Gentlemen:


It is with some sadness that I must submit my resignation as chairman and member of the board of directors. Personal issues require that my resignation be effective immediately.

Sanitary sewers and wastewater treatment in Dearborn County have become political hot button issues. We now have political candidates with sewer hook-up planks as part their campaign platforms. Recent events with the County Commissioners and County Council lead me to believe there is little confidence in our work or my leadership. Unless and until sewers and wastewater can be completely separated from local politics, our mission and vision for the future will never be realized.

I consider it a distinct privilege and honor to have served with each al1d every one of you. God bless you all and give you the courage and strength to continue the very important work that you do.

The DCRSD was staffed with PDWs (Political Development Whores), but somehow "outside" interests have politicized the sewer issue!

Recent events with the County Commissioners and County Council lead me to believe there is little confidence in our work or my leadership.

We all just wanted you to fix High Ridge's sewer problems...but you all took upon yourselves to attempt to use the DCRSD as a tool of extortion to pay for developers' sewers to subsidize their subdivisions and commercial developments!

You have no one to blame but yourselves!

Take a glance at all the energy and tax dollars that have been expended and exhausted by the DCRSD to take over other existing sewer districts to buttress and bolster development interests, at the taxpayers’ expense, as compared and contrasted to the efforts to FIX High Ridge?

And High Ridge is still dumping raw sewage into our waterways!

Mr. Hankins, I'm sure you are a well meaning guy, but development interests have always had complete control of the DCRSD and these self-serving interests did not share your (flawed) views concerning the public health problems in this County!

The DCRSD is nothing but a cash-cow to subsidize a handful of realtors, developers and land title attorneys!

Mike was trying to do what he "thought" was the right thing, but he was surrounded by self-serving crooks whose eyes were only on their personal prizes at the taxpayers' expense!

Look at how the SDRSD functions and operates!

It is amazing what honesty and keeping the taxpayers' interest in mind can do!

The SDRSD is getting things done, for all of us, not just the "chosen" few the DCRSD would cater to!

Really?! what is that mission and vision for the future and who contrived it?

Yes there is politics involved. Seemngly the beginning of the long sought reform of Dearborn County is beginning. It began with a pathetic 26 vote majority for our first reform candidate in a long time if ever.

Hankins is a nurse anesthetist a group of professionals with whom I have frequently preferred to work rather and whom I respect.

However haveing taught at all levels of medical education I believe that his knowlege of public health is less than extensive. No this is not due to Hankins himself, nor his intelligence, but due nature of his education.

I believe that this man was used by development interests.

It will be interesting to follow the future path of the DCRSD as well as that fiasco taking place with regard the cruel St. Leon Ordinances which essentially mandate hardworking people and people on inelastic retirement incomes to pour their money down the sewer (pardon the metaphor) into the coffers of developers and EES company that runs their system.

We need at least one more reform minded candidate for County Commissioner. Perhaps one of the other two will experience an epiphany,not a faked one. Anything is possible, one can assume.

Maybe there are some fundamental problems with the DCRSD, not just with Mike's leadership?

Would High Ridge's problems be contained but for the ethereal existence of some scheme and scam referred to as “Gabbard Estates?”

It would seem that the DCRSD’s Board has made Gabbard Estates the “Siamese Twin” of High Ridge!

One cannot survive without the other!

Lehner set up the DCRSD for anyone with honest intentions and concerns for the public health to fail!

The DCRSD, from its very inception, was setup by Development Interests, for Development Interests and the only individuals who would prosper by its very existence was Development Interests.

Mike was the most educated of the DCRSD bunch, but the users on the board and their outside enablers, treated him like he just fell off the turnip wagon!

Sometimes hard work and dedication do not equal results.

The vision of a County wide sewer district with no political strings attached is the right one to have.

Sewers are necessary and the lack thereof certainly cause many health and environmental issues.

The problem arose when certain people chose to use sewers as a both a tool to control zoning and a way to establish wealth for their City.

The public good certainly did not come first.

Nonsense, functional septic systems work just as well as sewers...they just don't aid the developer who wants to cram four houses per acre.

The problem with the DCRSD is that it was controlled by development interests who wanted sewers, but did not want to foot the entire bill for such sewers, so the rest of us were to pay "OUR" shares of these developers' sewers.

Notice that the "public health" ingredient of sewers has pretty much been dropped.

Now, the DCRSD is happy enough if we still pay "OUR" share without hooking up to the sewers.

It was a scam from the very beginning.

Sewers will come, incrementally, but not at the expense of those already on functioning septic systems.

If you cannot afford to sewer your developments, look into another vocation.

And as far as “The public good certainly did not come first.” The “PUBLIC GOOD” is now finally coming first, not just the financial welfare of a handful realtor/developers!

Fix the sewer nightmares that are Hidden Valley and on a much smaller scale, High Ridge Estates, before you ask us to fund your grandiose dreams!

Sewers are necessary for developers and their dense developments.

Many health and environmental issues seem to only arise around the DCRSD's Board Members' proposed developments!

What a coincidence!

Both Maxwell and Fehrman are still building and selling homes on septic systems!

Apparently, where there is a dollar to be made, septic systems are A-OK for the DCRSD's Board Members!

Sewers are all about money...nothing else...money to be extorted from the citizen/taxpayer to build them and money to the realtor/developer who will profit from them!

So please, save your condescending and pedantic tone for someone else who may buy your bullshit!

Like the housing market, your creditability is in a steep and precipitous freefall!

It is over. No one believes the DCRSD had pure motives. Those involved in the DCRSD knew what they planned and those who would have been forced to pay for what the DCRSD had planned knew otherwise and now they can no longer be brow beaten and sued into compliance with the DCRSD's theft. I think you did a conscientious job in your quest for a healthier community. The thought of controlling all the county sewers was not necessary and that has lead to problems. If you had stayed small, on tract and not allowed others with grandious ideas to lead you astray, the dearborn county sewer district would have been an asset to all Deaborn countians. As it presently stands the DCRSD is way off course.

Thanks again for your hard work. In the end your work will create change and that will benefit everybody.

The development faction on the dcrsd had a divide and conquer approach. They knew they could not get the taxpayers, as a whole, to pay for their sewers, so they were going to go after small numbers of taxpayers at a time.

They would force these small numbers to pay for the dcrsd sewers, by threat of law suit, then move on to the next batch and start all over again.

In small numbers the taxpayers have no power and often times no politcal representation to help fend off the likes of the dcrsd. So they would make easy prey for these political vultures.

But now, we are seeing some elected office holders standing up for these small, easily intimidated groups of citizens.

Hopefully, the upcoming elections will bring more of these honest and caring individuals into office.

We really have enough politicians in this county running interference for realtors and developers, don't you think?

The thought of controlling all the county sewers was not necessary and that has lead to problems.

The DCRSD wanted to be the big dog on the block before it was even weaned from its mother’s teats!

Lehner deserves much of the blame for leading the DCRSD astray! She was not looking out for the taxpayers, only hers and other development interests when the DCRSD was formed! Instead of counseling the Board to take a slow and prudent approach, she led them to believe they could take it all in one swift, legal power grab!

To say “special interests” took over the DCRSD would be a gross understatement! “Special interests” became the sole reason for the existence and survival of the DCRSD…the taxpayers became just a necessary evil, to be entertained only long enough until the DCRSD was unstoppable, then the taxpayers would be just financial fodder to be used up as needed!

The DCRSD had imaginings of becoming pit bulls in a County of poodles!

Exactly. You would swear that the DCRSD was not only tasked with fixing the sewage problems of High Ridge Estates, but now, somehow, the DCRSD has been tasked in making sure Brett meets his profit goals he has set for himself with the Gabbard property.

As if Brett has relied so heavily on having his sewers subsidized by the High Ridge fix, it would be somehow inequitable to take that away from him now. Brett’s supposed and misplaced sense of entitlement has somehow spawned into the taxpayers’ prerogative to do the “right thing” by Brett and meet all of his erroneous and fallacious expectations!

Bizarre and peculiar to say the least!

It is interesting that for all the praise Mike is receiving, he voted for the schemes to enrich Dennerline, Fehrman and Maxwell. He was involved in the DCRSD-VRUC fiasco. And he led the charge to get money from Council to continue the support of the nefarious goals of DCRSD.

If he were so well meaning, why didn't he stand up against the actions of those on the Board that were detrimental to the county.

Granted, he may of stepped down because he was the smartest person on the board and he had a sense that the men wearing the "white" hats were about to come in to kick ass and take names of all those conspiring to steal from their families and neighbors!

Think of the respect the DCRSD could be garnering right now if its Board would have had the patience and the ethical makeup to build the DCRSD from the ground up, honestly?

But of course, the greed, hubris and lack of restraint and desire to pick other people’s pockets, to line the pockets of these “connected” few, won out!

The DCRSD could be a case study on how to do everything wrong in putting together a “public” entity!

The only thing remotely “public” about the DCRSD was its insatiable need for “public” dollars to finance the “private” endeavors of its Board Members!

Considering every alternative proffered by the board to finance its own board members' sewers involved tapping our savings, I don't think it would be possible!

The DCRSD was sending out "feelers" to partner up with the VRUC and you can bet the intention was only to get a hold of its utility customers' fees to make it possible to subsidize more developemt...not to "spend" money on the millions of dollars needed to fix VRUC's crumbling infrastructrue and to contain all the millions of gallons of raw sewage flowing into Double Lick Creek!

The DCRSD was concerned only for the profitability of tapping HVL residents for more dollars for more sewers to subsidize more development!

The "public health" line was used only to get their foot in the door of the DCRSD and would have been further used in the DCRSD" attempt to gain control of the VRUC! After that, forced hook-up letters would be sent to home and property owners surrounding other proposed subdivisons and other developments around HVL!

Just one big rush for other people's money to support a few realor/developers!

We now have all these developers with a sudden hankering to clean up our waterways, yet Hidden Valley is dumping millions of gallons of raw sewage into Double Lick Creek without a peep from these self-same developers.

You would think they would want to use every resourse available to contain the dumping, but no, that would take dollars away from the sewers their personal projects need!

These developers could care less what the VRUC is doing, as long as they can cram 4 homes per acre on rural farmland, they bought on the cheap, miles away from Double Lick Creek, to buttress their bottom lines!

These developers and their political enablers are beyond transparent!

If the realtor/developers of the DCRSD had gained control of the VRUC, not only would the VRUC have had enough surplus capacity for Sammy's Red Pines development, it would have had all the surplus capacity required to service any and all developments of both Brett and John, with out one dime going to repairing VRUC's deteriorating infrastructure!

Double Lick Creek is plenty big enough to accommodate as much raw sewage Brett, John and Sammy could possibly generate!

Why should Fehrman and Maxwell get all the breaks?

Maybe I need to pocket me a politician or two to direct some tax dollars my way.

Maybe I could hire on a current and/or ex-politician to help grease the skids for me?

Chuck should petition the County to have Brett Fehrman and John Maxwell removed from the DCRSD's Board because they are continuing to soil Chuck's waterways!

The sewer talk has to be RUBBISH cause with all the pictures and information sent to IDEM and the Health Department, both government funded agencies, have done NOTHING to control, let alone stop, the sewage pollition .

The public health comes second, third or maybe somewhere in top ten concerns of the DCRSD and their like!

The only concern at the DCRSD is the "over-flow" of dollars that Brett and John are dreaming of!

From the taxpayer money spigot !

As outlined in previous publications, the housing debacle has not by any stretch of the imagination reached bottom, having an estimated $800 billion of adjustable rate mortgages reset between October 2007, and December 2008. These resets Hoisington indicates are the home buyers who bought at the top of the 2006 housing market, many of whom paid zero down and received mortgage rates of 0%. A somber fact: estimated current market value of homes is $21.0 Trillion; historically having one dollar change in wealth equate to a five-cent change in consumer spending — would result in $210 billion reduction in consumer spending, given a 20% decline in home prices, or a wealth loss of $4.2 trillion. Others think this estimate conservative, Dr. Robert Shiller of Yale University has calculated that home prices would have to decline by 50% to be at par with cost of rental housing.

Notice...there was no real effort to have such land rezoned while still owned by the farmer...apparently...they were to play no part in the economic growth of this County...they were just to play the part of suckers!!!

Some run for office, or get appointed to boards, to force the taxpayer to cushion their financial downturns!

Better that the rest of us "tighten our belts" before the "connected" realtor/developers have to do so!

I would think Jim would appreciate their iniative!

But, only card carrying members of the DCEDI are permitted to "maximize" their profits...the rest of us...need to do with less...to afford the DCEDI membership...to have more...more...more!!!

I guess it will always be true if/until the voters get educated to the ways of politics, then vote the realtor/developer/lawyer anointed politicians out of office .

This election it seems the best way to tell the anointed politicians.....they are the ones with the MOST political SIGNs.

Once there was a man named Louis the Armstrong. He lived in a remote part of the world called Europe. The all powerful King of this land declared "anyone who wishes to create new developments must go forth into new lands and create housing for those that follow" Louis sailed across the Atlantic and found himself in a great bay. He and his crew rejoiced by singing, dancing. They chose the name New Orleans for this great place. He quickly became a leading musician in the area and was in great demand. The town grew and grew. It became much too crowded for Louis. He decided that the proper thing to do was move away and he swore that he would never start another town again. Louis rounded up a group of fellow believers and headed up the mighty river. He came to a fork in the river and his crew was ready for a rest. They set up camp and many of the crew decided to stay. They named the new town St. Louis in honor of their hero, Mr. Armstrong. Louis had seen enough. He jumped into a dinghy and started rowing up the fork in the river. After many weeks of hard rowing, he finally made it to an area that he wanted to call home. Lucky for him, he found a couple of caves along the bank of the river. He chose the name Aurora for these new lands and quickly moved into the caves. He just couldn't bear the thought of building a log cabin after he saw the destruction that was caused in New Orleans and St. Louis by the Kings order to develop lands. Poor Louis soon got very tired of being so cold in the winter. He never imagined that he would have to live in a cave. He was rather industrious though. Louis had a great crop growing in the bottom lands and created a new drink called beer. He stored his new drink in one of the caves and lived in another. In the spring, a couple of brothers found their way to Aurora. They saw Louis and stopped for a much needed break. They enjoyed his hospitality very much. They enjoyed his beer even more. These men went by the last name of Gaff. They bought the rights to all beer and soon began distribution. Louis took a couple of kegs and headed north. As he went up a great hill, the native people saw him coming. They were sad. They saw the great developer heading their way. They headed west and so began the "trail of tears." Louis continued to travel through the wild and untamed lands trying to avoid all contact with humans. To this day his spirit still roams throughout the hills of Southeastern Indiana, whispering into the ears of anyone who will listen. "No new developments. We must all live in caves, tents, and cardboard boxes."

No, we just don't want to subsidize your little, over-crowded neighborhoods of cardboard box like homes!

If you need money for your developments, have a few car washes, bake and yard sales, just quit trying to steal the money from us!

Don't get any ideas about brewing beer and getting your political sweeties to force us to buy it in large quantities either!

If we like what you are selling, we will buy it...if not, maybe you can get a Vera, Rick or Jeff to force it on someone else in another county!

How selfish of us to not let a few politically connected realtor/developers pick our families and friends' pocket to pay for their subdivisions.

After all the work these realtor/developers did to buy politicians and to get placed strategically on to boards to ease their ways into our pockets!

It is down-right cruel on our part to not let them have their rightful bounty!

Why do you assume that I'm politically connected? The politicians despise me. Realtors love me even less. I think you are just paranoid. Relax, take a deep breath, and tell someone you care about that you love them. It's possible that they or their children will be homeless soon as you don't want them living in this county or anywhere else that you can view from your lofty perch.

Lofty perch, with realtors and developers slowing gnawing at the legs of that perch...as well as the savings that built that perch!

We all deserve a perch of some kind!

None of us deserve a perch paid for with someone else's money!

As it stands now, some in this county think those of us on perches paid for with our own sweat and dollars are somehow selfish for not whittling down our perches to help pay for the perches of a few of our chosen county birds' mega-perches!

Now the hyperbole has gone as far as if we do not give developers free reign to do as they please, our children will be homeless!!!

Have you no shame whatsoever???

We have a glut of homes that are not selling today in this County!!!

Our children have many opportunities out their to buy very nice homes in this County!!!

Now, these existing homes will not profit a few of our "entitled" realtor/developers like cramming 4 homes per acre on cheap farmland, with their sewers subsidized by the taxpayer...but that is not my concern!!!
