3 September 2026 Dearborn County Regional Sewer District Meeting Notes

Present:

Steve Renihan, President, Brett Fehrman, Doug Baer, Steward Cline, Russell Beiersdorder, and Jeff Stenger

ABSENT: Jeff Bittner and Board Attorney - Frank Kramer

Also present:  Kevin of Hrezo Engineering

Renihan read the Public Access Statement as legally required.

Minutes: August 20th Minutes Approved. Treasurer Report at next meeting for end of August

Public Comment:  none 

Project Updates: Kevin from Hrezo gave the report:

Dillsboro Lake Dildear — CH & M is finished on Lake Dildear. They still have some restoration - but won’t do that till they are hooked up.  2-3 months from when the grinder pump was installed might be good to use as time to use for grace period to hook up. Decided on 90 days and then they start sending them sewer bills after that 90 days is up. Only SEI Data is hooked up ad on the system. The letter they are sending to the owners will be tactful and matter of fact- they have 90 days to complete the connection and include the original letter to remind them of the grant that has made this possible. The letter should go out before Kelly leaves for vacation Sept 10. They have the option of using CH &M to hook them up too. 

Need a manhole cover for one of the customers in Lake Dildear. $1,771 change order for the  Manhole Cover. Approved. Needing to get the invoices all done for next meeting. They are paying the retainage.by then too. The restoration comes out of this. Paid for Lake Dildear $115,619.40 Approved.  Then the change order and retain age are then only things left to pay next meeting on this. 

Guilford- Similar to Lake Dildear- they will use the 90 day statutory period. Kevin said HVAC is complete today. Earth Tek has not been on site for 2 weeks. Their work is holding up some other items. They need to get their pumps in the tanks so the electrician can finish his side. Earth Tek will have it complete by Sept 11th. We still need to test these before Sept 30th. They have a system to monitor this via cell phones too. 

Cline wants Hrezo Engineering to go out there and see what is going too cost us to do this. Hoping a lot of things they can use something commercial- off the shelf- items- Not custom made. The pumps need to be priced out for dewatering. Need to have permanent pumps out there. Training and support after startup and warranty a year after start up. Want guidelines and procedures set out for maintenance too.

$7,700 change order #15 for electric- 4 amp disconnect. This is necessary to avoid overloading the electric. 186 amps calculated for max running and that does not include the pumps if they all fire up together. Wanted to be sure a 400 amp is even sufficient. They want to match up the back up generator. Tabled change order and approved to get 3rd unbiased evaluation of the electrical need. Need to know if the 400 amp is sufficient including the startup requirements for the plant, extra pumps and future generator. Need to get it right. This will be done by the Sept 17th meeting. Also need the incoming power numbers from the electrical company. 

PAY Application #7 for Guilford for $117,571.89- Approved.

Guilford grinder pumps are going in at a rate of 2/day now. Bridge opening soon. 

Guilford  costs of generators- 100 KW $124,000 trailer mount ( diesel) for Guilford lift station and can also be used at Dildear.  $115,000 for pad mount( natural gas). Cummins was consulted. Need trailer mounts for lift station. Can get a proposal from Cummins for these by next meeting. They have automatic shut off and automatic transfer switch.He will get that proposal for next meeting. 

Austin Woods has been ill (new manager at Dillsboro)- but Cline talks to John Watson- Atty. getting info for next meeting.

Claims: Doug Baer- brought up bills that were tabled but need to be paid. These discussed below were for Hrezo. 

Kevin brought up Moores Hill- 9.25 hours that exceeded $1000 limit. 5.25 hours for authorized feasibility study. He broke out themes for the different work projects.Their system had combined them when submitted.  Approved the Hrezo May 1 $4,536.32 from operating account.

March 10 Guilford $2,242.49 Approved.

March 10 Lake Dilldear  $2,092.04 Approved

These next bills are on High Ridge:need further research for next meeting by Hrezo.

March 10 High Ridge Hrezo -$3,300 brought total to $116,000 at completion. Approved

Took care of engineering and legal. But not asset management part per Baer. All caught up.
