 15 NOVEMBER 2022 DEARBORN COUNTY COMMISSIONERS MEETING NOTES


Present:  Rick Probst, Acting President, and Art Little


ABSENT: Jim Thatcher due to illness


Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator


TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.


OLD BUSINESS

Request to Close Guilford Bridge 9/9/23- Tamara Taylor, Editor, Bright Beacon- Insurance is taken care of and engineer’s report is in. Waiting on a recommendation from the Park Board.


ARPA Committee Recommendation to Board of Commissioners- tabled as the agreement is still being formulated regarding the sewer agreement with Dillsboro.



NEW BUSINESS

Proclamation- PG Gentry Inducted into Indiana Military Veterans Hall of Fame- Probst said it was a privilege and a pleasure to work with him and an honor to make the presentation. Baudendistel read the Proclamation. PG was a Vietnam War Veteran with several awards and medals. He also works wit teh Veterans Treatment Court and many other Veteran’s Affairs.

PG also made a few comments. Treatment service officer here in Dearborn County also and he’s great to work with - Dave Currence. Two of his classmates did not have the opportunity to come home. Veterans are well taken care of in SE Indiana. Have 6 WW II Veterans left here. 

200 Vietnam Vets in their group. They also do the Honor Guard for the funerals. 


Student Art Work - Kristina Martin, Project Manager, Prosecutor’s Office and Lynn Deddens, Prosecutor- Deddens said they add pictures annually that the students do to the hallways. Lawrenceburg and EC participating. 25 kids with submissions. All DC employees will vote on the art work. They want to introduce 2 pieces to put historical piece in it, They will relocate the 911 banner.Trying to get South Dearborn synced up in the picture. Judge Humphrey had a lot of history to share. Commissioners agreed to use of the hallway.


Election Voting Updates- Gayle Pennington, Clerk of Courts - reported 34%  participation rate-  3432 mail in.  47.42% in the 2020 election. Sheriff Shane McHenry was top vote getter in the county. Busiest precinct 2174 people at Dearborn United Methodist Church on Stateline. Willies 1610 voters. Agner Hall 1520 voters. No complaints from people. By 9 PM the last vote center was in and by 10 all had been reported to the state. Probst thanked Gayle and her staff for all their work. She said they thanked all the poll workers. They always need people and they train them for the task. 


Ordinance to Establish the Broadband Ready procedures- Baudendistel said this was an initiative from the Lt. Gov Office. This puts procedures in place to set this up. One Dearborn is the point of contact for this. Permits cannot be applied for until all zoning matters with cell towers have become resolved. Once that happens it’s a 10 day turnaround for the permit. Commissioners approved the ordinance.


Resolution Approving the Interlocal Agreements with Towns and Sheriff Dept regarding Evidence currently stores evidence for Dillsboro and West Harrison and Moores Hill wants to join in. They redid the 2 we already do to get them updated to current laws.Approved.


Interlocal Agreements with West Harrison, Dillsboro, and Moores Hill regarding Evidence Storage - The actual agreements with the 3 towns were also tabled until Dec until Council does theirs Wed night. . Council will also have this so that they don’t have to be approved by the AG office.


Baudendistel also had a resolution to have an interlocal agreement to hire OHM Advisers Consultant for MS4 regulations and 3 cities. $25,000 divided by population between  DC has over $17,000 as their share.This also will go to Council tomorrow night. The Consultant will help us meet the deadlines on these rules.  Working with cities will help split the cost.  Approved. 

Tabled the actual Interlocal until the Council approves this just like the evidence one above. . 


ADMINISTRATOR – Sue Hayden- 2023 Board of Commissioners Schedule- May 3 changed to Wed July 5 to wed Oct 17 to morning meeting Nov 8 to Wed - all others on 1st Tues mornings at 9AM and 3rd at 5 PM- Approved.


Gerald Bruns 12th annual Prayer on the Square for Knights of Columbus for Friday Jan 21,2023 - Approved


AUDITOR – Connie Fromhold  -Claims/Payroll and Nov 1 Minutes approved. 


2023 Holiday Schedule, Claims Schedule, and Payroll schedule- Approved all.

Grant application for $2,800,000  to get federal aid Konradi Road 2028 from Listerman. Approved for Thatcher to sign later.

COMMISSIONER COMMENTS:

Art Little - Happy Thanksgiving and try to dig deeper to see what all we have here.

Rick Probst- Thanks Vets and noted how great a job Dave Currence is doing for Veterans even beyond Dearborn County. Little chimed in that PG Gentry helps move beds into and out of houses when they deliver hospital beds. 


LATE ARRIVAL INFORMATION- Derick Puntney- lives on the other side of the speed bump in Bright on Einsel Rd. Speed bump is 50 ft from stop sign. Commissioners will look into it and check with Listerman and Sheriff. 


Jason Kinker - Regarding Jenny Lynn Drive and his mother’s (Rose Kinker) property.He went back to May meeting notes. Traffic is increased and there have been 3 incidents since June that he has seen where cars have about run him or others off the road nearly being an accident. Drainage issue is draining onto her property. So much water it killed oaks etc. and only paw paws and sassafras grows there. McCormack told him nothing had been approved there. He was later told it had been approved before this. He went on at length about those 2 issues and he was referred to Soil and Water District about the drainage. He needs to contact Listerman about the road issue. He had issues with the election and too long a wait. He had issues with contacting the commissioners directly. Commissioners adjourned the meeting before he was finished as he was getting off the subject a bit and couldn’t be refocused. 


PUBLIC COMMENT- none asked for as meeting had to be adjourned.
