 14 November 2023 Dearborn County Council Meeting Notes

Present: Liz Morris, President, Dennis Kraus. Sr., Dan Lansing, Kevin Turner, Tim Doll, Mark Dole  and Glenn Wright. 

Also present: Connie Fromhold, Auditor and Leah Bailey, Comptroller

Also present- Commissioners Thatcher and Goodman

CALL TO ORDER- 


PLEDGE OF ALLEGIANCE


TITLE VI STATEMENT FOR COMPLIANCE- 


Elect a new Vice President for the Board- Tim Doll and Glenn Wright were nominated and Tim Doll was approved with Wright and Kraus Nays.


Resolution Interlocal Cooperation Agreement with Ohio County- Baudendistel- This is for the Circuit court that is serving both counties and makes all employees Dearborn Count employees and Ohio County will send Money to Dearborn County to cover their expenses ($162,000) This is an annual agreement. Negangard explained thus during budget hearings per Turner. Approved. 


Interlocal cooperation agreement with Ohio County- Approved


Interlocal cooperation for 911 dispatching system- any changes in these would have to come back to us. Dillsboro, Aurora,  and St Leon - this was brought now as council will not meet again this year per Baudendistel  -Approved

Baudendistel- left for another meeting. 


Dearborn Superior Court Probation Grant Application - 3 - $10,000 grants - Tamara Taylor created a non- profit as we are unable to take donations for JCAP. Approved to accept these grants


ADDITIONALS:


Auditor- 10,000 Financial Advisor (1001)-Fromhold- Needed as they used Baker Tilly a lot this year. Approved


Solid Waste- $51,000 Solid Waste General fund- Sandy Whitehead- this is to make her budget match what they are spending this year. Fuel expenses and equipment repairs, maintenance and house hold hazardous waste disposal. Doll praised Whitehead’s performance as director. Approved. 


Juvenile Center- Overtime $10,765 (1001/4914)- Tracy- this is the part time employees covering others. They are trying to get a couple part times to take over for retirees There are 11 juveniles there now- all from our county. Approved out of County General.


Prosecutor- Supplies $5,000 (1001/4914)- Leah Bailey presented - for paper, toner, and a laptop. Approved out of County General.


Circuit Probation-Drug Testing- $3,400 (1001/4914)- Leah Bailey- Approved out of County General 


Coroner- Autopsies $16,000 (1001/4914)- They have to go out of Hamilton County, OH - Approved out of County General.


Commissioner-EMS Contracts $250,000 (1001/4914)- Alan Goodman presented - until  LIT for EMS can be distributed. There will have to be agreements signed by the units and commissioners. There is $900,000 but they don’t have any in the fund yet- to use this for a couple months. This is because the council cut the $900,000 out of the budget anticipating LIT money coming in. Approved out of County General- 2 nays- Wright and Kraus. 


Highway Engineer-$900,000 Replace Small Structure #211 Lower Dillsboro Road (1001/4916)- just got the last ROW acquired. Bid advertisement next week. New structure 14 ft multiplate structure 121.5 ft long. New money is $700,000 and transfer $200,000 from other acc’t 4916 from Turkeypoint project left over. Approved 

Grant application for Bridge #14 - $2,425,000- $485,000 is our match 80/20. Outside beams had rotted thru and he had 2 outside support beams installed to keep open. This will be in 2029 or 2030 if we get approved for funding. This is to set those funds aside. Approved to submit grant application 

Financial Commitment for Bridge #14 Bells Branch- this letter to INDOT is put with grant application -Approved for Morris to sign

Highway Transfer $173,288 MVHA restricted From 1173.21807.000.1218 to 1173.32933.000.128- for slip repair at Park Ave and Cross Rd to access North Hogan- Approved


Southeastern Indiana Regional Planning Commission Board- Dennis Kraus-  Approved for 2024.

Morris- $1million out of Riverboat across 4 years for St E Cancer Center - Received a letter to Council thanking them for that per Liz Morris. Would like to present them with a check before opening March. 

AUDITOR- Connie Fromhold: 


Salary Ordinances- 2023 &2024-to be signed tonight pending budget being approved. Approved.
