7 OCTOBER 2025 DEARBORN COUNTY COMMISSIONERS MEETING NOTES

These notes were transcribed from the livestream this morning due to an early morning scheduling conflict. 


NOTE TO COMMISSIONERS:  For the sake of transparency and informing the public, here is my take on county live- streaming. 

After listening to the video twice ( and 3 times in some places) I have to agree with others who have commented that the audio is really erratic on these. After talking to Planning and Zoning regarding this a week or so ago, it was noted that there are no individual mics for their 9 member board. The microphones are further away from the board members- but the problem seems to be the same even for commissioners with only 3 members. I have listened to meetings at other cities in the county. Our video is inferior to theirs. The best capture on ours comes when the administrator and Auditor speak. Not sure how close their mics are to them.Turning heads back and forth also varies the volume heard. Speaking up at the podium is also an issue. Please fix this!!!!!

Also present: Connie Fromhold, Auditor and and Sue Hayden, Administrator


ABSENT: Andy Baudendistel, Attorney


Also present: Mike Perleberg and Jim Deaton, Tamara Taylor Beacon and Marc Emral, Register


TITLE VI STATEMENT FOR COMPLIANCE was read as legally required.


OLD BUSINESS 

Property on Westside Drive Aurora- totally gibberish on video- 


NEW BUSINESS


2025 Whitewater Processing Allocation Area – Jim Deaton, President DCRC- presented the 2 parcels that they wish to have these 2 extended for 25 years. They want them to acknowledge that it fits the county master plan. After this it goes back to the DCRC for implementation. Bischoff asked several questions regarding the Tri township water issues there. Deaton said they have had an excess of 500,000 gallons. DCRC had a professional company study and show it did not affect groundwater. DCRC in conference and working with Tri Township as they only have one line under the water out there. Bright Fire company truck is not being bought per Bischoff. Asked about status of that.  Deaton said DCRC committed that money and perhaps they (Bright) will come back for it later.   Commissioners Approved the Allocation Area. 


Nicole Daily, Director of Planning & Zoning:


Interlocals with W. Harrison & St. Leon- Daily-  there are 3% increase in fees. Commissioners approved and signed both.


Seed Grant Award-From the state - for 911 GIS data to increase accuracy. $28,930. With Data Mark Daily- temporary contract - IT WILL BE FILLED OUT WITH MORE INFO LATER- so we can see what it will look like. Signatures will be docu-signed. She wants permission to sign those months. The initial will be signed by commissioners - Approved. 

OKI and she will be working together- at LHS event-OCT 31 AT 9 AM PLANTING 30 TREES AT THE SCHOOL. If you’d like to attend you are invited. 


Thatcher told Daily  about an issue brought to him to check out also. She said her office was going out that way today. (Unclear on video)


Resolution 2025-002 Re: Employee Health Benefits - for a step child policy – Connie Fromhold, Auditor- Commissioners approved and signed. 

  


ADMINISTRATOR – Sue Hayden- for Jason Sullivan EMA Director (who is off due to kids fall break)- Burn Ban Declaration- October 3 - Sullivan reissued the Burn Ban again per Sue Hayden.Press release sent out.  RATIFIED and signed. Some discussion about rainy day may affect this ban. 


Hayden presented the 2026 meeting schedule approved. Same times as 2025. They also modify around meetings up state and voting. Approved.

Claims/Payroll and September 16th Minutes- Approved


2026 Claims and Payroll Schedules- Approved


ATTORNEY – Andy Baudendistel- on vacation- AGAIN per Thatcher


COMMISSIONER COMMENTS: Thatcher- comments about Aurora Farmers Fair. 


LATE ARRIVAL INFORMATION: none


PUBLIC COMMENT: Someone not visible on video stood up and announced that last week at AIC - Association of Indiana Counties- something about Mel Quick. (unclear on video)
