8 November 2018 Dearborn County Redevelopment Meeting Notes

Present: Acting Chairman, Dave Deddens, Jim Helms, Diane Bender, Alan Goodman, and Jamie Graf (non- voting school board member)
ABSENT: Jim Deaton

Also present:Sue Hayden, county administrator and minute taker, Andrea Ewan, attorney, Connie Fromhold, Auditor and DCRC treasurer.
EXECUTIVE SESSION @ 8:00 a.m. IC §5-14-1.5-6.1(b) (4): to discuss interviews and negotiations with industrial or commercial prospects or agents of industrial or commercial prospects by the Indiana economic development corporation, the office of tourism development, the Indiana finance authority, an economic development commission, a local economic development organization (as defined in IC 5-28-11-2(3)), or a governing body of a political subdivision. AND ALSO, IC §5-14-1.5-6.1(b) (2) (D) which pertains to discussing strategy with the respect to the purchase or lease of real property by the governing body up to the time a contract or option to purchase or lease is executed by the parties.  

Action on Executive Session- Board certified that only matters legally allowed to be discussed were discussed.
Ewan and Randall to present an option to the landowners and preliminary site work and nothing to exceed $5,000
Title VI statement read as legally required.
APPROVAL OF MINUTES- October 25th Minutes approved
CLAIMS AND FINANCIALS- TIF claim Umbaugh for Nagel and Sons project approved as well as other claims. Also noted that next payment for Stone Property for $36,000 will be coming out of TIFs soon. Claim paid was changed from West Aurora to West Harrison TIF for Project Float.
UNFINISHED BUSINESS:
US 50 Business Park Sign- Kevin McCord was present from Signarama. Randall said that Craig Distributing has said a definite NO that hey would not be on the sign. Two others will definitely be on the sign. None of the others are interested even though they have been hand delivered letters by Matt Zimmerman regarding this option. $30,000 is the max for the sign. Agreement with Signarama for new tenants sign for $5,000 per businesses adding later. They also have an option to just have a business park sign with NO individual businesses on it. $26,500 for the plain one with electric. The other sign is $30,000 and $4000 for the businesses adding on now. Five years maintenance agreement will be about $30/mo. Cost now is insurance and electric light to cost. Helms questioned One Dearborn on the billing- and was informed it will be for DC Redevelopment Commission. The Board chose the color to be the stone and yellowish brown/tan version with LED lighting.Approved the sign with the two businesses on it.   
Hirlinger Chevrolet Update- interested in additional land. Deddens will meet with him to get bullet points for whats coming and will have to put it out for the public in order to sell that to Hirlinger.  
NEW BUSINESS: none
ONE DEARBORN REPORT: nothing major- some leads coming in. One coming in for West Harrison area talking to corporate which is outside US. Waiting.Getting ready to rock and roll with Cushman Wakefield now that they are in. They are proposing West Harrison Industrial Park and board agreed on changing that to West Harrison Business Park as the name for brochures etc. Coming in December to show their marketing plan. 
ATTORNEY’S REPORT- Deddens congratulated Ewan on Chairperson’s award from Chamber tonight.
