3 July 2007 Dearborn County Commissioner Meeting Notes

3 July 2007 Dearborn County Commissioner Meeting Notes

Present: Hughes, Chairman, Fox, and Thompson
Also present: Pickens, Auditor
A uniformed officer was present.

ABSENT: Messmore, Administrator and Ewbank, Attorney

1. Fox motioned and Thompson 2nd to TABLE again- Jim West and DCEDI’s request to go to Council for $80,000. West was not present.

2. Transportation – Todd Listerman gave a 30-minute report.

1. Introduced the new assistant highway supervisor who works directly under Listerman- Tim Grieve is a lifetime resident of Dearborn and came from a previous position as the Assistant Superintendent of Roads for West Chester Township in Cincinnati. He has an associate’s degree in horticulture management and is a graduate of SDHS in Aurora. Tim started work June 23. Commissioners welcomed Grieve.

2. Hughes was OK’d to sign the contract agreements for county paving with O’Mara to be completed in 50 days. Listerman hopes to have it completed before school starts in August.

3. Supplemental agreement for $7900 for Bells Branch Bridge was approved. There were issues of archaeological areas to be staked, the approaches to the bridge needed variances, etc.

4. A change order of $8100.09 for the HVL entrance radius improvement to accommodate wide trailers was approved for safety reasons. The gravel shoulder will be paved.

5. Listerman was OK’d to send a letter to INDOT (Bob Williams) to see if they can get the trucks on US 50 to have to use the R lane to increase traffic flow. Listerman is asking their engineers to see if it will help congestion.

6. Cook Road has cul –de- sac turn around installed at owner’s expense at the end. ROW is already dedicated. Fox noted the old road that extends beyond that looks like an Indian trail. Hughes said he didn’t know of any roads around here that don’t look like that.

7. Hoffman Road also has cul-de-sac in place and it matches the road inventory for maintenance.

8. Commissioners OK’d Listerman to continue to check on using the Rack properties on Randall Avenue for consolidating Highway districts. It has sewer and is Industrial zoned. This would help with EPA compliance issues. Listerman has put this possibility into his budget request. Payment can be worked out over time with Rack possibly. He will follow procedures with Messmore on this.

9. Fox wants to explore moving Collier Ridge over the hill on the adjoining property rather than an expensive fix that won’t be permanent. Apparently, Fox thinks the adjoining owner would be amenable to this idea.

3. Pickens had commissioners sign his computer Disaster recovery plan. They also signed claims and minutes.

4. Fox told commissioners that Animal Control is re-evaluating their whole budget process. Pickens asked him to get them to issue one check to him rather than the bad checks that some have sent in. (Unclear – perhaps these are donations?)

5. Thompson just wished everyone a happy holiday for tomorrow.

6. Hughes had another Lifetime Resources letter to be signed on a home.

Meeting adjourned at 7:10 PM

What is there to table?

What is possibly left for discussion?

Where was West? Is he off sulking somewhere, because the County is treating him like the rest of us "commoners?"

Give the Money to Listerman and Greive. At least they will get something done with the money that will benefit ALL OF US!!!

The DCEDI has proven to be nothing more than a privileged group of County thugs.

"JUST SAY NO, TO THUGS!"

Anonymous said...

The only way this County is going to see any return on all the money invested in the DCEDI, would be to issue Jim West an orange vest, send him out with Tim Greive, and have Tim give West his quota for pot-holes to be filled for the day.

After a few years of this, West and the DCEDI will have begun, to payback the Tax-payers of this County!

ABSENT: Messmore, Administrator and Ewbank, Attorney

And the air, of condescension, was notably absent, at this Commissioners’ Meeting.

Anonymous said...

I bet Jim West really misses his number one Toadie and Flatterer, Vera Benning.

She was always, right there for him, to stick-it to the Citizen/Taxpayers of this County.

She was HIS main stooge for ending Public Comment and the Week's Agenda requirement.

The Need for ending Public Comment and implementation of The Weeks' Notice to get on the Agenda?:

Where there is a need for the oversight of the majority to be cancelled out, by Development Toadies, to make way for the fortunate few to profit.

I just read that Decatur County landed a 11 Million dollar dairy farm to be constructed just South of Greensburg. That county has yet another business success.

They welcome business.

Here in Dearborn County, Goofballs are always tryng to stop anything from happen here.

If DCEDI would bring a dairy farm of this nature you goofballs would be against it.

Think about it, a Dairy Farm does not want to locate here.

Anonymous said...

Think about it...

This Dairy Farm, was not trying to enforce sewer hook-ups to subsidize its bottom lines.

Further, Mr. Strawman, did this Dairy Farm entertain thoughts of operating here?

If so, details, please?

Now, back to reality.

Anonymous said...

The Hulsboschs, from Belgium, look like they are just here to do business, much of it from the sweat of their own brows.

These "Dairy Farmers," at least what can be deduced from the the news records, have not demanded that their neighbors outlay tens of thousands of dollars, in order for the Hulsboschs to prosper.

A lesson for our pampered, entitled realtor/developer culture, existing in Dearborn County!

It, always, takes an honest farmer to "school" the "spoiled, priviledged kids!!!!

Anonymous said...

If DCEDI would bring a dairy farm of this nature you goofballs would be against it.

If the DCEDI were involved in this business arrangement, they would have closed out the “public” from such arrangement, they would have made sure that the owners of the land required for such a business arrangement, were kept in the dark, until, dip-shits, such as Brett Fehrman, could offer 10 cents on the dollar for their land.

And, of course, if the DCEDI were involved...judging from their track record and, obviously, their incipit incompetence, this business arrangement would, of course, have ultimately failed.

So, lets give the DCEDI more money, they have not, and will not, ever earn?

Anonymous said...

Why does Fox motion to table West's funding request? How important is this when he doesn't show up and he knows the funding was tabled at the previous meeting? Why does Fox and Thompson even consider this for another meeting? I would have let this motion die without a vote and let the project dissolve...the presenter was not there? West just needs to stay home for the next meeting too!

Anonymous said...

I'll take being called a goofball, but I would never like to be called a slimeball like our local politicians have been called in many conversations. Goofy is better than slimy in my book.

Anonymous said...

”That county has yet another business success.

They welcome business.”

I pray, that you see, or at least, sense, the irony here?

If this, legit, dairy farm, is Decatur County’s only “business success,” then, possibly, Decatur County, like Dearborn County, has avoided, as many DCEDI type “disasters,” as we have????

So, Decatur County, like us, does “welcome business,” but not the parasitic business arrangements, the DCEDI proffers?

Looks like, Decatur County, will not be Jim West’s or Mike Rozow’s, next stop, for their corporate welfare, “FLIM-FLAMING!!!”

Anonymous said...

"...the presenter was not there?"

We all know what burrow the weasel Fox resides, but, Thompson, needs to step up, and explain his decision.

Granted, to be fair, West was not present.

However, if the common citizen was not "present," would he or she have been regarded the same priviledge?

Anonymous said...

Quit complaining.

Is life that bad.

Once again, the boogy man is coming to get you.

Anonymous said...

"West just needs to stay home for the next meeting too!"

Don't confuse Jim into thinking that his past habit of, "SERIAL PHONE CALLS, FROM HOME, TO SERIAL, IN-THE-POCKET POLITICIANS," are still, BARELY, legal!!!!!!!!!!!!!!!!1

Anonymous said...

"Once again, the boogy man is coming to get you."

And, once again, you cannot respond to the question, with out running to your "boogy man" retort.

How cheap, an vacuous!

So, tell me, is it the tax-payers who are supporting you, or your ever-patient mommy and/or daddy?

And further, who is complaining?

It would seem, that it is the realtor/developers who seem to do the most complaining, when others will not pick up their tabs!

Anonymous said...

No complaining here missy. Taxpayers just want honest, ethical decisions made on their behalf and also wise use of taxpayer money. Do you have a complaint with $300,000 spent for nothing? Maybe part of that lined the pockets of those in office?! We may never know. It's more likely than not with the attitude of those wanting to proceed with growth growth growth. Growth of the wallet is all they want. (period)

So! You believe this poster not to be Vera Benning, but, one of her alter-egos, more feminine types, such as, Brett Fehrman, Frank Linkmeyer, Bob Ewbanks or Jim West?

Anonymous said...

I liked Bob Eubanks more as a host of the "Dating Game," than his self-serving turn at being a "County Attorney."

At least, on the "Dating Game," after the show, when someone may have been getting screwed, at least, it was not the taxpayers!!!!!

The very same could be said of those who work, beyond public scrutiny, in back offices and behind closed doors...

...members of the DCEDI!

At least, anyone posting here, does not cost the taxpayers one single dime!

How many tax-dollars have been poured into the DCEDI?

By the way, your side keeps being shot down because the citizens of Dearborn County do not want mile after mile of subdivisions, industrial parks and strip malls.

I’m confident that, Jim West has cloistered himself in some superbly outfitted sanctum of a den, dictating Commissioner Hughes' next editorial, on the virtues of the DCEDI and why they are deserving of an additional $80,000.00 of “OUR” money!

Wake up, Members of the DCEDI!

Even the residents of Decatur County would rather be knee-deep in cow pies, than have one of your like-brand subdivisions or industrial parks, financed by mandatory sewer hook-ups or by the theft of their tax-dollars.

Anonymous said...

Picture this Decatur County Dairy Farm, situated next to Vera's home.

Vera, Mrs. "We Welcome Business," would be over there every day complaining of "Farm" noises and aromas!

Reminding the proprietors, how important, she thinks she is!

Anonymous said...

Vera Benning and farmers, how funny is that.

Is their a farmer out there, within a twenty mile radius of Vera, who has not been accosted by her, for simply farming?

A more spiteful-spirit of a woman having never existed!

But she is a DCEDI darling!

Judge the DCEDI by its “darlings!”

Now, Vera, is a DCRSD darling!

Now, we must judge the DCRSD, by its "darlings!"

Anonymous said...

”Is their a farmer out there, within a twenty mile radius of Vera, who has not been accosted by her, for simply farming?”

Vera, ostensibly, perceives each and every farmer, as a stumbling block, to the proper, suitable and appropriate, realtor/developer, use of their land!

”Life isn't that bad people.”

Your silly bromides aside, are you for spending your own money or do you require taxpayer subsidizing?

Are you for open government, or the Serial Meeting, DCEDI style of government?

Are you for enforced sewer hook-ups to up the profits of our local realtor/developers?

Should the taxpayer pay the salary of Jim West?

Are you for all the personal conflicts of interests on the DCRSD?

Again, your silly bromides aside, how about finally, answering just one question posed to you?

Without your tired Boogy Man comments!

And, it is you, who is afraid…afraid of open government and having to pay your own way!

"In the end the visionary people will find reward..."

Problem being.

The taxpayer should not be used as your reward bank!

You know the drill:

Your view of Serial meetings, enforced hook-ups, taxpayer subsidizing of realtor/developers, etc, etc, ad nauseam!

But, of course, you are unable, to answer such with a straight face and a clear conscience!

Something, in the fashion, of a “National Socialist?”

Transparent, self-serving, self-centered and egocentrically just for themselves, the whole lot of the Realtor/ Development class, and their political stooges!

Fox is already running scared, with the ever-looming election getting closer. He is a politican, first and foremost. Whose only goal is to remain in power. West, will not get his vote.

Thompson, well, let us just say, Jim West, will have to have a very unique and novel reason, for hitting up the tax-payer, once again, for another hand-out.

Sadly, Hughes has gone off the deep-end, wearing armor, riding an ass and fighting “anti-everything” windmills. He will be West’s only vote.

And still, not one DCEDI member, will lift a finger to help Hughes, once he is thrown from office!

Anonymous said...

Hughes, undeniably and unquestionably, hooked up his horse to the wrong cart!

In a few months, this cart will be rolling through the neighborhoods of all the realtors, developers, bankers and lawyers associated with the DCEDI…

…with Hughes at the reigns, lamenting a mournful dirge and requiem:

He did already. Remember?

He said there has been discussion from the ”community” wanting a comprehensive strategic economic development plan…

…Now do you recollect the case he made?

Evidently, all us folks in the ”community” have voiced, expressed and clearly articulated our desire for a “comprehensive strategic economic development plan…,” With Jim West at the helm, working them rudders, navigating that river of affluence, which is our County, for, all of us, in the ”community”!

So, I guess, we, the ”community,” have spoken!

We should not refuse the demands and desires of the ”COMMUNITY!”

” Jim West, would garner more respect, if he just would be honest, and say:

"This is, what the people, who are paying me, want."

Exactly!

West is a paid lobbyist!

And there is nothing wrong with that!

But, his incessant and unremitting need to masquerade and pose as some sort of adjunct, quasi-governmental official, is embarrassing for him, and it just strains, whatever creditability, he is trying to marshal with the rest of us, who may not share his goals, aspirations and visions for our county!

Anonymous said...

"West is a paid lobbyist!

Well, there is something wrong, when the very government a lobbyist is supposed to be lobbying, is also expected to pay his salary!

That is more along the lines of ingrained, corruption, within a governmental body!

Anonymous said...

Point taken!

Anonymous said...

”Notice, Jim West can show up for his "surprise" agenda additions, but cannot show up for, planned, with notice to all, agenda additions!”

That is quite interesting!

My theory of why West demanded the rules to be bent for him, relative to getting on the agenda, was more of a test for Jeff Hughes.

To see, just what kind of “good soldier” Jeff is for the DCEDI.

I think, West knew, that Thompson, and “finger in the wind,” Fox, would not let this fly!

West was “Tojo.”

Hughes was the “ Kamikaze” pilot.

And the Commissioners’ Meeting was a “U.S. Aircraft Carrier.”

Hughes, did not bail, did not pull his parachute’s rip cord.

He will forever, be honored by the DCEDI…until he loses in the primaries!

At the end of the day, there is no Jim West, in my corner, to panhandle the taxpayer, to subsidize my family and business interests!

And, by the way, what branch of military service did Fehrman, serve in?

One, would think, that DCEDI is some sort of charity organization...

...collecting our tax "donations" to help the local "needy" and "down on their luck," realtor, developer, banker and lawyer.

Maybe, if we all chip in to "sponsor" one of these DCEDI poor souls, the DCEDI will send us a picture of the local DCEDI professional we are sponsoring, and a modest, hand-written note, from these "cute little DCEDI tikes,” telling us how much our "donations" have changed their DCEDI lives!

Anonymous said...

For a mere $10,000.00 a month, you too, can sponsor a local DCEDI professional!

You don't want to donate in cash?

Then, just do your part for a local DCEDI professional, by hooking up to one of their many, and conveniently located, grinder pump serviced sewer lines!

God Bless You!

For a meager $15,000.00 per month, or a mere 50,000 pennies a day, these DCEDI Professionals have a chance for a real future. What can you buy for 50,000 cents a day that has true value? ...

1. A nice Beemer, and not just a lease, mind you, and

2. A nice home, far from industrial parks, strip malls and overcrowded subdivisions, and

3. Influence, money buys influence, with influence, your DCEDI Professionals do not have to wait in line to be heard by their local politicians, and

4. Lawyers! With you donations, the DCEDI Professional can afford the best of legal counsel, to protect themselves from unscrupulous citizens who will not connect up to grinder pumps and sewer lines, that subsidize the DCEDI Professionals' meager incomes, and

5. Politicians! Pennies a day, can buy your local DCEDI Professional, as many politicians needed, to effect the much needed “Stooge Quorum,” and

6. Finally, your 50,000 pennies a day, affords the local DCEDI Professional, a chance to buy a membership in the DCEDI itself, without such organization, we would not have been made aware of the “dire” plight that our local DCEDI Professionals are facing each and everyday brought about by the absolute selfishness and self-centeredness, of the local Dearborn County Tax-Payer!

Forcing those, who are not “politically connected” into thousands upon thousands of dollars into debt, via enforced sewer hook-ups, to subsidize the “politically connected’s” subdivisions and other development, is trying to make a difference?

We are for open government, do you believe that Serial Meetings, which was the DCEDI’s way of conducting government, is trying to make a difference?

Do you think having the taxpayer pay the salary of Jim West, is trying to make a difference?

Do you think turning a blind eye to all the personal conflicts of interests on the DCRSD, is trying to make a difference?

Do you think, the secret way the DCEDI types went about to “develop” the NW Quadrant, without even including the citizens of the NW Quadrant community, is trying to make a difference?

Do you think, spitting in the eyes of all those Republican primary voters who chose Thompson over Benning, by immediately running a “stealth” Democratic candidate, is trying to make a difference?

Do you think changing the rules of conducting County Public Business (week agenda requirement), then letting the “politically connected” ignore these very same rules, is trying to make a difference?

BOTTOM LINE:

ARE YOU FOR SPENDING YOUR OWN MONEY FOR YOUR DEVELOPMENT OR DO YOU REQUIRE TAXPAYER SUBSIDIZING?

I am not a developer or a realtor but I thought I would try to answer some of the questions that have been posted. Plus it would be nice to get away from some of the nonsense that has been taking place the last few comments pertaining to the commas.

I believe that the sewer hook up is a State requirement. I don't believe it has anything to do with the local people. But if I am wrong I am sure someone will rudely let me know.

I don't see how all the blame for the economic studies and decisions have been placed on DCEDI. Didn't the County Commissioners and some Council members make the decision on the Viesta Study? Plus I don't think the study was going to build anything once it was completed. I thought is was going to be used as a guide for the County to help make decisions to gain more economic development which is a need for this County. The County is needing incoming taxes. The best way to bring in some taxes is by Economic Development. The NW Quad was a suggestion for possible future economic development. If certain people would have let the study be completed it might not seem like money was wasted. I thought there were other areas that were also being recommended. By the way that is the key word recommended, not developed.

On the matter of impact fees...I have seen many of the developers and others request the County to implement impact fees but no one seems to get it down. It would be nice to have impact fees because then there could be many questions answered prior to any Plan Commission meeting on a development. So I would have to say that it is not the developers fault that there are no impact fees in this County.

Now if there are any other questions that you need answered I will try my best to answer. But please remember that I am not a developer or realtor or a member of DCEDI. As I have stated before I am a resident of Dearborn County who believes we as a County need Economic Development.

I believe that the sewer hook up is a State requirement. I don't believe it has anything to do with the local people. But if I am wrong I am sure someone will rudely (facts sting the wicked) let me know.

Please check statutory language relative to State mandates with a focus on the legal terms of art: SHALL AND MAY.

So I would have to say that it is not the developers fault that there are no impact fees in this County.

Please take note, relative to those who are “running” the county, those who are most “influenced ” or who have the “most” to be gained by playing the forces who, would, instinctively, oppose ”impact fees! That these folks, are not mere disinterested parties.” Not withstanding, those, with the most egregious, of conflicting interests, ensconced, on local boards.

But please remember that I am not a developer or realtor or a member of DCEDI.

And I am not a concerned citizen residing in this County, who fears threatened, by forces, who have absolutely no concern, for my family’s welfare, outside the particular effects that may be garnered by the advancement of such forces’ fortunes!

Please, do not , insult our, collective, intelligences!

Anonymous said...

”The County is needing incoming taxes. The best way to bring in some taxes is by Economic Development.”

By building subdivisions that will soak up more tax dollars than they produce?

By subsidizing development of the politically connected, by forcing the neighbors of such developments into tens of thousands of dollars of debt, via enforced sewer hook-ups? How many “taxes” will have to be collected to pay these poor souls back?

By offering tax abatements that make “everyone” money, except the taxpayer?

By development, that “over-taxes” existing and any “affordable” future, infrastructure, for years after the first “shovel-ready” sites are flim-flammed from their original owners?

There is development, that fits in with existing development, at a pace that is affordable and can be accomplished within the bounds of a judicial use of land without going to extreme, foolish measures, as grinder pumps and pressurized sewer lines because the greedy want to exploit every bit land, regardless of what the topography can reasonably permit.

There is such development available, that enriches the taxpayers as whole…but it will never be accomplished, because, far too many realtors/developers will not be able to make a quick and immediate “killing” from such “planned” development!

Let us not divert our attention, for one minute, what development means to most of us in this County!

What some in this County consider “development,” is merely what “develops” their individual bank accounts…neighbors, citizens and taxpayers…be damned!!!

Just persist in trying to upset those who will just further vote against you while recruiting others to vote against you!

Yeah!

That is the a ticket for success!

Try responding with some "on point" responses to some of the questions posed on this blog.

Maybe, just maybe, you might win some converts.

Is your side so bereft of ideas, that you cannot debate anyone?

As to Mitter. He was neither a development toady nor flunky. Anyone not meeting that criteria, is not welcomed by the DCEDI operatives in County Government!

Thankfully, with each election, more toadies and flunkies, will find themselves out of office and commiserating with Vera in some lackey patronage position!

The DCEDI, really does need to refrain from calling every, "get rich quick scheme," development!

"Please respond so we can upset you more."

Please be sure that you are sitting right next to Jim West, if, and when, he has the courage to come before the Commissioners to defend his request for another $80,000.00 of our money.

He needs more of your brand of diplomacy!

There is no way to debate you.
You are loud and clear on your stance of no growth.

A potential item was stated to discuss imposing impact fees. Olive Brance? Hardly not. You continually look at as evil thing. You are flat out against everything. It is a constant complaining session from you

Olive branch?

You made a statement that no way connects with reality.

The political process, has not debated impact fees, because of all the "development" operatives involved in the process!

Notice, we can address your points, painfully, for you, point for point.

You cannot.

Outside your "echo chambers," you go all wobbly!

"You are flat out against everything."

We are flat out against being forced to foot your bills, in order for you all to have everything!

Without the taxpayer, being somehow involved in your various enterprises, you folks cannot seem to be able to eck out a profit!

Maybe it is time for a career change for some of you?

Pick a career path, that does not require political stooges to steal from the taxpayers to supplement your incomes!

Why don't you manifest the courage of your convictions and demand that the DCEDI self-funds and pays whatever the salary requirements of Mr. West, without constantly, coming to us, the taxpayers, to bankroll your projects?

Further, why don't you DCEDI folks, quit with the "fiction" that somehow the DCEDI and West are a legitimate branch of "our" government and call him what in fact he is?

”YOUR LOBBYIST!!!”

I haven't seen any one address anything point for point. I have tried to get some intelligent debate to find out the points of the side that is against everything but you just want to call names.

I believe I responded with some points but all that happens is more name calling.

I did not mention anything about residential subdivisions. I believe the County needs more industrial and commercial businesses to bring in more taxes. I pay taxes in this county and don't want my taxes to go up any more than you do but stop fighting everything and lets work on getting things done.

And few are against, industrial or commercial parks.

They just want them near other commercial areas.

Not leaped frogged over the entire county, simply because the realtor/developer can get a “better” deal on land that is zoned “rural!”

Further, we want real development, that truly adds to the tax base. Not development, that the tax payers have to give away the store, in order for the realtor/developer to get their profits immediately off the top. Abatements, etc.

And finally, quit demanding that the “citizen/neighbors” of your proposed development be kept in the dark about your plans.

Like it, or not, they do have a say in what takes place in their communities.

Quit treating them as mere obstacles, to be avoided via whatever political influence you can muster!

”…and lets work on getting things done.”

Let us start by de-funding, private, myopic and secretive organizations such as the DCEDI!

Vieste and the DCEDI failed, and failed miserably, relative to the NW Quadrant, for the reason that they did not involve citizen input at the beginning of the process.

Vieste and the DCEDI, thought mere political manipulation alone, would meet their “members” goals.

Sorry, but Vieste and the DCEDI reaped the same respect they sowed, relative to the welcome they received from the citizens of the NW Quadrant!
