 9 January 2024 Dearborn County Redevelopment Meeting Notes


Present: Jim Deaton, Chairman, Dave Deddens, Jim Helms, Jim Mansfield, Mark Dole, and Daryl Cutter (non- voting school board member)


Also present:Sue Hayden, county administrator and minute taker, Andrea Ewan, attorney, Connie Fromhold, Auditor and DCRC treasurer.

Title VI statement read as legally required.

Executive session preceded the meeting at 8AM  

IC §5-14-1.5-6.1(b) (2) (D) which pertains to discussing strategy with the respect to the purchase or lease of real property by the governing body up to the time a contract or option to purchase or lease is executed by the parties;

IC 5-14-1.5-6.1(b) (4)(A) to discuss interviews and negotiations with industrial or commercial prospects or agents of industrial or commercial prospects by the Indiana economic development corporation, the office of tourism development, the Indiana finance authority, an economic development commission, a local economic development organization (as defined in IC 5-28-11-2(3)), or a governing body of a political subdivision

ELECTION OF OFFICERS- 

Currently Jim Deaton, President, Dave Deddens, VP, and Jim Helms, Secretary- All 3 were approved to serve for 2024.

MEMORANDUM of Executive session- The board verified that they only discussed what was advertised. 

Action from Executive session- Mark Dole motioned that they relinquish the right of first refusal of 2.31 acres on Tom Stone’s property and Andrea Ewan will get that written up. Board approved.  


APPROVAL OF MINUTES- November 14, 2023 minutes approved

CLAIMS AND FINANCIALS:

Claims:  One Dearborn 2023 4th Quarter payment $12,500.00; Ewan Law Office 11/2022 – 11/2023 $3,146.25; Cherry Road Media Ad for Offering Sheet Randall Ave. Property $407.00.   Total: $16.053.25-  Approved 

Financials – Reviewed.

OLD BUSINESS:

Cushman & Wakefield West Harrison Marketing- Tom McCormack and his team working on the West Harrison project- The broker/coordinator -  if they team to market it. They have a flyer and also using the billboard on 74.and do a blast every 4 weeks there and in other outlets she mentioned. They think the industrial real estate market boomed with COVID and they have a 3% vacancy rate. 2023 sees a return to pre-pandemic levels. People getting more comfortable with higher interest rates and costs so it is stabilizing.

Bayer Becker Engineering Updates- Mark Rosenberger spoke- Third task was to rough out plan for the area long Johnson Fork, They propose to excavate the western corner - 7000 cu yards - and move it to the eastern side to get it out of the flood plain.This is not on FEMA maps but IDNR has it as flood plain. Conservative cost $170,000. He thinks he could get contractors bids and it should be a lot less cost.Board asked him to get costs- and he will get two excavators to do that. 

The other task (Task 4) was to look at the interchange. INDOT saw the on-ramp was deficient. It was well over 2000 ft short. They propose a 2500 long ramp. They will go into various properties and they will have to fill and grade down to them. If you sign off on concept - then they will get costs. Board asked them to connect with INDOT to get them to coordinate with that. This was approved to do that in November meeting. The DCRC is one owner and Hirlinger is one. There is a 3rd owner- they did not name- affected by the easement and grading. 

Task 5- They outlined a driveway at Ward Lane by the RR- Gennessee-Wyoming. No costs it yet as he needs to get RR input. Will have final info and data next meeting. Board thinks Bayer Becker is making progress.

Bright Business Center Land Sale Proposals-  tabled again.

Deaton asked the board for and executive session- did not state what topics required executive session.Board set it for  February 13- 8 AM Executive Session and open meeting at 9:30AM- to discuss “several items.” 

NEW BUSINESS:

North Dearborn Water Corporation Request- Mike Perleberg said they weren’t present so not ready-  TABLED until March meeting.

Board of Commissioners Hospital Area Property Transfer- Perleberg- said Commissioners received it when hospital sold. They want to see if DCRC wants to handle the property. Andrea will get with Baudendistel to see what the particulars are first. 

ONE DEARBORN REPORT:Perleberg wants to get with Baker Tilley regarding new requirements on them.
