 19 MARCH 2024 DEARBORN COUNTY COMMISSIONERS MEETING NOTES


Present: Jim Thatcher, President, Alan Goodman, and Rick Probst


Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator


TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.


OLD BUSINESS


Authorization to Make Improvements (YES HOME)- Baudendistel said this was the Maxwell bid- paid put of grant money $485,942   for improvements to first floor plus  stabilization of the tower 27,132 and $1,599 is county’s responsibility from this portion. Approved. 


Quitclaim Deed to Dearborn County Redevelopment Commission- Baudendistel- this is so that DCRC can use the tools own their tool box to get this back on the tax rolls for the county.  Approved and signed. 


Ordinance Amending Ordinance 2024-001 (Verity Lane)- amended to Ordinance 2024-005 This was just an easement that was vacated. There was a scriveners error on the acreage to 1.708 acres that Beaker in Surveyors office found. Approved. 


NEW BUSINESS


One Dearborn and OCRA Stellar Pathways – Mike Perleberg, Exec Director- Gage Pace subbing for Perleberg.

One Dearborn having open house for local officials ONLY. Gage Pace passed out the invite to Commissioners. 

Pace, Greendale, Aurora, and Dillsboro officials attended the workshop in Danville. $8.5 million set aside by 7 agencies. They need a county lead agency and one municipality. 4 regions get a $50K planning grant. Then they show plans to OCRA and 2 win the finds. Fine details will be known later. The funds only come in from the county wins.

Thatcher said it’s a no-brainer to participate. Pace noted they are really into regional collaboration - so we want all involved. March 26th there will be a meeting for all who want to participate, 


TIF Report from Baker Tilly (information only)- Fromhold- You have to look it over and say that you have reviewed it per IC code. Probst asked about no time end on 3 TIFs and the expansions of the TIF’s and Fromhold said he would have to check with Baker Tilly on whether that extended the TIF time. 


PAC Recommendation- Sandy Whitehead is the new MS4 coordinator.

COMMISSIONER COMMENTS

Probst- talked about the primary election- March 23 for application for absentee April 8 is end of voter registration April 9 starts in person voting in the building, May 7th is the

Primary. 


LATE ARRIVAL INFORMATION- none


PUBLIC COMMENT- Steven Genmmer- Arlington Rd Dillsboro IN - asked about the situation with Dillsboro Ems issues. Asked for details and who the commissioners had talked to. 

Thatcher worked with the town president- city manager and their attorney and the fire dept. trying to get something solid in place - not a short term fix- but want a long term plan.  - Asked for clarification - Saturday night - they had no calls allowed per Thatcher. They made 13 runs put of 107 call outs. Baudendistel told him the standard EMS contracts are not part of any negotiations. 

Gemmer was concerned that the rug got pulled out from under the EMS. On a monthly basis could come back to them if they get their act together. The contract terminated on March 17th per Thatcher and they had been notified with 60 days notice of that. Baudendistel said the agreements with Aurora and Dillsboro would contain language that the funds Aurora and Moores Hill are getting to cover Dillsboro could end up back with Dillsboro. Commissioners said they got an outline of the plan. But in the 6 weeks there were 107 call outs and only 13 runs. The percentages of runs made over rte previous 3 years are low and getting lower by each year. 

So the people in Dillsboro….

Thatcher insisted that they knew they were terminated. Commissioners do not think the outline was a plan and that they still were unable to make it work. There was a fair amount of back and forth in the above conversation trying to get details of the history and what the chances could be that Dillsboro could be a unit again.
