5 December 2018 Dearborn County Redevelopment Meeting Notes

Present: Jim Deaton, Chairman, Jim Helms ( who participated by speaker phone,) Alan Goodman 
ABSENT: Dave Deddens, Diane Bender, and Jamie Graf

Also present:Sue Hayden, county administrator and minute taker, Andrea Ewan, attorney. 
ABSENT: Connie Fromhold, Auditor and DCRC treasurer.
EXECUTIVE SESSION @ 8:00 a.m. IC §5-14-1.5-6.1(b) (2) (D) which pertains to discussing strategy with the respect to the purchase or lease of real property by the governing body up to the time a contract or option to purchase or lease is executed by the parties.  And also, IC 5-14-1.5-6.1(b) (4) to discuss interviews and negotiations with industrial or commercial prospects or agents of industrial or commercial prospects by the Indiana economic development corporation, the office of tourism development, the Indiana finance authority, an economic development commission, a local economic development organization (as defined in IC 5-28-11-2(3)), or a governing body of a political subdivision.  

Title VI statement read as legally required.
ACTION  FROM EXECUTIVE SESSION- Certified that no other matters other than advertised were discussed.
DCRC Board - Authorize Ewan-  to prepare a contract for project management by One Dearborn for Project Butterfly. Any expenses they incur during the due diligence process is covered by DCRC up to $20,000. 
and also- Sign a letter of support for rezone in west aurora TIF district from Ag to I-2 across from Aurora Casket- for 35 acres.It is attached to the property owned by DCRC. Approved

APPROVAL OF MINUTES- Nov 19 minutes not approved because there is no quorum of members who were present at it.
CLAIMS AND FINANCIALS:
$10,000 Unity Scientific- incentive previously approved for Brighton Mills equipment purchase- Randall said this was approved for flour analyzer quality control equipment. Lowest bid is $41,500. The check is for $10,000 of this. Andrea needs to get Ted to sign the economic development agreement before his is approved.The claim has to be held until they get this for the January meeting. TABLED.
UNFINISHED BUSINESS:
Hirlinger Chevrolet update- hanging still
EDA with H Nagel and Sons-covered above 
Billboard contract update- Ewan said letters are going out today for payments by February or the billboards are up for other ads.
NEW BUSINESS:none
ONE DEARBORN REPORT: Cushman Wakefield sign is on the Stone property. They have an existing client who provide a lead who is asking about the property- very preliminary.
Also working on Project Butterfly which is looking at land.
Got some fun news that Randall is excited about- REDI looking for more sites and emailed her that they are going to produce a marketing video on a trial basis for sites in the area. We have until Friday of next week to have detailed RFI and drone footage. Having that much acreage would be a good shot to be part of this footage. Has $200/hour cost and about 3 hours option from someone who used to work for a TV station. Authorized One Dearborn to use up to $1200 of funds from Duke Site readiness fund for the drone footage.
ATTORNEY’S REPORT- none
OTHER BUSINESS- New law says that the Redevelopment Commission has to invite Commissioners and Council to a meeting. Randall will send those letters out by the Jan 10 meeting for them to attend a DCRC meeting in March. They also have
