14 January 2021 Dearborn County Redevelopment Meeting Notes


Present: Diane Bender, Chairman, Dave Deddens VIA TELEPHONE, Jim Helms, Jim Deaton, and Alan Goodman

ABSENT:Jamie Graf (non- voting school board member)


Also present:Sue Hayden, county administrator and minute taker, Andrea Ewan, attorney, Connie Fromhold, Auditor and DCRC treasurer.

 EXECUTIVE SESSION @ 8:00 a.m. 

Title VI statement read as legally required.


IC 5-14-1.5-6.1(b) (4) to discuss interviews and negotiations with industrial or commercial prospects or agents of industrial or commercial prospects by the Indiana economic development corporation, the office of tourism development, the Indiana finance authority, an economic development commission, a local economic development organization (as defined in IC 5-28-11-2(3)), or a governing body of a political subdivision

MEMORANDUM OF EXECUTIVE SESSION - Board certified that they only discussed what was advertised.

ACTION OF EXECUTIVE SESSION- Goodman motioned upon receipt of a payoff statement the board authorized Diane Bender to pay Carol Smith $175,000 and Joe Stone Trust $175,000 for the Stone property.

APPROVAL OF MINUTES- Dec 28th Minutes approved

CLAIMS AND FINANCIALS-  One Dearborn $10,000 for 4th quarter 2020 payment- this was $2500 from each of 4 TIFs-  approved. 

Financials were passed out.   

UNFINISHED BUSINESS:none

NEW BUSINESS: Resolution 2021-DCRC-001 Support Establishing ERA Economic Revitalization Area on 55 acres in West Harrison TIF. This allows tax abatements on projects there. This helps Council to know what area the DCRC sports for the ERA. Board approved the resolution. Diane Bender and Jim Helms as President and Secretary signed the copy.

ONE DEARBORN REPORT: Mike Perleberg- pitched on 41% of our projects last year 18 projects out of 44 leads.  Many prospect want to move fast. Kaiser Pickles expansion underway. Submitted that to Growth Awards with REDI Cincinnati. 

Business expansion and retention ( BRE program) to be a good program for One Dearborn in 2021-2022. One Dearborn will cover the expense with Purdue for this program. A vast amount of business comes from existing ones. 



ATTORNEY’S REPORT- none

OTHER BUSINESS- Deddens still working on the signs. Can pay for advertising from Duke site readiness program. 

Next meeting is 2nd Thursday in March.
