F.  SUMMARY OF REDEVELOPMENT COMMISSION ACTIVITIES DURING 2016

The commission worked on a project to bring Skally’s Old World Bakery to a 36 acre parcel owned by the DCRC along I-74 in the West Harrison TIF District. The proposed project was a $20M real property investment with a 350,000 square foot food manufacturing facility. Additionally, the company would invest an additional $20M in capital equipment. The company parted ways with their initial financial partner and developer and began seeking financing independently. Much work was done to prepare appropriate resolutions, establish a new TIF district (to facilitate a TIF Bond as incentive) and facilitate economic development agreements. 

Activity in the West Aurora/Washington Township TIF District included recruitment and negotiation of incentives for a pickle manufacturer who purchased a site in the TIF district. They later purchased another site outside the TIF district. In 2016 much research and negotiation was performed around signage at the entrance of the Aurora Industrial Park. This included various options around ownership, easement, sign management, etc. The sign has been in disrepair and companies have been unable to add, remove or change their signage for many years. DCRC negotiated the possible purchase of two parcels located at the entrance where improved signage to serve the businesses located in the park will continue to be pursued into 2017. 

DCRC continues to work with Genesee & Wyoming short line railroad (that services Whitewater Mill, LLC) to develop long term strategies for growing business along the rail line. Additionally, other parcels in the West Harrison TIF District were evaluated for possible purchase and/or development.


Several “Requests for Information” were fielded through state, regional and local leads interested in sites in the Dearborn County TIF districts.
