 16 November 2022 Dearborn County Council Meeting Notes

Present: Liz Morris, President, Dennis Kraus. Sr., Dan Lansing, Kevin Turner, Tim Doll, Alan Goodman, and Glenn Wright. 

Also present: Connie Fromhold, Auditor and Leah Bailey, Comptroller and Andy Baudendistel, Attorney

TRANSFERS:

Highway- Tim Greive - Leah Bailey presented for Tim Grieve. for 2022 Ford F-250 from Haag Ford ($44,385 total) Approved.

Circuit Probation-

$1,500 Professional/Expert Fees 2102.36105 to Body Armor/Vests 2102.25000- Leah Bailey presented- this is for their home visits. Approved.

County Council- 

Resolution 2022-002 -Transferring $4,030,613 from County General (1001) to Rainy Day (1186) Baudendistel - this is not more than 15% and not from debt service. Approved resolution. Question from Glenn Wright about having it be with a 2/3 majority to spend Rainy Day. Baudendistel said that simple majority is set by statute.

Resolution 2022-003- Baudendistel Interlocal with Greendale, Aurora and Lawrenceburg for MS4 services. - wanting to bring in a consultant to work with all parties here on the MS4. $25,000  for the company (OHM) and each pays percentage per capita. County share is $17,600+ and the rest is carried by the other 3 cities. Money already allocated under Commissioner budget. Appreciate what the surveyor has been doing to get this together. $15,000 for the county to use their services after this and the cities can contract separately or with us. Leah said that the money has already been budgeted for this and will pass thru to next year for the county. Hidden Valley does their own MS4. MS4 has been around a long time and it started with the big cities. Approved the resolution. 

Resolution 2022-004- Interlocal Between the Dearborn County Sheriff and Towns of Dearborn County for collection, storage and handling of evidence: and for testimony regarding evidentiary matters in criminal proceedings. Baudendistel updated the agreements to get the statutes the same. This puts Aurora, Dillsboro, West Harrison, and Moores Hill. Kevin Turner abstained as he is involved. Approved the resolution. This does not have to be approved by the AG’s office. 

Ordinance 2022-010 Combine Park Board Funds - Baudendistel presented. 1179 Park & Recreation non-reverting operating. 1178 Park Board Land Acquisition non-reverting capital- terminates this fund and transfer to 1179. This will give them flexibility in using these funds. Approved the Ordinance. Kraus was NAY. 

ADDITIONAL APPROPRIATIONS:

Dearborn County Coroner- Part-time wages $12,918 & Autopsies $30,000 (1001/4914)- Cameron McCreary - ran out in October- had 12 cases come in that first week.Discussion regarding autopsies and how many are being done.  Both approved out of County General fund. 

Maintenance- $63,000 (1001/1136/4914)- Eric Hartman- $37,000 of this is for boilers that are failing. These are only 8 years old. Approved out of County General. Hartman has money left over from Parking lot drain - wants to put money into flooring for jail showers that have are slick. Has to take up and recoat it. Going to make it sandy grittier than the old one. Morris- So they can exfoliate? <Laughter> Approved to use that money

911- Overtime $11,885 (1222)- Leah Bailey presented. Approved out of the 911 Fund. 

Commissioner Sue Hayden presented for Jim Thatcher who is out ill. 

$2,538,289 Lake Dilldear Sewer Project (ARPA 8950)- TABLED as it was TABLED from last night Commissioners meeting too. Preliminary engineering report was not ready yet. 

$148,624 Basement Restroom & Kitchen Project (ARPA 8950)- the shot clinic last year didn’t have restrooms only a portolet outside. They wanted to make this ready if another use needed it. Only bidder was Maxwell Construction per Baudendistel. If Funds are allocated the commissioners will make an agreement with Maxwell. Noel No answer and Bruns Gutzwiller said they couldn’t bid on it.Hayden had slides and pictures of the areas under consideration. Inmates are never in teh basement anymore as they have lifts installed in the tunnel area. Since this is an internal request for the county- the ARPA money can go thru  regular process. Approved.

$36,090 Screening for Basement Files and Election Equipment (ARPA 8950)- Files from the hospital and the election equipment require humidity control so instead of a room- they are screening it instead - with a tarp like screen. They have to keep election equipment on camera. There are 2 that keep it visible at all times. It is also under lock and key. Hospital records from DCH have to be kept 75 years. Approved. 

Auditor: 

Salary Ordinance-  Leah Bailey said they should know by tomorrow if their budget was approved for 2023. Approved the salary Ordinance. 

Dennis Kraus Sr has agreed to serve on SIRPC for 2023- They like to get their board set up ahead of the new year.  

Minutes- Meeting from Sept 15 approved.
