Present: Liz Morris, President, Dennis Kraus. Sr., Dan Lansing, Kevin Turner, Tim Doll, Alan Goodman, and Glenn Wright.

BOARD OF ZONING APPEALS (BZA)- Andrea Shuter former GIS 


DC REDEVELOPMENT - Economic Revitalization Area- Diane Bender with Andrea Ewan and Mike Perleberg. Letter sent out last week. This is in response to 14 of 55 acres that have an interested developer. They want to designate the full 55 acres in the West Harrison TIF area. This allows the company to request a tax abatement. At the next Council meeting the company will appear and tell about themselves etc. This company does intend to build this spring. Each project has to come back to Council to be approved. Council asked many pertinent questions about the processes that are involved and the variability of requests that can be considered. There was an economic development initiative that provided money to start the Redevelopment Commission funding. Morris explained that 1.5 million from the county and 1.5million from Lawrenceburg to go to the public private economic development organization years back. They used it for land in West Harrison. More discussion on the distressed properties that redevelopment tries to make it more desirable. Bonds are harder to predict as to what the income is forecasted to be. Tax abatements are easier to handle. Perleberg thinks the project proposed will spark more. There were several on Council who noted the good members they have on DCRC now and that they are careful about how they spend the money. DCRC is looking for the tax base to come to the county in the long run. They are wanting more jobs and more capital investment. The business will be required to hire a certain number of employees who are in the county. They will negotiate that, and are aware of the employment environment that exists currently. Wright questioned the expenses from the past and reinforced that the average citizen wants to be sure these taxes are being spent and collected fairly. There are payback provisions when the company doesn’t fulfill their promises per Ewan. Abatements do not pass to new owners 

Council approved the Economic Revitalization Area for 55 acres in the West Harrison TIF with 2 NAYES from Wright and Kraus, Sr.   


PTABOA Board members pay raise- Baudendistel said the Auditor said they had not been increased since 2005. Levels 1, 2, and 3 are paid at $125/day $150/day and $200/day. She’s asking for an increase to $200 $250 and $300/ day. Neff and Hardeback were on there since 2005.Neff is retiring form the board and Hardeback is on the fence. They work on one week a year for these hearings. Approved.   


AUDITOR- Minutes  approved and salary ordinance approved and signed.
