1 October 2026 Dearborn County Regional Sewer District Meeting Notes

Stenger read the Public Access Statement as legally required.
Minutes: September 3, 2026 minutes had a mistake corrected to $117,517.89 per Stenger. Approved Revision.
September 17,2026 minutes- with Guilford invoice $119,760.38 correction- Approved.
Public Comment: John- 10334 US 50, Aurora IN is his address. He asked to see what his option is residence across the street from Starlight. Tap in is $7,500. They have to see if he needs a bigger pump as he is farther from the roadway over 300 ft maybe. Pumps might be $5500 plus $7500 plus electric. Christy can engineer and check if that works. $7600 for the line plus electric and pump install. $20,000 TOTAL estimate.
Dave Sebastian with Larry Smith, Inc- filled out forms with West Harrison with request to tap in out there. Christy- Only frontage is on Stout Rd. There is an easement to get to it. 28080 Stout Rd- behind Moto Extremes. This really is just a tap. A hole in an 8-inch pressure main in the well fields. Stenger- Not too crazy about that idea. All agreed not a good idea. Discussion of other areas near it that could benefit from an extension out there. TABLED till he can talk to his customer to see what they would invest in a main extension perhaps.
Project Updates: Kevin presented:
Monthly Lake Dildear report- none of grinders are connected to power endnote of the homes are outflow to them. When Meinders gets the drawings to Christy , she can get info to them. Meinders said 40 pumps so 40 letters went out plus the other larger customers. They will start the 90 day process for them to contact Meinders to get hooked on. It will be about the middle of January for first bills going out.
Cline sent emails regarding the $2434.90 per edu for Dillsboro.
Guilford- Kevin updated - all the areas around finished off- Start up set for October 6 and need to install fence and grading around tanks and grinders along SR1. Accounting error actually gave them more money to work with. Generator and pumps etc. can maybe now be done. Anticipated costs accounted for this. Cline met with the county officials and showed them the ARPA was spent and also the contingency.Baer showed them they were not going to ask for additional funding. County had released the interest money for DCRSD to use.The generator on the wagon was what the quote was $118,000 with diesel. Propane will be used for the permanent generator. The mobile one can be used for the lift stations at Guilford and Dillsboro.
Dewatering is new well at 2 pumps for Guilford. Wise to do this.
Discussion about doing permanent ones for the lift stations and check on prices for mobile one for just lift station. TABLED till next meeting.
Meinders- 20 ft deep well - 8 ft wide at Guilford. Has to be in the gravel of both tanks. Adding 3 ft of back-fill earlier on- would have made this less deep by about 5 ft. In theory the water will not get to the level. There are heavy cranes and so wooden bridge will be in to preserve the concrete.
Using the original wells there is a hodge podge of stacked pieces in there. That’s why doing it new.
Discussing risk factor for the tanks popping up ever from several reasons. Cline wanted to see what the regulatory impact is from putting the innovation in. That needs to be figured out. Continue to monitor that plant so it does not happen again. Snow etc. Ground water. Expensive to repair. SSO Sanitary sewer overflow- definitely want to avoid getting that into the creek. IDEM issues if these happen. Doug- IDEM is not looking for good things- they are looking for mistakes.
High Ridge WWTP -has a permanent generator as does Pine Hill.
New Business: Board - 3 members had to leave at 6:30 PM- Renihan, Stenger, and Bittner.
Claims: 4 members approved the preapproved bills. $249,900.56 for Lake Dilldear and Guilford- $199,265.66
$4,394.80- operating expenses- approved.

Board decided to NOT sign the IDEM letter- and have a report by next meeting. Sixty days to get finalized before signing or not signing if not needed. Christy to check with IDEM on no reply to her answer back in April 2026.
