OVER 300% INCREASE IN COMMERCIAL AND INDUSTRIAL LAND NOT ENOUGH FOR DCEDI

To Whom It May Concern:

The Board of Directors of the Dearborn County Economic Development Initiative (DCEDI) recently reviewed the latest version of the proposed future land use plan. Our interest in this document is not limited to but lies primarily in the sections that address the future economic development potential of this county.

DCEDI is the primary economic development marketing agency and the primary entity for the retention and expansion of existing businesses in Dearborn County. DCEDI markets and promotes Dearborn County, on a national and international basis, as a location for new or expanding manufacturing projects; office projects; large commercial and service projects; and, large retail and recreation projects. DCEDI also provides assistance to local companies that are expanding their operations. DCEDI works with the local communities to develop the resources and infrastructure to support its economic development programs. The primary goal of DCEDI is the creation of new "wealth" in Dearborn County through the creation of new, diversified job opportunities; the creation of new revenue opportunities for local governments and the general growth and expansion of the area economy.

From the above perspective, DCEDI must take exception to the Future Land Use Concept Maps Alternative A and Alternative AA due to the self-limiting acreage and locations that are designated for future economic development. Given the current and future fiscal needs of this county, our findings are that the two alternative land use plan maps:

1. Do not inure to the long-term prosperity of Dearborn County that would be derived from quality growth and development.

2. Do not provide opportunities for Dearborn County to generate economic development activity with significant fiscal returns and positive impacts on the local property tax structure.

3. Do not recognize the physical and transport limitations of Dearborn County, such as topography, flood plains and developmental highways that restrict significant economic development to only certain areas of the county.

4. Do not provide the physical site location requirements of new and expanding companies considering this community, thus creating a non-competitive situation for the county in comparison to other southeast Indiana and Greater Cincinnati communities.

5. Do not serve the best interest of those property owners in Dearborn County who have expressed their desire to sell their agricultural property for its highest and best use.

6. Relegates significant economic development activity to areas of the county viewed as less desirable by recent corporate prospects in terms of infrastructure, access and topography.

7. Were created in response to ‘no-growth’ rural residents using the emotional issues related to the preservation of the agricultural industry in Dearborn County to serve their cause.

8. Do not reflect the input and counsel of economic development specialists provided for previous versions of the concept plans.

DCEDI encourages the Dearborn County Plan Commission to re-evaluate the commercial and industrial sections of the Future Land Use Plan in terms of creating the most beneficial returns for the long-term growth and prosperity of the county. Status-quo is not an acceptable response to the fiscal issues facing Dearborn County in the very near future.

West just wants the opportunity to develop any and all farms that come on the market...with sewers and other infrastructure to be paid by the taxpayers...outright or by "forced" hook-ups, etc,!

Think how "great" it would have been if just a few of his members could have bought land in the NW Quadrant on the cheap?

Of, course, someone had to "blow" the deal and start all that "imforming" the public here, "informing" the public there!

It just threw a monkey wrench into all those land speculators' calculations and just ruined the "surprise" of what their "inside" information could have made possible!

Uncle Jay Explains Blogs- (see website in earlier comment)is an
entertaining video clip done tongue in cheek with journalists being blasted as well as blooggers.

Blogs fill the void between news NOT reported and public opinion pages that are censored. It requires a brain to read, decipher, and research what we see here as comment.
But I think the facts and the letters posted speak for themselves.
The public has a right to know.
Blogs are a way to get it to those willing and wanting to get to meat of the issues.
I read this site every day.
The comments are the public square-the local bar- the check out line at Walmart- or the meeting after the meeting. Sometimes witty - sometimes repetitious- but always a sign that free speech is still alive in Dearborn County.

I knew that all of emotion driven individuals were going to be up in arms over the 300% increase. They do not understand it, they just see 300% of something. That is the problem with most of these people. They are emotional and not logical.

The master plan numbers that are in the materials posted on the PZ website show all the current land use amounts (in acres) and the proposed amounts in the new Land Use maps that are up for adoption. It's Table 7.2.
They current uses show 918.6 acres and the proposed map sent to the PC from the Advisory Board shows 541.3 acres Commercial and 2490 acres Commercial/Industrial mixed Use. That is a 330% increase.
It should be noted that this DOES NOT include any Commercial/Industrial Uses in the municipal areas of the county.

They certainly welcome the public's dollars thrown their way by their "plants" in local government!

Why was the NW Quadrant planning done behind closed doors?

Would that have queered the "first right of refusal entitlement" of its membership and a few public officials, in all things County and public profit related?

That would have severly limited the possible profit probabilities of some "connected" realtor/developers in this County!!!

Such action would have led to a fair "Arms Length Transaction" between the potential sellers and buyers!!!

Didn't the Commissioners have to approve the funding for the beginning of the Viesta project? Wouldn't that have been done at a public meeting?

I don't understand what information you want to know and how you want to get that information. Do you need a phone call every time there is a public meeting.

By the way you need to get off your soap box about developers taking the public's money for profits. Developer's don't use tax money for any thing they build. If you have a case were a developer took tax money to build a subdivision please tell me. And I don't need any answers about the property on US 50 because there has been no subdivision built there. Stop hanging your hat on that piece of property and give me some real facts.

The DCEDI and Vieste are taxpayer sponsored business drummers for our local development industry!

The DCRSD is trying to force others to subsidize the sewers of realtor/developers!

The added infrastructure needed by those who do not want to limit their development to fit a more rural environment will be paid by the taxpayers!

The money paying our "alleged" public attorneys are payed by the taxpayers as these self-same attorneys devise more ways to redirect taxdollars to aid development!

Now that the "citizens" of the North West Quad know that there may be plans to develop their community...the price they will be willing to accept for their land will increase significantly. Cutting down on any "windfall" profit a "politically connected" realtor/developer/public official might make using "inside" information. Thus, decreasing the attractiveness of the North West Quad. Because, face it, it was all about the possible "windfall" profits of the priviledged few!

Vieste and county officials met privately numerous times before any public meetings were ever had.
When teh public meetings came about it was OBVIOUS that agreements were hatched prior to teh public seeing any of it. There was really NO DISCUSSION.

The information should have been made public!

Perhaps Mr.West is having trouble competing with the cities in our own county. Maybe the problem isn't the land choices, but the attitude of DCEDI.
No one likes a whiner.
To sell a county as a good place you have to like the place yourself. Perhaps Mr West doesn't project a good image for Dearborn County.
How much have taxpayers invested in Mr. West and DCEDI?

We all need to take on second, third or fourth jobs, to save our ill-fated and miserable local developers from having to even consider or be forced to reflect upon the very idea of another line of work during these tough times!

Which is it? West says that people can't maximize the their property for highest and best use...HOWEVR THOSE THAT ARE HAVE SAID THEY ARE OVERPRICED. We mustn't get snowed by these winners who are still trying to run this county.

Say that they paid you 10,000 dollars per acre and that you have 100 acres. That'd be one million dollars. The winners would say "Wow we're makling you a millionaire you lucky guy.Look what we are doing for you."

Well you'd have to pay close to 100,000 dollars in capital gains taxes. Then you'd invest the rest of the money in the safest investment you can find which is United States Treasury bonds which pay somewhere around 3-4%. That would pay you roughly about 30,35,000 dollars a year. Then you'd pay income tax on that. And where would you go with your 35,000 bucks( before income tax) after you sold the land? That money will become less valuable as inflation gnaws away at it.

You've got to watch these slickers. They'll steal the fillings out of you teeth.

What we need is a continuation of the reforming of Dearborn County. It started with Ralph Thompson.So who are we going to put into the primaries to challange the incumbants?

We need independent thinking electable candidates.

Remember the chances are that The Honorable Senator Johnny Nugent will be pulling out all the stops for one of the two incumbants,and Johnny has a lot of campaign cash that he can use for his friend's camapign.

Here's a fact that may surprise you: Candidates have a legal right to lie to voters just about as much as they want.

That comes as a shock to many. After all, consumers have been protected for decades from false ads for commercial products. Shouldn't there be "truth-in-advertising" laws to protect voters, too?

Turns out, that's a tougher question than you might imagine.

Those aren’t Republicans, those are effete, limp-wristed country club RINOs, who think being a Republican is all about “connections” and “privilege” to do as they please, as long as they “own” enough “dim bulb” politicians willing to sell their Souls to please their Betters!

HAS ANYONE THOUGHT OF THIS NOVEL IDEA? How about spending economic development money within this community of Dearborn County to keep the businesses open that are here now? Why not offer businesses struggling to keep their doors open with assistance. Of course there needs to be a plan and we can't just willy nilly give people money, but why not help those longtime businesses? Offer their employees bonuses. People that make money spend money. Something is needed to revitalize this county and giving new businesses tax abatements for 10 years doesn't seem to be the right idea. The goals of this county need to be reviewed. Short term goals as well as long term goals. The idea that everything is needed "right now" just won't work. The citizens of this county just won't accept that idea. Look at downtown Aurora, downtown Lawrenceburg, Bright, Highway 50....if you want economic development keep and maintain what you HAVE! This idea of trying to buy land at 10 cents on the dollar because commercial property is too "high" is crazy. Jim West wants farmers to maximize their land by selling at the highest possible price, but then says that those that are, are pricing Dearborn County out of the competition. Our county needs to wake up and get a plan together. Jim West, Mike Rozow and all the county government officals need to get on the same page. At this time, we need gradual and steady progress with thoughtful thinking. Maintain and keep your current clients and then focus on new developments. Currently I think the opposite is happening in Dearborn County. "plan your work and work your plan" --this was told to me by a very wise and successful business man years ago.

Jim West and Mike Rozow want a quick and easy profit for their benefactors. They could care less about the fiscal health of the County in general and the rest of us specifically.
