Present: Jim Thatcher, President, Duane Bischoff, and Kevin Turner
Also present: Connie Fromhold, Auditor, Andy Baudendistel, Attorney, and Sue Hayden, Administrator
TITLE VI STATEMENT FOR COMPLIANCE was read by Baudendistel as legally required.
EXECUTIVE SESSION @ 5:00 § 5-14-1.5-6.1(b)(16)(A) To discuss employee health care options with respect to special exceptions for coverage and
§ 5-14-1.5-6.1(b)(19) To have communications with an attorney that are subject to the attorney client privilege
CERTIFY MEMORANDUM OF EXECUTIVE SESSION- The Commissioners verified that they only discussed what was advertised.
ACTION OF EXECUTIVE SESSION- No action taken
OLD BUSINESS
Property on Westside Drive Aurora- Thatcher said they still need another appraisal- TABLED.
NEW BUSINESS
Eagleview Contract for Aerial Flights – Nicole Daily, Director, Planning & Zoning- This is for 2026 and 2027. She wants to lock in the price for 2 flights over the next six years. Pricing includes aerials and obliques. Updated building outline layers for GIS layer is in this. These provide enough detail that they do not have to go out into the field for measurements. It identifies new structures. They have over a million dollars in previously unidentified assessments (unpermitted items) Disaster response is included.

ADMINISTRATOR – Sue Hayden— on a staycation for a week starting tomorrow.
AUDITOR – Connie Fromhold -Claims/Payroll and Sept 2 Minutes-Approved
ATTORNEY – Andy Baudendistel-nothing this evening. He will be out of town for next meeting.
COMMISSIONER COMMENTS: Turner- warned of dry weather and burn issues.
LATE ARRIVAL INFORMATION: Jason Sullivan, DC Emergency Management - Instituted a Burn Ban. Ratified by Commissioners tonight. Once Conditions improve, Thatcher can lift the ban without waiting for a meeting.
PUBLIC COMMENT: Michael Mizell 14434 Goose Run Rd- Aurora. It is undrive-able from the north end. He has spoken to County highway supt. Over the years. August 2025- Roads around it have all been repaved. And they were in better shape than Goose Run. Has emailed Commissioners. He wants to know how to get this road on the agenda. Park and Crossroads flood during rains and Goose Run is their only way out. Those 2 roads- small roads and few homes- they got paved again and Goose Run didn’t. He wants to know road expenditures in District 3. Last paved in 1999??
Gary Schwegmann- 14402 Goose Run- We are requesting to get on this road list. There’s no room to yield to opposing traffic. The high water events- this is the only way out. There has not been any maintenance on this road- someone will get severely injured or lose a family member. It needs to be addressed. Emergency responders had trouble to get to him last winter. They almost lost him- he was in a coma for a week.
Commissioners said they were going to check on the road data and get info to the residents wo cae via their 2 spokespersons, hopefully.
