 4 AUGUST 2026 DEARBORN COUNTY COMMISSIONERS MEETING NOTES

Present: Jim Thatcher, President, Duane Bischoff, and Kevin Turner


Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator


TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.


OLD BUSINESS

Citizens  Review Committee Update- Sue Hayden presented that the spreadsheet of scores from the Commissioners scoring of candidates.

She said some were very close she had to go out 2 decimal points on her tally-  Commissioners approved the 6 below:


Pro -Zach Scholl and Eric Tatman


Neutral -Robert Montague and Jenny Bulach


Against- Bobby Rauen and Emily Hartman 


NEW BUSINESS

2027 Interlocal for Fire protection City of Harrison- Chief Horsung HFD- we do this annually-6% increase- we treat that entire area just like it is ours. We send the full complement out for auto accidents for examples. We see crazy costs in Harrison now too. We are hearing rumors about major developments along the SR 52 corridor. Commissioners were not able to comment on the TIF area. He also announced he is about to retire soon- been there since 1997. He has now moved to Dearborn County. Approved.


Chris Powell and Matt Jarvis- Soil and Water Conservation District- Matt Jarvis -NCRS This put the district together and he passed out stats on soil that they have kept from erosion into creeks etc. Powell- partnered with Health Dept- 400 community members sowed up. Purchasing some used equipment from his Co for rental fleet- drill, seeder, etc. 


Grant Application and Resolution for Park Board- With Park raising funds for stellar grant. Also had $60,000 of those funds for an Outdoor Fitness Center in the Bright Park partnering with UC Health National Fitness Campaign. Thatcher still wanting a grant for the Splash Pad…

Daily said its covered in the $200,000. UCHealth Grant Approved. 


ADMINISTRATOR- Sue Hayden- OSB Streaming- this is the first day we are using  this program to video the meeting,. Has 2 cameras o get both angles. Same link to watch it. It is easier to use- only 6 steps. They liked what Aurora was using- Austin Woods at Aurora demonstrated it. They trained on it too. 


AUDITOR – Connie Fromhold  -Claims/Payroll and July 21st Minutes- Approved

LATE ARRIVAL INFORMATION:


PUBLIC COMMENT: Michelle Dudley- thanked them for getting the Solar Committee together. 


William Gregory Wolten,II- Recently they tore down the Dairy Queen and there is no way to put it back up again. Thinks there should be a regulation to prevent this. 

Turner said that this is between Aurora and INDOT. Schwing and PC said it was county.

Daily said they tore it down at end of December. Aurora filed for permits for this and now they will be able to rebuild. Last week they did this.
