2 JULY 2019 DEARBORN COUNTY COMMISSIONERS MEETING NOTES

Present: Jim Thatcher, President, Art Little, and Rick Probst

Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator

TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.

OLD BUSINESS

NEW BUSINESS
Grant Application Approval- Court Services- Steve Kelly- Fromhold presented for Kelly-Commissioners approved the following three:
$126,589 for SE Indiana Veterans Court
$10,000 for Drug Court 
$10,000 for Veterans treatment program

ADMINISTRATOR – Sue Hayden- Lift in the tunnel for handicapped inmates to get to court. finished Wheelchair lifts for bth sets of stairs. Used the annex money to pay for that. John Lee found this solution that also provided the security for this. 

AUDITOR – Connie Fromhold  -Claims and Minutes from June 18th approved. In claims Probst and Hayden said they had saved $120 pn a single toner purchase in one dept. 
Sheriff’s Dept Grant Application Approval Stop Arm Violation enforcement act for $11,000 -Approved
Ordinance Adopting Supplement to Code of Ordinances- Baudendistel said this updates the ordinance book for state code compliance. This does the ordinance book and digital version on the internet - Approved. 
Ordinance for Real Property Endorsement Fee- Baudendistel comes from new legislation- This is now $10 fee for deeds etc. This will be effective October 1, 2019 to allow people to get notified of this change - Approved. 

ATTORNEY – Andy Baudendistel- Senate act 522 for Building Commissioner where a conflict of interest might exist. Solved by having Carl Fryman in Lawrenceburg review Bill Shelton and vice versa for Lawrenceburg when Fryman has a conflict of interest. They are working with Lawrenceburg on setting this up. Also had some conversation about Fryman doing the inspections for the county areas that LMU ( Lawrenceburg Municipal Utilities) serves.Commissioners were concerned about unintended consequences of liabilities and lost fees for this.

COMMISSIONER COMMENTS
Probst- the towboat Elizabeth Lee sits on Laughery Creek and the owner got is approved on the list of historic places. Nice addition to the county. Can put on tourist brochures and it runs. 
Little- has been out driving the roads that are being improved in the county- slowly gaining on the roads. Working on Sneakville. All asphalt plants at capacity. Bridge to be ready when slip is done.
Thatcher- read something on July 4th holiday. Reflection to look at the nations values and recommit selves to those ideals.

LATE ARRIVAL INFORMATION- none

PUBLIC COMMENT- I asked about looking at the other criteria for Building Inspections other than just LMU serving them.
