12 March 2020 Dearborn County Redevelopment Meeting Notes

Present: Diane Bender, Chairman, Dave Deddens, Jim Helms, Jim Deaton, Alan Goodman
ABSENT: Jamie Graf (non- voting school board member)

Also present:Connie Fromhold, Auditor and DCRC treasurer.
ABSENT: Sue Hayden, county administrator and minute taker, Andrea Ewan, attorney, 
Title VI statement read as legally required.
MEMORANDUM OF EXECUTIVE SESSION
EXECUTIVE SESSION was held @ 8:00 a.m.  
IC 5-14-1.5-6.1(b) (4) to discuss interviews and negotiations with industrial or commercial prospects or agents of industrial or commercial prospects by the Indiana economic development corporation, the office of tourism development, the Indiana finance authority, an economic development commission, a local economic development organization (as defined in IC 5-28-11-2(3)), or a governing body of a political subdivision; 
IC §5-14-1.5-6.1(b) (2) (D) which pertains to discussing strategy with the respect to the purchase or lease of real property by the governing body up to the time a contract or option to purchase or lease is executed by the parties;
IC 5-14-1.5-6.1(b) (9) pertains to discussing a job performance evaluation of individual employees.
BOARD CERTIFIED THAT THEY ONLY DISCUSSED THE ABOVE
ACTION OF EXECUTIVE SESSION- 30 DAY EXTENSION TO CROSSDOCK NOW CALLED CROSS PATH.  APPROVED
APPROVAL OF MINUTES- February 14th minutes approved with one small correction.

CLAIMS AND FINANCIALS: Approved $1600 for 2 Guildford property appraisals. Mike Perleberg stated these were reimbursable on the blighted property program.
Financials were distributed by Fromhold.   
UNFINISHED BUSINESS:none
NEW BUSINESS:
Whitewater Mill- Sunil Maheshwan and Dawn Schuman- came to thank everyone for their help. Running 4-6.5 days now and need more storage- $4.5 million which increases their grinding capacity for storage. Added 90 new accounts with farmers from the area. With more storage they can take all the wheat in locally so it doesn’t end up heading to be shipped away on the river. Rail for wheat and flour cars went from 240 to over 1000 cars a year now. Nagele the bakery next door makes batter for chicken and fish etc. Nagele has about 20 employees now. 42 employees now at Whitewater. Increased 10 from when they opened. Salaries are unable to be verified as complying with the contract today. Randall went on to say that they could get a professional at fees to get those numbers. Council is in charge of granting this and they said not interested. Randlal went on to suggest that they could use the TIF money to do something and that doesn’t require Council. TABLED consideration until they receive more information. 
Perleberg introduced a farmer- Dan Hansen- is interested in working on the West Harrison site to farm it. He has over 1000 acres in the West Harrison area.They will work with Andrea to get contract for all three parcels and see which ones he can have depending on what the developers are using this year.    
ONE DEARBORN REPORT: Nicole Daily and Perleberg presented a program partner agreement that is done annually to outline that DCRC is working with her on the Blighted Properties Program. The 2 in Guilford and 1 in West Harrison are the ones that concern DCRC. There are 3 more forms needing to be signed for each property they are working on and needed when they get into the nitty gritty of working on each property.he house have to be down by November and she has a public hearing set in April. No one usually shows up for this meetings besides Daily, a staff member as witness, and the state who phones in for it. DCRC motioned and approved that they would start negotiations for the property. The flood ruined these buildings. There is a bid process for the demolition. Daily conducts that. She puts the bids in a packet with a group of properties needing demolition.
Randall asked about the house in the West Harrison TIF with the asbestos. Daily said that they handle that removal and they need the report on that and can reimburse them for some of that report.
