 4 MARCH 2024 DEARBORN COUNTY COMMISSIONERS MEETING NOTES


Present: Jim Thatcher, President, Alan Goodman, and Rick Probst


Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator


TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.

NEW BUSINESS


YES Home Update-  Amy Phillips- Accreditation received. Sent bids out tonight and Board will vote on them at meeting tonight. Renovations for offices, counseling, etc but not for more residents, yet.

Maxwell- $485,942

Kramer-$ 489,885

JDC-  490,000 approx - But was outside of time limit.

$27,132 Maxwell bid to shore up bell tower at the home. Lessee has 25/75 split of bids over $25,000.

They are to let Commissioners know who is selected. 

Approved. 


2023 Review – Bill Shelton, Building Commissioner- New residential homes are a little bit ahead of pace.In 2021 127 homes, in 2022 99homes, in 2023 114 homes. 12 homes in 2024 so far.

Commercial projects are on pace. Here were 40 in 2022 and 49 in 2023. 7 so far in 2024

Valuations per home in 2021 $87 million, 2022 $63 million, 2023 $102 million

Costs $200-300/sq ft for residential building.

 

Fees collected:

2021 $169,425 plus Lawrenceburg fees of $41,000 = $210,425 ( Whiskey River Arts was big project)

2022 $123,049

2023 $128,757.60 plus Greendale $10,000 = $138,757.60 ( Cancer Center was big project)


New commercial projects : Popeyes and Starbucks on river side of US 50 near  Bob Evans and New St. Elizabeth Hospital 

Inspectors are adequate number now.Average daily inspections 10-13/day for last 4 years. 


Looking at getting more memory for his computer database. Assessed computers.  

iWorq program growing and usage improving. Online permitting, online invoice paying, online inspectionrequests, online inspection lists for inspectors, real time dispatching as office staff record and notifications are logged. Apply online and pay online  for permits and inspections. Inspectors work off iPhones and iPads. This ties all debts to a parcel tag for inspections, notes, photos, and communications. Shelton calls this a powerful and useful program.  

Electric to REMC and Duke Energy is automated to get set up. 

Code enforcement is through Planning and Zoning. Dillsboro is terminating inspections with us and now Derek Walker ( DC former asst planner) is handling that for them. 

Discussion on the vehicles age and transmissions and repairs. Trying to make do with what they have. Don’t need new vehicles as they get in rough terrain etc.

Got house done at Union Ridge that was demolished.They have a lien against that.  They have 2 more they are taking down. Trying to get the worst ones first. One on Stateline and one on SR350. There are more in the queue. Unsafe fund balance is at $85,107.80.


Jason Sullivan, Director EMA Travel Advisory/Watch Approval for February 16-18- Approved.


Rave Mobile Safety Contract- Jason Sullivan- decided they are the best solution- same price as for 5 years before. RAVE is like a reverse 911 to send alerts if you sign up for this. There is a version that you can input your personal info for a safety profile incase First Responders need it. Text- you have to sign u for that or email. BUT it does have the capability now to alert all without that or a section of the county without it.RAVE  5 years for $100,501.20- APPROVED 


2024 PAMP Contract Agreement w/HWC – Todd Listerman, County Engineer PAMP =PAVEMENT ASSET MANAGEMENT PLAN. Every road hets inspected every 2 years. This is year 2 of the plan, which is the spot inspection of those that were worked on iast year. This does every road in the county. Gravel and chip seal also get analyzed but with a different rating system. APPROVED 

Listerman will be at Road School next week at Purdue. 


Resolution Authorizing Land Transfer to DCRC- Baudendistel said Perleberg brought this up at DCRC for the 3.24 acre piece at Wilson Creek and SR 48. This is from the St E’s acquisilion of the hospital. Baudendistel said DCRC has more tools for this to develop. APPROVED


Health Department Nursing Grant- $113.575.13 with no county match  per Connie Fromhold. APPROIVED


Dillsboro Emergency Unit – Harry Witteride, Captain DEU- Wanted to talk about reconsideration of teh contract - Have 6 EMTs, 8 drivers and 2 emts in class, 4 others who was to train bit no class locally. If we could getter contract it would help them secure full time employees. Talking about a merge with the Fire dept- they want to approach Fire dept with that. 

Thatcher was bothered by the infighting he knew of and wanted to have them more focused on the public response. More important to put up walls and not provide services to the public. You froze the bank account. 

2024 - 107 dispatches and 13 responses. 

Probst -In 2023 there were 60 runs- how many have been billed? All in 2024. Had no access in Nov-Dec 2023. There is a contracting company that processes their billings. 


Commissioners will reconsider if they can get together with Fire Dept. Thatcher wanted them to consider merging with Aurora in his remarks. DEU needs to be RELIABLE. Witteride noted that they could be reliable if they had the funding to get full time coverage as the other inits ate getting. The accounts are unfrozen now.

COMMISSIONER COMMENTS

Probst asked about the 911 response during Hollywood robbery this weekend. 24 public calls came in about it. - Jared Teaney and Jason Sullivan, Outside responses from KY and OH  to help as requested. Drones came in. The 911 got hit really hard. Primary was Lawrenceburg. Probst noted good response from Fire and EMS too. Casino evacuation had 1 injury. 

Thatcher- always amazed how they coordinate this and get it together.

PUBLIC COMMENT- Glenn Wright- member of Council with 3 grandkids. He hopes Dillsboro gets it worked out . St Leon also needs to work it out. Volunteers have done this for long time. He hopes Dillsboro and St Leon can get it worked out- this is important for the people in those areas.
