20 November 2018 DEARBORN COUNTY COMMISSIONERS MEETING NOTES

Present: Shane McHenry, President, Art Little, and Jim Thatcher

Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator

TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.
Commissioner -elect Rick Probst attended the meeting.

OLD BUSINESS

NEW BUSINESS
OCRA Blight Clearance Program- Zoning Administrator Nicole Daily with Dr Andrew Jackson, Supt. Sunman Dearborn School Corp- Nicole Daily presented- Planning and Zoning is coordinating with SD School Corp and SIRPC to get a grant thru OCRA for demolishing the old North Dearborn Middle School. They need the county to be the lead applicant for this. SIRPC will do the majority of the paperwork. Our PC will assist with documentation and mapping. The ownership stays with the school for 3-5 years or in coordination to ave an end use for this. The school can’t sell it for profit until that period is over. It could also be a park. There is a contract between the county and the school corp to show the responsibilities of each in this proposal. No questions for Dr. Jackson who was present. The Commissioners approved going forward with the grant. 

Midwest Data Network Systems Support Agreement- Sue Hayden presented- $4500/year for 2019. Onsite at $99 and remote etc at $79. There is a $499 per day cap. Midwest Data has been responsive and wonderful to work with per Hayden. Commissioners approved the 2019 agreement. 

ADMINISTRATOR – Sue Hayden: Presenting for Highway Dept and Todd Listerman: 

Bridge #24 Cold Springs Road Final Inspection and Recommendation for Acceptance Letter- Approved  

INDOT- LPA Project Coordination Contract- McHenry read through it- $219,520 for 2022-23.
 Approved

Parking lot out front of Annex will be closed tomorrow for paving. Register and Eagle radio will put it out on their sites. Handicapped access will be preserved. Prepped tomorrow and paved Friday

AUDITOR – Connie Fromhold  -Claims and November 7th Minutes approved. Also approved the claims schedule for 2019.  

ATTORNEY – Andy Baudendistel- had to file against a property owner and they have a report from appraisers and For Bridge #44 on Turkey Point Rd. No judgement yet. Unknown owner piece is also proceeding through the legal system. Hope to wrap it up early next year.

Baudendistel wanted their thoughts on county administrator’s role as lead economic development officer (LEDO) 
Sue was hired on for the 2012 job description and not the 2014 one with the LEDO in it. Tabled for  discussion at Thatcher’s request. They were going to clean up the position in their resolutions to reflect Sue’s actual duties. They are cognizant of the fact that One Dearborn works for DCRC.TABLED.
