27 October 2016 Dearborn County Redevelopment Meeting Notes

Present: Jim Deaton, Chairman, Dave Deddens, John Rahe, and Jamie Graf (non- voting school board member)
ABSENT: Jim Helms and Alan Goodman

Also present: Terri Randall, county administrator and economic development director, Andrea Ewan, attorney, Sue Hayden, minute taker, Gayle Pennington, Auditor and DCRC treasurer.
This meeting was preceded by an executive session at 8:30 AM
Deaton read the Title VI statement s required by law.
Verification of information discussed in executive session- Deaton read the purpose of the meeting and verified this was all that was discussed.
APPROVAL OF MINUTES- Sept 13th minutes approved
Action on executive session: Rahe moved to authorize Randall to continue negotiations. Approved.
UNFINISHED BUSINESS: none
CLAIMS AND FINANCIALS: Parking fees, web hosting, and Umbaugh and Associates for TIF ($1240) items, Jeff Thomas and Atlas for appraisals. Approved. Washington Township TIF paid part of this as it related to their area.
Financials were passed out and reviewed There were $223,343.67 in Washington Township TIF.
After Oren Turner left they are returning the Research grant money fund left with a letter from Randall to Lawrenceburg. 
NEW BUSINESS: none
ECONOMIC DEVELOPMENT OFFICER’S REPORT: Randall said they are staying in contact with Skally’s and nothing signed since they had parted ways with developer and have made a decision on the bank and the bank requires a completed set of drawings on the project. KZF is doing the drawings and they are 80% done. Randall said she wanted a letter from the bank by end of week to show that they are ready to go soon. They will gain time as they are going thru the permitting process in the meantime. If they had closed first they would still have spent 3 months getting the rest of this done.This is a major deal on the building. She has been pressing them and she reminds them that that they are holding the property on good faith. Pittman from Umbaugh will be on this to execute the economic development agreement going, transfer the land at closing, and get the bonds done. There is a clawback should there be any issues. HR for Skally’s wants to get INDIANA employees hired. Some may be working in North College Hill plant before this gets done.
Kaiser Pickles- they moved to Fugue’s old D&S Machine shop. It looks so much better there already. It’s a great project with lots of opportunity for growth there. They have plenty of land there. It’s more suitable than the original Zimmer piece. They have completely renovated the plant and office area of D&S. They have to get this into the Washington TIF area. Randall wants one or two of the DCRC to look at these parcels and maybe others to help her before they go out to get the new additions set up for approval. Rahe  will be one and Deaton the other. Deddens already went out with Randall to tour that area when they did Kaiser Pickles and put his thoughts in on the surrounding properties. They plan to meet Friday at 1:30 PM
Incentives are dependent on other bodies of the county. She communicated this to them in writing several times via email. Jim Deaton has been copied on some of these. The development agreement has not been done yet.
Dee Jefferson’s property is being cleared in the Washington TIF area per Race. Randall is to find out what’s happening there.
Advanced MFG Wednesday Nov 9 from 11:30-1 at IVY Tech has a program to see what’s happening. 
Randall - had info from P and Z office  on the Randall Ave property on the towing property there. McCormack sent info to her. It was a conditional use granted to them originally. They will see about BZA meeting and going to see what to do. 
ATTORNEY’S REPORT- nothing to report- and Ewan had to leave to be in court before the above Director’s report 
OTHER BUSINESS- Dec 15 is next meeting. If Skally’s goes ahead- she will call another meeting in the interim.
