary:
July 1— Dennis Kraus Jr requested $250,000 for stage 1 cleanup as additional appropriation
July 3-7 Hwy dept cleaned up and hauled away scrap metal
July 7- Wilhelm Lumber will ground trees and brush and clean wood in August - (quote not given).
July 8 to present Hwy dept properly disposing of tires now and working on hauling away to Bestway. Pd out of hwy budget for now.
July 14 Metric Environmental was chosen to conduct wetland determination - waiting for contract to submit to Andy Baudendistel when received.
July 14- the following companies were contacted for RFP to prepare a SWPPP for the Randalll Ave property , mitigate salt burdened soiled water and propose alternative stormwater controls next to the salt barn:

NEW BUSINESS
DCH Property Plat of Consolidated Property- Andy Baudendistel- the plat on the table is a consolidation plat and Lawrenceburg has signed. County approved signing the plat. They will have a closing. He will have a resolution for the commissioners in August so they authorize commissioners to be at that closing.
Ordinance Establishing the Sheriff’s Federal Forfeiture Fund- Baudendistel- Sheriff McHenry asked for one for federal agencies forfeitures. Ordinance 25-008 was approved and signed
