Present: Jim Thatcher, President, Duane Bischoff, and Kevin Turner


Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator


TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.


OLD BUSINESS

Election May 2026 Update - Wendy Beatty, Clerk of Courts- Reported that they were able to use her data to verify. The thumb drive had extra files on hers that were not zeroed out to start. That’s why it did not allow those votes to import to the election ware system. They will bring a clean file this summer to test. They will be sure to have the thumb drive clear for the next election. They were able to run a pair report to verify the election this time.  


Donation of Land - Resolution 2027-007- Andy Baudendistel- Pin Hook and Whites Hill intersection is being donated to the county. Joyce Oles verified the land is clear and he will have a warranty deed prepared to sign. Commissioners approved the Resolution for the donation of that land.


Citizen's Review Committee  -12 applications received to date- per Sue Hayden. June 30th is deadline. 


NEW BUSINESS


MS4 Stormwater Utility Rate Study Proposals - Sandy Whitehead, MS4 Coordinator- Greendale has done this already. This helps with with staffing, equipment, improvements maintenance etc and the funds needed to fix the problems. $45,000-74,000 quotes. $55,000 is one in the middle. Christopher Burke is in the middle. Greendale’s rate is about $5/month on their utility bill. Discussion about all the issues of how to charge the fee, who will do the work, the study timing, where to get funds from Council to even do the study. Putting it as a tax ?? How to do it if you do not have a utility- people on wells etc. Implementation in 2027 is hopeful. 2028 is more realistic. Commissioners want Tim Grieve to be aware of this so he can look at his work duties in this plan as well. TABLED for now.


Revised Hazard Mitigation Plan Resolution  2026-008- Jason Sullivan, EMA/EMS Director- This is to have an addition added to allow more grants to be applied for and the appendix. Commissioners accepted the changes and approved the resolution.


County Engineer, Todd Listerman:

Agreement for Inspection and Testing Services for Bridge #221 Davidson Rd.- Gonzalez- $63,385 NTE (not to exceed) - two years later will be an epoxy layer after it has settled - Gonzales has Approved

Bischoff asked about possibility of getting inspections done in-house- hiring another person. Listerman said to would be too expensive to have that person. 

Performance Payment Bond for Bridge #221- never had to pull one of this so far per Listerman. Approved


2026 Line Striping Bid Award- Listerman- May 28th opened bids. We exceed federal requirements on these- we do every road 1000 vehicles per day. This reduces accidents about 40% per studies This reflectivity lasts about a year- $135,264 for A and A safety out of Amelia. They have subbed and done main contract work before. These roads are done annually. Approved.

Thatcher asked about getting Union Ridge Road sign replaced and the process of it being on a telephone pole and visibility. Theft of sign was an issue and spelling of the Ridge part missing. Listerman to check it out. 


St Peters Rd and Lower Dillsboro Rd had federal funds thru OKI TIP ( Transportation Improvement Program)- 80/20% and  are reimbursable for the 80%


Thatcher asked about Community Bridge and the lights etc on it. The Commissioners will have to sign off on it. Aurora will be looking at it and historic Preservation Group too. Listerman is aware of it. 


ADMINISTRATOR- Sue Hayden - She and Nicole have met with the county website company. Plan is to have it go live in December. They did a teams meeting. Timeline- May 28 initial setup and kick off. Discovery and design 6 weeks, Development 8 weeks, Content Migration- 5-6 weeks. Contract Quality assurance 3 weeks. Training in departments after that. Thatcher wanted to be sure the testing to be done before it is live.  

Sue will be on vacationing June. But will have phone and laptop with her.

LOW Software for 2027 Budget- Connie Fromhold- needed permission t Docusign this software. Approved

LATE ARRIVAL INFORMATION:


PUBLIC COMMENT: Ed Yelton- Manchester- needs a public health announcement about how bad the ticks are this year. Alpha GAL infection.  He had been in hospital for 30 days and on ventilator for 7 days. He wants people to be warned about this. His doctor told him that ticks have about 4 hours to be removed before they are transmitting the virus.  Commissioners agreed. 


Shawna Drake - asked about moratorium on solar and data centers. It’s being worked on. Baudendistel said the data centers ordinance was being worked on even before the moratorium.
