1 April 2008 (APRIL FOOL’S DAY) Dearborn County Commissioner Meeting Notes

Present: Hughes, Chairman, Fox, and Thompson
Also Present: Ewbank, Attorney, and Messmore, Administrator

ABSENT: Pickens, Auditor. (Cathy Miller took notes)

A uniformed police officer was present.

Candidates present in the audience: Rick Pope (D-1 Commissioner), Tom Orschel (D-2 Commissioner), and Phil Darling and Thom Hammond (Council at-large)

1. Commissioners voted to take no action on the personnel matter discussed in executive session.

2. Bright EMS- Dave Bartholomew- not present.

3. Luan Male- Lifetime Housing- Commissioners signed the IHCDA (Indiana Housing Community Development) grant award documents. They also signed a letter prepared by Lifetime Housing showing support for a Housing Preservation Grant from Rural Development for $300,000.

4. Bill Black- Emergency Management- reported that Council approved money for the gutters and drainage repairs. He said that people could report flood damages to see if we get enough for FEMA money. He is also getting ICS300 (Incident Command System) class set up at L-bg Firehouse. 40 max per class. The other classes in the series are online classes.

5. Todd Listerman – Transportation Updates:
All ROW for Chesterville Bridge is acquired.

Bridge 15- Bell’s Branch money approved- will be let in July.

INDOT open house yielded $4.1 million for 25 bridges in 18 counties with $24.5 million requested. Listerman requested money for our three bridges totally $3.2 million. Not likely to get it all.

Wilson Creek slip money was approved for $100,000 to get geotech. Land Consultants gave a proposal for 1200 ft stretch for $24,750. Commissioners approved Land Consultants contract.

Fox asked about signs going on SR 1 to get truck traffic off Ridge and routed to I-275.

Listerman said there was no news on truck lane for US 50, I-74 access at SR1 , or Artemis.

Fox said we should forward letters on the I-74 interchange at SR1 to Bischoff and Nugent.

Messmore said the US 50 Collaborative meets biannually and the next meeting is April 24th at the library depot at 10:30 AM. He hopes to close communication gaps with the local entities.

Hughes wanted to get Law-bg and Aurora to support the Artemis system.

6. Claims and minutes were signed.
$40,000 for 2 EMS units for Greendale and $40,000 for 2 Bright EMS units were signed. Messmore said there was an issue with 2007 Bright contact- that Dave Bartholomew was to address.
Hughes said there was bureaucratic red tape with the auditor’s office on this.

7. Messmore- was approved to start to get qualifications and proposals for Worker’s Comp for June 08-09. This was not bid last year. Seitz is the broker for the current W/C contract.

8. Ewbank- new interlocal agreement was signed with Aurora for the county dispatch to cover their 11 – 7 shift saving Aurora $40,000. Ewbank talked about 911 being supported with 90% funds from phone bill charges and 10% county. He stressed that money is being lost as people give up landlines for cell phones. Aurora and Greendale do their own dispatches. The county can do Aurora’s evening calls with no additional staff. If others add though- we will have to charge as we will have to hire. Greendale’s equipment is state of the art like ours. Thompson asked about the possibility of folding all these systems together to save money and be efficient. He asked if there were any coming up for retirement so it could be done by attrition.

9. Thompson – reported the video arraignment was on hold until Lusby got back.
He also asked the commissioners to keep the idea of the Randall Avenue Bldg for Hwy Dept open for future consideration. He said there would be a 10-15 year payback.

10. Fox - had nothing to add.

11. Hughes- DCRSD appointment – Steve Renihan (sp?)- had a resume. Thompson would not second this. Hughes did and Renihan was appointed. Hughes said he’d talked to him and he seemed to know what he was talking about.
Thompson voted NAY- stating that Renihan’s resume was as an insurance underwriter, which was not a qualification for the board. He also said that under the code for conflict of interest Renihan had a pecuniary interest in that he needed sewer for his home on Serenity Ridge. Appointing him only perpetuates the problems on that board.

Robert Schroeder was reappointed to the hospital board. Thompson asked again for resumes- but since he was a long-time appointee, Thompson went along with the reappointment.

Meeting adjourned at 7:25 PM

Everything and everybody associated with the DCRSD is about pecuniary interests for our local development ethically challenged!!!

I look forward to next year's commissioners' meetings when they are not presided over by Ewbank's r-tard commissioner twins.

Better yet, I look forward to Ewbank all pissed-off hiding in his law office as he laments that his fleeting county power has been cut-off by all of us "undeserving" voters.

Frank Kramer, how can you associate yourself with such a petty being?

The idea of a payback is that it saves the county money and after the cost is paid back reduces the expenditure of taxpayers money!

Don't Fox and Hughes understand the concept of payback??

We need our Commissioners to try to find ways to save our money without just wholesale reduction of services.

Ewbank gave Mr. Hammond a hard time about even mentioning Conflict of Interest in the proximity of John Maxwell's name; however, no one, Ewbank or the other two Commissioners, made any comment. Does that mean they know there is a potential conflict of interest or that Steve is not on the list of people Ewbank is to protect? Or both?

So does Mr. Renihan (an Ohio resident?) perpetuate the attitude in DCRSD that the members should benefit from their positions?

Isn't "willing to benefit from their positions on the dcrsd" a job requirement to getting appointed to the dcrsd?

The dcrsd is laughable in their Tammany Hall approach to county government!

Kinnett of the DCRSD speaks about confidentially agreements as if that is a big deal, considering he belongs to and heads an organization that does not permit the general public membership to his organization unless $5,000,00. is paid to join such organization.

Is their anything not "confidential" about the DCEDI?

The DCEDI is a PRIVATE entity.

Period.

Any attempt to equate the DCEDI with some sort of publically interested entity, needs to stop here...

...the DCEDI does not exist to prosper anyone other than the membership of the DCEDI!

Yes to both! Fehrman can't get Council to release the money needed to sewer Gabbard Estates, so he is trying to get Aurora to do it! And Aurora has has one rate increase already and another on the way. With Brett's 'subsidy' it will have to be a bigger rate increase.

Except for the fact that DCEDI received several hundred thousand dollars of taxpayer money for which they have not been accountable. Lehner arranged for DCEDI to receive service contracts to receive the public money without the public disclosure and no accountability.

No matter how you cut it, our tax dollars already allotted to the dcrsd to fix high ridge estates are not sufficient enough to fix high ridge's problem and also tack on gabbard estates.

The engineering alone, connecting high ridge's sewer system to the hoped-for cheap pressure system that brett is relying on to service gabbard is simply unworkable.

Look for more empty rhetoric suggesting that high ridge is unfixable and the only viable alternative is for the rest of us to simply buy the residents of high ridge out and direct more of our taxdollars to sewering brett's gabbard estates.
