I was told this was a private luncheon, to include about 50 people, but an invitation was being extended to some members of the press as a “courtesy.”"

How did county-wide redevelopment efforts qualify as a PRIVATE luncheon meeting? Was there a quorum of any body of elected officials there? Or is this more of some private sector movers and shakers trying to get public business?
