8 September 2025 Dearborn County Redevelopment Meeting Notes

Present: Jim Deaton, Chairman, Dennis Kraus,Jr., Trevor Bischoff, Jordan Hoffman, Jim Mansfield, and Doug Baker. 

ABSENT: Tom Tepe and Daryl Cutter (non- voting school board member)


Also present: Sue Hayden, county administrator and minute taker, Anthony Smart, attorney, Connie Fromhold, Auditor and DCRC treasurer.

Title VI statement read as legally required by Deaton.

EXECUTIVE SESSION @ 4:15 p.m.  

IC §5-14-1.5-6.1(b) (2) (D) which pertains to discussing strategy with the respect to the purchase or lease of real property by the governing body up to the time a contract or option to purchase or lease is executed by the parties;

IC § 5-14-1.5-6.1(b) (4) (A) to discuss interviews and negotiations with industrial or commercial prospects or agents of industrial or commercial prospects by the Indiana economic development corporation, the office of tourism development, the Indiana finance authority, an economic development commission, a local economic development organization (as defined in IC 5-28-11-2(3)), or a governing body of a political subdivision.

Memorandum for Executive Session- The DCRC Board certified that they did not discuss anything other than what was advertised. 

Action from Executive Session- NO ACTION 

APPROVAL OF MINUTES- August 11, 2025 minutes- Approved 

Special meeting August 25, 2025 Minutes- Approved

CLAIMS- Register Publications $280.62 for Notice of Land Disposition Ad; Drake Lawncare $710.00 for mowing Harrison and Aurora properties 4 times each and spraying at billboards 2 times; Drake Lawncare $420.00 for mowing Harrison 4 times and Aurora 2 times.    TOTAL: $1,410.62 - Approved

FINANCIALS- were passed out for review 

OLD BUSINESS:

Whitewater Processing TIF Allocation Area – Mr. Mountser from Baker Tilly Tax Impact Statement Presentation- This is required for amending the allocation area. These get mailed out by Baker Tilley to all the taxing units of the area before the November meeting which is the final stage of this establishment of the Whitewater Processing area (Kopps Turkey processing plant)The new area will have it’s own 25 year life span. That means it expires in 2050. 

Baker asked if the DCRC can give the money back to the county before 25 years are up. Yes. No one from the public spoke. No action taken- this as for information purposes. 

Land Disposition Advertisement for 3.0 Acre Site, Campus Drive, Lawrenceburg  - Nothing for this today. 

NEW BUSINESS:none

Bayer Becker Report: Mark Rosenberger presented. 

West Harrison I-74 EB Ramp- nothing to add to this today. 

West Harrison Moore Drive and Railroad Crossing- They are needing a signature. He did find a Cameron Smith to deal with at RR. Proposing a 30 ft wide road and another portion is 35 ft. This will connect into Whitewater Processing plant. He is forwarding. This plan to Cameron Smith- this is a teamwork effort.They have a drainage plan and not much to worry about there. He may have to do a couple adjustments. At next meeting they can approve the finals and it can go out to bid.Any property issues to have 1.229 acre parcel to be for the county.? They are going to get a certified survey for Nicole Daily. And go through Tech Review. Since it’s not a project. Kraus Jr- you should submit it to Planning and Zoning. Rosenberger will button this up - this week and next week.   

West Harrison INDOT Clearing Permit and Billboard Permit- Nothing new on this per Rosenberger. 

Downtown Bright Infrastructure- Rosenberger spoke to Chris Anjio ( sp?)- looking to sell this to other entities. Possibly locate an underground facility. Or try an underground water storage with St. E’s property. If they cannot sell, then there may be another way to do this. 

Kraus Jr said- no money in Bright TIF yet- don’t get in a hurry- We do need detention in that area. 

ONE DEARBORN REPORT: Gage Pace- Council approved the READI application. 

For Sale Signage for DCRC Properties-for the Aurora property and the one near St E’s hospital. DCRC said they should put signs on all the property for sale. From the General Fund with a $250 limit for 2 signs. Approved.  

ATTORNEY’S REPORT Working on Whitewater allocation area- nothing else to report,

OTHER BUSINESS- Reschedule Oct 13 Meeting- Columbus Day- set for October 20th at 5.
