22 September 2025 Dearborn County Plan Commission Meeting Notes

Present: Dennis Kraus, Jr., Chairman, Russell Beiersdorfer, Mark Lehman, Joe Vogel, Jake Hoog, Dan Lansing, and Eric Lang

ABSENT- Jim Thatcher, County Extension Coordinator - to be appointed

Also Present:  Andy Baudendistel, Attorney.

ABSENT- Nicole Daily, Planning and Zoning Director. (Deanna Combs presented)

Baudendistel read the Title VI statement as legally required.

ACTION ON MINUTES- July 28th Minutes - Approved

OLD BUSINESS:

Britton Zone Map Amendment (Carr Road) is being TABLED until further notice


NEW BUSINESS:

  1. Owner: Dearborn County Redevelopment Commission Site: West Harrison Economic Development Area Case: Creating a Separate New allocation Area

Deanna Combs stated that Mike Perleberg, One Dearborn and Jim Mansfield, DCRC Vice chairman were to present this. 

Mansfield- said this matches the PC Master plan and DCRC economic plan. He pointed them to the packet material. Kraus Jr. said the packet was 114 pages. They did not have a hard copy for each board member tonight. tonight. 

Lansing asked how far we were into the TIF that was already there. 

This year at Council budget - taxes were $800,000 short on taxes. He also said it was hard to believe there was zero change on taxes per Baker Tilley.

Perleberg said Baker Tilley is used by Council also- and you trust them. 

There are levy limited and rate limited funds in INDIANA. Regardless of how much assessed value- the only thing that changes is the rate.  The taxing rate in Harrison Township is very low- the circuit breakers do not come into play according to Baker Tilley. 

Mansfield said this will bring a utility along to that side of the river. This brings the water corp onto this side of the river.

Perleberg wanted to keep them focused on finding out if this conforms to the county’s Comprehensive Plan. 

That is what is in the resolution that Anthony Smart prepared - per Baudendistel.

Kraus Jr. outlined for a member of the public who was questioning this as to what is involved so far. Tri Township Water is in the discussion. This is the third parcel in a new allocation area and time line. There are 2 parcels in this request to start on a 25 year timeline. The other parcels stay in the old timelines.  

Baudendistel gave them the language to motion for the resolution 2025-PC- 0001. 

Kraus Jr- abstained as he is on DCRC.

Lansing voted Nay. 

The rest were Ayes. Approved and signed. 


[NOTE- It seems that DCRC and or One Dearborn give less and less explanation and presentation in the PUBLIC meetings with Commissioners, Council, and Plan Commission that they go to step by step as they get these TIF districts set up, amended, and or expanded.]



ADMINISTRATIVE- Deanna presented:

  1. Vote on recommended changes to Ordinance Text Amendment as Article 27 of the Zoning Ordinance was amended by the County Commissioners - APPROVED with the changes that were requested by the Commissioners.


2. Vote on new interlocal agreement with the City of Aurora, adding MS4 to the agreement this will run to 2026. Already approved by Commissioners and Council. The only change is the MS4 addition and extension for another year. The fees stayed the same too. Approved


3. There is also one for the town of West Harrison for 3% increase from the original proposal. No MS4. Commissioners also have to approve this. Approved.


4. There is another interlocal with St Leon with no MS4 . They are reviewing this at their meeting today. Approved

  

5.  Discuss driveway permits, ordinance, and bonds being returned to the County Engineer and Highway Department NOT DISCUSSED. 


6. Discuss Update to the Comprehensive Plan through 2025, workshops for public involvement, surveys, completed studies or plans to be included, separate Bright Overlay Zoning Districts, etc.- NOT DISCUSSED


7. Next Comprehensive Plan Update Workshop is scheduled for Thursday, September 25th, 2025 from 6:00pm to 8:00pm at the Dearborn County Government Center. Matt Simpson Soil and Water, also Green Umbrella, Perleberg on TIFs will be doing presentations.
