Present: Jim Deaton, Chairman, Dennis Kraus,Jr., Trevor Bischoff, Jordan Hoffman, Jim Mansfield, and Doug Baker
ABSENT: Tom Tepe (shoulder surgery) and Daryl Cutter (non- voting school board member) and Connie Fromhold, Auditor and DCRC treasurer.
Also present: Sue Hayden, county administrator and minute taker, and Anthony Smart, attorney.

APPROVAL OF MINUTES- September 8th Minutes - APPROVED
CLAIMS: Smart Law $4,528 for legal services May 8 thru Sept 8;
Bayer Becker - two invoices for Moore Dr. Task 5B (1) $7,731.25 and (2) $9,195;
Drake Lawn Care $490.00 for mowing Harrison 4 times and Aurora 3 times;
One Dearborn $13,750 for 3rd qtr. Billing, and
Register Publications $78.12 for public hearing ad running 2 times.
TOTAL: $ $35,772.37 - APPROVED

OLD BUSINESS
Whitewater Processing TIF Allocation Area - Update Mike Perleberg presented- This was approved by PC and Commissioners. There will be a Public Hearing Nov 10th at the DCRC monthly meeting. No action needed tonight.
Land Disposition Advertisement for 3.2 Acre Site, Campus Dr., Lawrenceburg - Review Offer Received - Perleberg said- This is by St E Dearborn. $245,000 was the average of the 2 appraisals.TWG Development of Indianapolis- Offering $500,000 for that property for 110 units of rental housing. 4% tax credit with it.
Jordan Hoffman asked about the tax credit- Perleberg- Indiana community housing authority provides tax credit. IEDC has a 9% tax credit program. The tax credit program is not foreign to the city of Lawrenceburg.
Trevor Bischoff- Restricted to $69,000 a year ( income?)
Perleberg-They did not mention DCRC giving them any money for this.
They will need to get some variances for height and zoning uses which is institutional uses.
Perleberg said that DCRC needs to begin negotiating a contract for purchase. This land sale would go into the cash account- NOT in a TIF fund.
Perleberg- If you want to move forward have Anthony Smart start a purchase contract. Also he will let Lawrenceburg know what we are doing. Kraus, Jr noted that he didn’t think we’d get more than the $500,000. DCRC Approved moving forward.
NEW BUSINESS:
ANNUAL 2026 TIF Spending Plan Proposal to be submitted to DLGF. The plan can be changed at any time. But the plan is giving the people an idea of what categories they will spend TIF money on. Perleberg said the plat for the spending plan was provided by Baker Tilley last year. They did include some of the cash on hand in here also. This is $3.4 million. Anticipated TIF money gets it to a little over $4 million. APPROVED.
Cushman & Wakefield 2026 Marketing Agreement- they list properties with them. Have to decide if they continue with them. Deaton thinks they have done a pretty decent job getting their properties known. They give regular reports. They have not been able to move the spec properties. They interviewed 3 firms with 6% commission each several years ago. Cushman had brought Dyke Industries here so DCRC decided to stay with them. It’s a 12 month agreement. Board thought they could revisit next year with more time to consider. Board decided to continue with Cushman Wakefield for another year.
Declaratory Resolution for Clay Township Economic Development and Allocation Area- SEI Data is adding a new data center. Dillsboro was not successful in annexing this area. We could TIF it per Deaton. He said the sewer was out there. And plenty of electricity. Dillsboro sent a letter of support for the county to put a TIF right next to their own town.
Deaton- The allocation area would be smaller than the economic development area???
If we set up the TIF and the town annexes into the TIF. The part of the TIF that is annexed it goes to them. If we incur debt- we keep it until the debt is paid off.
Properties in the Lake Dildear area have to be fixed on the map per info from Auditor. The schedule is to have a decision to be made at Nov 10th DCRC meeting.
Jordan Hoffman asked about how they decided the boundaries. Deatpn talked about the reasoning of picking up SEIData and Lake Dildear to get money for blight remediation out there. (Deaton did not say how or when or who helped set up this TIF boundary.)
$3-5 million assessed value on SEI Data project.
Bayer Becker Report- Mark Rosenberger reported:
West Harrison I-74 EB Ramp- nothing to report
West Harrison Moore Drive and Railroad Crossing- this has been reviewed and will be dedicated in County Commissioners name. They have already cleared the property change with the Farmer family. He is going to submit this for tech review. RR signed off. Needs Tepe to help with this. Doesn’t want to put this out to bid yet - Needs to have it ups and running before 12/26/25. Smart will have county attorney conversation to see if they will accept the property.
Downtown Bright Infrastructure- Mark Rosenberger still hasn’t gotten together with St E’s. They still need to find the drainage spot on St E’s, who is selling that lot. Should I wait to hear from St E’s? He should still try to get them per Deaton.
ONE DEARBORN REPORT: Mike Perleberg:
READI 2.0 Grant Update- not much to report. This went on to IEDC and Ernst and Young for their review. Wait and see on that.
For Sale Signage for DCRC Properties- They only need one now and there is a one acre on US50 and Randall Avenue. DCRC approved a small sign within the $250 budget for this.
ATTORNEY’S REPORT- nothing to add.
OTHER BUSINESS- Baker asked if Perleberg wanted to address the Stone Farm tonight. Perleberg said to wait.
