if i work for the county can i use my county phone that the county supply me for my business for i own?

Depends. Some businesses allow personal use of business phones. The key here is whether or not the County has a written personnel policy to address the conditions under which a county funded phone can be used for non-county purposes. My guess would be that they aren't professional enough to have such a document.
Absent that the question becomes, "Does this use cost the taxpayers anything additional?" If the phone contract has unlimited services because that is what the county use dictates, then use for other purposes might reasonably be approved. If additional charges accrue because of this personal business use, this would amount to theft and should not be tolerated.
In any case these are not decisions that can ethically be made by the holder of the phone. Only their supervisor or the County Executive should make such a decision.
