3 July 2007 Dearborn County Commissioner Meeting Notes

Present: Hughes, Chairman, Fox, and Thompson
Also present: Pickens, Auditor
A uniformed officer was present.

ABSENT: Messmore, Administrator and Ewbank, Attorney

1. Fox motioned and Thompson 2nd to TABLE again- Jim West and DCEDI’s request to go to Council for $80,000. West was not present.

2. Transportation – Todd Listerman gave a 30-minute report.

1. Introduced the new assistant highway supervisor who works directly under Listerman- Tim Grieve is a lifetime resident of Dearborn and came from a previous position as the Assistant Superintendent of Roads for West Chester Township in Cincinnati. He has an associate’s degree in horticulture management and is a graduate of SDHS in Aurora. Tim started work June 23. Commissioners welcomed Grieve.

2. Hughes was OK’d to sign the contract agreements for county paving with O’Mara to be completed in 50 days. Listerman hopes to have it completed before school starts in August.

3. Supplemental agreement for $7900 for Bells Branch Bridge was approved. There were issues of archaeological areas to be staked, the approaches to the bridge needed variances,etc.

4. A change order of $8100.09 for the HVL entrance radius improvement to accommodate wide trailers was approved for safety reasons. The gravel shoulder will be paved.

5. Listerman was OK’d to send a letter to INDOT (Bob Williams) to see if they can get the trucks on US 50 to have to use the R lane to increase traffic flow. Listerman is asking their engineers to see if it will help congestion.

6. Cook Road has cul –de- sac turn around installed at owner’s expense at the end. ROW is already dedicated. Fox noted the old road that extends beyond that looks like an Indian trail. Hughes said he didn’t know of any roads around here that don’t look like that.

7. Hoffman Road also has cul-de-sac in place and it matches the road inventory for maintenance.

8. Commissioners OK’d Listerman to continue to check on using the Rack properties on Randall Avenue for consolidating Highway districts. It has sewer and is Industrial zoned. This would help with EPA compliance issues. Listerman has put this possibility into his budget request. Payment can be worked out over time with Rack possibly. He will follow procedures with Messmore on this.

9. Fox wants to explore moving Collier Ridge over the hill on the adjoining property rather than an expensive fix that won’t be permanent. Apparently, Fox thinks the adjoining owner would be amenable to this idea.

3. Pickens had commissioners sign his computer Disaster recovery plan. They also signed claims and minutes.

4. Fox told commissioners that Animal Control is re-evaluating their whole budget process. Pickens asked him to get them to issue one check to him rather than the bad checks that some have sent in. (Unclear – perhaps these are donations?)

5. Thompson just wished everyone a happy holiday for tomorrow.

6. Hughes had another Lifetime Resources letter to be signed on a home.

What is possibly left for discussion?

Where was West? Is he off sulking somewhere, because the County is treating him like the rest of us "commoners?"

Give the Money to Listerman and Greive. At least they will get something done with the money that will benefit ALL OF US!!!

The DCEDI has proven to be nothing more than a privileged group of County thugs.

The only way this County is going to see any return on all the money invested in the DCEDI, would be to issue Jim West an orange vest, send him out with Tim Greive, and have Tim give West his quota for pot-holes to be filled for the day.

After a few years of this, West and the DCEDI will have begun, to payback the Tax-payers of this County!

I just read that Decatur County landed a 11 Million dollar dairy farm to be constructed just South of Greensburg. That county has yet another business success.

They welcome business.

Here in Dearborn County, Goofballs are always tryng to stop anything from happen here.

If DCEDI would bring a dairy farm of this nature you goofballs would be against it.

Think about it, a Dairy Farm does not want to locate here.

The Hulsboschs, from Belgium, look like they are just here to do business, much of it from the sweat of their own brows.

These "Dairy Farmers," at least what can be deduced from the the news records, have not demanded that their neighbors outlay tens of thousands of dollars, in order for the Hulsboschs to prosper.

A lesson for our pampered, entitled realtor/developer culture, existing in Dearborn County!

It, always, takes an honest farmer to "school" the "spoiled, priviledged kids!!!!

If DCEDI would bring a dairy farm of this nature you goofballs would be against it.

If the DCEDI were involved in this business arrangement, they would have closed out the “public” from such arrangement, they would have made sure that the owners of the land required for such a business arrangement, were kept in the dark, until, dip-shits, such as Brett Fehrman, could offer 10 cents on the dollar for their land.

And, of course, if the DCEDI were involved...judging from their track record and, obviously, their incipit incompetence, this business arrangement would, of course, have ultimately failed.

So, lets give the DCEDI more money, they have not, and will not, ever earn?

Why does Fox motion to table West's funding request? How important is this when he doesn't show up and he knows the funding was tabled at the previous meeting? Why does Fox and Thompson even consider this for another meeting? I would have let this motion die without a vote and let the project dissolve...the presenter was not there? West just needs to stay home for the next meeting too!

If this, legit, dairy farm, is Decatur County’s only “business success,” then, possibly, Decatur County, like Dearborn County, has avoided, as many DCEDI type “disasters,” as we have????

So, Decatur County, like us, does “welcome business,” but not the parasitic business arrangements, the DCEDI proffers?

Looks like, Decatur County, will not be Jim West’s or Mike Rozow’s, next stop, for their corporate welfare, “FLIM-FLAMING!!!”

Maybe part of that lined the pockets of those in office?! We may never know. It's more likely than not with the attitude of those wanting to proceed with growth growth growth. My theory of why West demanded the rules to be bent for him, relative to getting on the agenda, was more of a test for Jeff Hughes.

To see, just what kind of “good soldier” Jeff is for the DCEDI.

I think, West knew, that Thompson, and “finger in the wind,” Fox, would not let this fly!

West was “Tojo.”

Hughes was the “ Kamikaze” pilot.

And the Commissioners’ Meeting was a “U.S. Aircraft Carrier.”

I am not a developer or a realtor but I thought I would try to answer some of the questions that have been posted. Plus it would be nice to get away from some of the nonsense that has been taking place the last few comments pertaining to the commas.

I believe that the sewer hook up is a State requirement. I don't believe it has anything to do with the local people. But if I am wrong I am sure someone will rudely let me know.

I don't see how all the blame for the economic studies and decisions have been placed on DCEDI. Didn't the County Commissioners and some Council members make the decision on the Viesta Study? Plus I don't think the study was going to build anything once it was completed. I thought is was going to be used as a guide for the County to help make decisions to gain more economic development which is a need for this County. The County is needing incoming taxes. The best way to bring in some taxes is by Economic Development. The NW Quad was a suggestion for possible future economic development. If certain people would have let the study be completed it might not seem like money was wasted. I thought there were other areas that were also being recommended. By the way that is the key word recommended, not developed.

On the matter of impact fees...I have seen many of the developers and others request the County to implement impact fees but no one seems to get it down. It would be nice to have impact fees because then there could be many questions answered prior to any Plan Commission meeting on a development. So I would have to say that it is not the developers fault that there are no impact fees in this County.

Now if there are any other questions that you need answered I will try my best to answer. But please remember that I am not a developer or realtor or a member of DCEDI. As I have stated before I am a resident of Dearborn County who believes we as a County need Economic Development.

Please check statutory language relative to State mandates with a focus on the legal terms of art: SHALL AND MAY.


So I would have to say that it is not the developers fault that there are no impact fees in this County.

Please take note, relative to those who are “running” the county, those who are most “influenced ” or who have the “most” to be gained by playing the forces who, would, instinctively, oppose ”impact fees! That these folks, are not mere disinterested parties.” Not withstanding, those, with the most egregious, of conflicting interests, ensconced, on local boards.


But please remember that I am not a developer or realtor or a member of DCEDI.

And I am not a concerned citizen residing in this County, who fears threatened, by forces, who have absolutely no concern, for my family’s welfare, outside the particular effects that may be garnered by the advancement of such forces’ fortunes!

Please, do not , insult our, collective, intelligences!

By building subdivisions that will soak up more tax dollars than they produce?

By subsidizing development of the politically connected, by forcing the neighbors of such developments into tens of thousands of dollars of debt, via enforced sewer hook-ups? How many “taxes” will have to be collected to pay these poor souls back?

By offering tax abatements that make “everyone” money, except the taxpayer?

By development, that “over-taxes” existing and any “affordable” future, infrastructure, for years after the first “shovel-ready” sites are flim-flammed from their original owners?

There is development, that fits in with existing development, at a pace that is affordable and can be accomplished within the bounds of a judicial use of land without going to extreme, foolish measures, as grinder pumps and pressurized sewer lines because the greedy want to exploit every bit land, regardless of what the topography can reasonably permit.

There is such development available, that enriches the taxpayers as whole…but it will never be accomplished, because, far too many realtors/developers will not be able to make a quick and immediate “killing” from such “planned” development!

Let us not divert our attention, for one minute, what development means to most of us in this County!

What some in this County consider “development,” is merely what “develops” their individual bank accounts…neighbors, citizens and taxpayers…be damned!!!

I haven't seen any one address anything point for point. I have tried to get some intelligent debate to find out the points of the side that is against everything but you just want to call names.

I believe I responded with some points but all that happens is more name calling.

I did not mention anything about residential subdivisions. I believe the County needs more industrial and commercial businesses to bring in more taxes. I pay taxes in this county and don't want my taxes to go up any more than you do but stop fighting everything and lets work on getting things done.

They just want them near other commercial areas.

Not leaped frogged over the entire county, simply because the realtor/developer can get a “better” deal on land that is zoned “rural!”

Further, we want real development, that truly adds to the tax base. Not development, that the tax payers have to give away the store, in order for the realtor/developer to get their profits immediately off the top. Abatements, etc.

And finally, quit demanding that the “citizen/neighbors” of your proposed development be kept in the dark about your plans.

Like it, or not, they do have a say in what takes place in their communities.

Quit treating them as mere obstacles, to be avoided via whatever political influence you can muster!

Vieste and the DCEDI failed, and failed miserably, relative to the NW Quadrant, for the reason that they did not involve citizen input at the beginning of the process.

Vieste and the DCEDI, thought mere political manipulation alone, would meet their “members” goals.

Sorry, but Vieste and the DCEDI reaped the same respect they sowed, relative to the welcome they received from the citizens of the NW Quadrant!
