 16 JANUARY 2024 DEARBORN COUNTY COMMISSIONERS MEETING NOTES


Present: Rick Probst, acting-President, Alan Goodman.

ABSENT: Jim Thatcher


Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator


TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.


Public Hearing - Vacation of Verity Lane ROW Easement Nicole Daily, Director of Planning & Zoning- application received to vacate Verity Lane. This was given to commissioners by INDOT when they redid US50. There is a request by a property owner. They made sure it met zoning ordinances and requirements and letters were sent out to adjoiners. All comments have been taken care of thru that process. This does not go to PC because it is an easement and not land. 

Probst- asked if the public water line runs there. Baudendistel said this won’t affect an existing utility water line easement. Goodman asked about the sewer potentially coming there. That was being run along US 50 per Daily who had asked Hrezo.

Richard Spurlock- as a property owner In agreement with the request. 

Seig representing Jeff Meinders who is requesting the vacation. Land is already owned by 3 separate owners. Meinders is doing the water line there.

Approved so Baudendistel will bring the ordinance and the survey will get signatures and be there for that meeting too.

Litter Coalition Road Closure Requests- Celeste Calvitto- This is the start of the 9th year doing this. Sheriff and highway dept are all OK with this. Approved all the closures below.  


Saturday, March 9, Logan. Alternate date for weather, Saturday, March 16. 

Road closures: 

Whites Hill (State Road 46-Gaynor) 8:30-10 a.m. 

North Dearborn Hill (from Pinhook to Stateline) 10 a.m.-12 noon.


Saturday, April 13, Stateline Hill.  Alternate date for weather, Saturday, April 20.  

Road closure: Stateline between the 2 entrances to Augusta. 9-12 noon.


Saturday, May 18, Yorkridge. No alternate date. 

Road Closure 9 a.m.-12 noon from bottom of York Ridge Hill to Fox Road. Saturday, 


Sept. 14, Georgetown. No alternate date. 

Road closure 9.a.m.-12 noon, Fairway Dr. to SR 1.

Bid Award for 2024 Paving – Todd Listerman, County Engineer- presented by Sue Hayden,

Dave O’Mara is the lowest bid- Approved


Dillsboro EMS Contract- termination letter with 60 day limit from Commissioners- Baudendistel- there are concerns with the organizational structure and runs not being done. Probst said Aurora EMS is doing most of the runs. There are some measures to try to get up to doing contracted duties. Aurora has agreed to cover this now. Contract with Dillsboro has a 60 day window but the county is terminating after that.There are some internal issues needing to be addressed. Approved the letter to be signed and mailed to Dillsboro EMS. 


ADMINISTRATOR – Sue Hayden- 2024 PAWS Contract $11,000/month or $132,000/year- same as last year. - Approved and signed. 


AUDITOR – Connie Fromhold  -Claims/Payroll and January 2nd Minutes- Approved

Commissioners acknowledged they looked at the list of encumbrances. 

$40,000 community foundation- is a grant request pay for  for the EMS consultant to do a  study on how to disburse the tax monies received for EMS services. Approved, 


ATTORNEY – Andy Baudendistel- nothing


COMMISSIONER COMMENTS- Probst- try to make folks awarer that the cities are providing safe havens for cold weather . Kudos to cities for being proactive in that manner.
