21 August 2007 Dearborn County Commissioner Meeting Notes

Present: Hughes, Chairman, Fox, and Thompson
Also present: Pickens, Auditor, Ewbank, Attorney, and Messmore, Administrator
A uniformed police officer was present.

1. Harrison Fire/EMS contract tabled again at Hughes request as he is still working on it.

2. EMA- Bill Black received signatures on the $150,000 exercise grant from Homeland Security for exercises to be done at Muscatatuck on Oct 27th for Homeland Security. This is in addition to the $450-500,000 they already have in Homeland Security grants.

3. Jeff Smith- Weights and Measures- Thompson updated him on the discussion from Budget hearings this week. Pickens also worked on this issue. It was presented as putting Weights and Measures under the Building Inspector and hiring Smith as part time weights and measures and part time building inspector (at starting salary) to replace a retiring employee. Smith will be trained and certified for building inspections. This puts it all under the county. There will be a 2nd employee in the building dept. trained to do Smith’s work also- so they can cover each other.
Smith noted that equipment has all been moved to EMA building and it will be taken to Indy for recertification in Sept. He also has complaints on gas pumps (due to price increases) and has put a complaint form online as well as his 800 number for people to use.

4. GIS- Margaret Minzner introduced her intern John Huang from Washington Univ in St. Louis. He gave the presentation on the Historic Structures update (previously done in 1983) The County has 76 outstanding historic structures and 232 notable ones. This work was performed under a grant from Indiana Humanities Council. The structures were digitally photographed and logged in with GPS. Huang ended his presentation noting that updates should be done more frequently than every 24 years.

5. PAWS- Sandy Carly and Becky Foster gave presentation of their current financial status and had an outside CPA go over their financials to present to commissioners at Ewbank’s suggestion. Ewbank noted that this was the best report he’s seen and he’s seen several over his many years as attorney for government entities. PAWS needs $1.6 million. They have $800,000 from L-bg, $135,000 from individual; they’ve raised $247,000 and need another $418,000. Their architect is working with Hrezo Engineering on the plans. Mayor Cunningham was present and noted that perhaps Lawrenceburg should put their funding into an interest bearing account so that interest could be added to the funding.

6. Todd Listerman- Transportation- shaved several minutes from his usual reporting time. ( 15 minutes total :-))

a. Whippoorwill Drive from Wood’s Edge Sub’n was accepted into inventory by Commissioners. Fox asked if it was core- sampled. Listerman said they were on-site inspecting as it was paved and so that was not necessary. Its 909 ft long= 0.172 miles.

b. Wilson Creek is fixed except for the guardrail and fence repair.

c. The slip on Wilson Creek by US 50 – he is working with OKI to get fed funding on this.

d. Collier Ridge report is in on his desk- he will review and check with Sherzinger Drilling on costs if caissons are chosen as method to repair. Fox wants him to also check locally for other options and to see about costs of relocating the road.

e. Stateline and Stephens intersection work is complete and Listerman will get STOP bars painted when US 50 stripes are done. He was approved for $8,648.12 in additional on this work also. This still is under the $309,000 estimated costs. Hughes asked Listerman to give reasoning on 3:1 slope at that site to Mr. Keller – the HVL manager to post on their board for residents to understand the safety issues and why this was allowable.

f. Moreton Salt was awarded the contract for winter salt supplier at $47.06 to D-2, $45.88 to D-1, and 45.88 to D-3. The losing bid was Cargill at $51/ton to all 3 districts.

7. Pickens noted the PSEG issue was resolved finally. Claims and minutes signed.

8. Messmore- Sept 18th commissioners meeting there will have a half hour presentation from Office of Community and World Affairs Hometown Competitiveness Program for RISE 2020.

9. Ewbank- Commissioners signed a subordination for property at 27 Brown St. Greendale- this was part of a loan for rehabilitation and will be forgiven in 2008 if the owners remain there completing their 10 year residency after rehab granted.

Sheriff Work Release Fund was created officially by ordinance as requested from SBOA. This is money collected from inmates on work release. They pay to work by day and return to jail at night. Approved.

Ewbank is also working on ordinances to create funds for fees on the annual sex and violent offender’s lists, foreclosure fees for sheriff sales, and charging inmates when they break things in jail.

Meeting adjourned 7:30 PM

Hey kids!

How is that "No Enforced Sewer Hook-Ups Letter" coming?

And as far as:

Ewbank is also working on ordinances to create funds for fees on the annual sex and violent offender’s lists...

"annual" and "sex" should never be next to each other in the same sentence!

It is quite disconcerting for the average "speed reader!!!"

Anonymous said...

Yeah- how is that no forced sewer hook-ups letter coming?
Or was that just for show?

Anonymous said...

Maybe Ewbank just does not have the time to dictate the letter because he and Kramer are spending too much time golfing with Hughes, Fox, Maxwell and Fehrman!

Without "forced hook-ups" the DCRSD would just have to fold up their tent and go home.

They are not a "player" amongst the local sewer utility providers!

The DCRSD was a realtor/developer scam from its very inception!!!

Anonymous said...

"The DCRSD was a realtor/developer scam from its very inception!!!"

Look how well the DCRSD is doing in regards to High Ridge Estates!

Now that Dennerline has his sewers, High Ridge residents can move, en masse, to his trailer park, while Maxwell levels their homes at the taxpayers’ expense, making way for Fehrman Estates!

Anonymous said...

And the sewer hook-up crazys have surfaced again.

Anonymous said...

And the sewer hook-up crazys have surfaced again.

And the slugs have resurfaced again bitching about the unfairness of it all that the rest of us do not desire to "invest" in their developments!

Without the DCRSD, Fehrman and Maxwell would be relegated to rolling drunks for pocket change to finance their sewers!

Anonymous said...

So tell us DCRSD shill, are you still holding the residents of High Ridge hostage until Brett gets his subdivision sewered by the taxpayer and those surrounding his development?

Dillsboro to the West of you and the SDRSD to the East, refuse to line your pockets at the expense of their customers and neighbors!

What is it like to be a dishonest pebble between two honest boulders?

Crushing your spirit a bit?

Anonymous said...

And the sewer hook-up crazys have surfaced again.

Brett Fehrman forcing sewer hook-ups to subsidize his subdivision is just a "figment" of our imaginations?

You DCRSD cheerleaders don't even believe your own lies...

...yet!

Greed will soon rearrange your brain cells allowing even you to be fooled by your own lies!

Anonymous said...

Come on guys!

Brett is just trying to keep food on his table for his family!

The fact he feels the need to steal your childrens' food, should be of no consequence!

Anonymous said...

Which crack has West slipped into? We haven't heard anything from the snakes at DCEDI. Are they waiting for Hughes and Fox to resign like everyone else?

Outside little SOBs such as yourself, doing your best to steal your way to prosperity, we are a pretty happy lot!

In fact a couple of my kids and I are going fishing tonight for catfish!

But even those bottom feeders would not want to be in your crooked company!

Have a GREAT DAY!!!!!!!!!!

Anonymous said...

Face it you have no life but to entertain me on this site.

Well, may I suggest you hold on to those "Happy Thoughts" as the County cuts off all money to you and your little effete band of delinquent little swindlers!

I will be thinking of you as the real estate market continues its downward spiral!

The ranks of every vocation need to be thinned out occasionally to permit the stronger to prosper!

Maybe you could cut your mom and dad’s grass for a buck or two?

Beats stealing other hard working, but not related to your mommy and daddy, realtors’ commissions!

Don’t worry…be happy…like the rest of us “HONEST” Dearborn County natives!

Is there one person in a billion who thinks Brett's first thought after being appointed to the DCRSD's Board was:

"GEE, I CAN'T WAIT TO HELP ALL THOSE POOR FOLKS OF DEARBORN COUNTY WITH THEIR SEWER WOES!"?

Brett's priority is Brett, the rest of us be damned!

What?

Not sure what your point is, try not drinking so much at lunch!

It is not government that pains the citizens, but the corruption of government that concerns us all!

Brett's abuse of his position for personal gain, pains us all!

I find it highly unlikely that you would stop complaining if this Brett guy was out of the public office and government comprised of 100 clones of yourself.

You still will be sour about everthing.

Remember, it was Fehrman who tried to sell his subdivision somehow as a tool to finance the new County Jail!

This is a person who has no shame!

Sour?

List what we are "sour" about, other than theft?

Or are your fortunes so tied up in forcing the rest of us to subsidize your dreams, your inate "sourness" leads you to the belief that we all have have our eggs in same basket of happiness?

Myopia is a treatable disease!

“I find it highly unlikely that you would stop complaining if this Brett guy was out of the public office and government comprised of 100 clones of yourself.”

Yeah!

That is right!

This blog is a cornucopia of complaining about all things, not just realtor/developer prompted and instigated pilfering via sewers!

Have you even read this blog?

Greed and gluttony has queered your senses!

I am talking in first person and there goes that parnoia again.

Give up 3:33PM. You can't outlast a drone.

Sitting on DCRSD has to be frustrating. If you started there hoping to make a difference and tehn get side tracked by other members- whose names we all hear on this blog.
There are a couple members on that board who actually seem to be "neutral." We never hear their names on the blog.
But then maybe that's a problem too- perhaps they need to be more vocal.

Anonymous said...

I am talking in first person and there goes that parnoia again.

But are you stealing in the 3d person?

Anonymous said...

"Give up 3:33PM. You can't outlast a drone."

So, are you all still "droning" on about the wonderful job you are doing for High Ridge?

The only "real" job you were tasked with?

Dennerline had his pockets lined!

Brett is in close competition with Dennerline.

But still, the only assignment, that was the genesis of your creation, you have done...SQUAT!!!

So, are you all just crooks or simply f#$king inept?

Anonymous said...

There's no reason to use that kind of language here.

Anonymous said...

Well, you can understand there are folks who may have to sell their homes because they cannot afford to hook-up to these proposed sewers for the benefit of a BOARD member!

And to date, they have no one, really doing anything to protect them from the likes of Fehrman.

Witness the time it is taking to put together a no forced hookups letter!

Folks around this proposed subdivision are being robbed and no one is speaking up for them!

So I can understand some of these folks are now at their wits end.

No one on the DCRSD speaks for the little guy, the non-realtor and/or developer!

Until someone truly stands up for these people, the anger and resentment can only grow!

And if angry words bruise your sensibilties, prepare yourself for a lot more when these folks are actually forced, by operation and enforcement of law, to get bank loans to pay for Fehrman's sewers!!!

Anonymous said...

It is just beyond comprehension what a handful of developers are willing to do to turn a profit. Imagine the day when Brett gets the go-ahead sign to force all of us onto grinder pumps and pressurized lines. He will be popping corks and high-fiving family and friends, while the rest of us will be scrambling to find the resources just to keep our homes. How pathetic!!!

Anonymous said...

Chances are, you folks already on working septic systems, could flush your commodes during last winter's electrical outages.

On Fehrman's sewers, you would have been unable to flush your toilets!

But these sewers are cheaper than gravity types and easier to initially sell to a few gullible or conflicted elected officials!

No one, who may prosper from such a setup, wishes to speak to the fact of the future costs of maintaining and replacing expensive grinder pumps or the real health issues that would arise with situations of electrical outages!

Price the grinder pumps. In the $5000.00 range! Maximum service life, under ideal conditions: 10 years!

Not to mention all the costs of excavation for existing property owners! Remember, Fehrman does not care if your home is 30 feet from his sewer line or the better part of a mile. His aim is to force every homeowner onto his sewers!

And what If you are forced by Doug Baer’s Health Department to get a compatible gas powered generator, just to flush your toilets? Those that are interconnected to your home’s electrical panel, can cost over $10,000.00!

All for the fast and initial profit of a few realtors and/or developers!

Anonymous said...

Is the property actually owned by Fehrman or is his company just trying to sell the property for the owners?

Anonymous said...

I believe the property on 50 with the big sign advertizing 120 lot subdivision, is a Fehrman Realty/Development project. But I could be wrong. However, whether Fehrman owns the property outright or stands to profit as an agent from the development of said property, is immaterial as to his conflicting interests in pushing these sewers! Remember, the DCRSD was conceived to fix the problems of High Ridge Estates, another developer nightmare left to the taxpayers to fix. Dillsboro has already offered to take on High Ridge, but since refuse to take on Fehrman's proposed subdivisions, the DCRSD balked!

Anonymous said...

I believe that both Dillsboro the SDRSD are also against the DCRSD's plan to force hook-ups of those on existing septic systems, especially in circumstances that would place these existing homeowners greatly in debt.

The DCRSD's plan would literally make existing homeowners' homes practically impossible to sell, if allowing any hope of recouping the costs of these forced hook-ups.

Anonymous said...

The DCRSD's plan would literally make existing homeowners' homes practically impossible to sell, if allowing any hope of recouping the costs of these forced hook-ups.

This is point has to be driven home to our elected officials!!!

They have to be made aware just what sort of "real" financial losses these forced sewer hook-ups are going to have to be borne by those forced onto these sewers while the likes of Fehrman and Maxwell profit at their expense!!!

Anonymous said...

"And what If you are forced by Doug Baer’s Health Department to get a compatible gas powered generator, just to flush your toilets? Those that are interconnected to your home’s electrical panel, can cost over $10,000.00!"

You know, I was wondering the same thing. It would only take the resultant sewer mess, caused by a severe ice storm or other natural or man-made disasters, resulting in week long power outages, where the Health Department would have to step in and force measures such as generators to "protect the public health!"

In reference to the 120 lot subdivision on U.S. 50.

Whether a realtor or developer or Aunt Bee is pushing the sewer or is on the board does not matter it is zoned "R" and it will be a residential development.

And even when a developer will pay for the sewer you will have still have a problem with it.

Anonymous said...

"YOU PEOPLE ARE FUNNY!"

Did anybody ever tell you that you are a "mean drunk!"

Sober up, then post something cogent.

Anonymous said...

"And even when a developer will pay for the sewer you will have still have a problem with it."

There will always be confict when it comes to development. That is a given.

But, I would posit that, at least the Fehrman proposed development, would not be on the scale that is now planned but for his ability to force others to subsidize his project!

No one, that I know of, is keeping Brett from negotiating with Dillsboro or the SDRSD, where he could negotiate impact or development fees to have sewers run to and service is proposed development!

But that would take more from his bottom line.

And of course, it is much more palatable for Brett to spread the cost of his sewers using existing homeowners' money!

Anonymous said...

There are homes being built around my farm, but you don't see me out in my front pasture protesting such.

Why?

Not one of these builders or developers is trying to force me, via operation of law, to subsidize them!

Brett, on the other hand...

Anonymous said...

We wouldn't want Brett having to take too great of a financial risk building his subivision. We all need to chip in and give Brett a hand! If it takes the rest of us to get loans, then, hey, it is for our boy Brett!!!!!!!!!!!

Anonymous said...

"And even when a developer will pay for the sewer you will have still have a problem with it."

I love this line of reasoning:

"You all will complain anyway about my development, so why not force you to pay for it while you complain?"

Some of our local realtor/developers suffer from sever cognitive dissonance!

Note, no matter what, Brett and his ilk, need us to pay, for them to profit!

Anonymous said...

Wasn't it "tough guy, get a gun and shoot me" DCRSD Board Member Maxwell who ran crying like a girl to the authorities when some grey haired grandma put up a sign in her yard "protesting" his development?

And even had his flunkies in government take legal action against her? At the taxpayer’s expense!

Happy ending, the "mean ole, intimidating grandma” won in court!!!

And these DCRSD pissants tell us we are the ones afraid of boogy men!

Anonymous said...

Happy ending, the "mean ole, intimidating grandma” won in court!!!

How much did the taxpayers pay to fight this "losing" case in court for the benefit of a realtor and/or developer?

Anonymous said...

Anonymous said...

No one, that I know of, is keeping Brett from negotiating with Dillsboro or the SDRSD, where he could negotiate impact or development fees to have sewers run to and service is proposed development!

Brett could not believe his good fortune of possibly "piggy-backing" on the High Ridge sewer crisis to pay for his subdivision's sewers also.

Sadly, for Brett at least, clearer thinking and honest individuals intervened and said: "No...Na...Na...Na....!!!"

He couldn't fool Dillsboro or the SDRSD!

And it looks like he can no longer fool County Council!

I have a friend near this proposed subdivision. Because of his set back and topography between the proposed sewer line and his home, he was told by a plumper it would take at least three sets of pumps to get his waste to the sewer line!

Puting this poor guy through this, as he is rapidly approaching retirement age, is absolutely criminal on Fehrman's part!!!

Anonymous said...

"plumper?"

Sorry:

Read "plumber" not a fat plumber who may be a "plumper!"

Anonymous said...

What is the maximum distance that you can be from the sewer line so that you don't have to hook up? Can anyone answer that?

Anonymous said...

Puting this poor guy through this, as he is rapidly approaching retirement age, is absolutely criminal on Fehrman's part!!!

Let us not forget our good little "public servant" Doug Baer, who is bursting his britches to stick it to poor guys like your friend, for no other reason than that it will provide an avenue to expand his bureaucratic power base!

Anonymous said...

What is the maximum distance that you can be from the sewer line so that you don't have to hook up? Can anyone answer that?

Using St. Leon as a example:

It is not relavant how far your home is from the sewer line, but how far your property line is from the sewer line.

Regardless of the impending costs to the homeowner.

There is absolutely no provision written by the DCRSD, that they would entertain "any" exceptions to mandatory sewer hook-ups.

This person near Fehrman's subdivision, was told, regardless of his set back and other problems, to just get a loan to pay for the costs of the forced hook-ups.

"There is absolutely no provision written by the DCRSD, that they would entertain "any" exceptions to mandatory sewer hook-ups."

Why do you think Ewbanks is dragging his feet relative to the "no forced hook-ups" letter?

He does not want to queer the DCRSD's attempts to force hook-ups, because more development would directly profit his legal and land title interests!

But, development interests have not taken control of Dearborn County Government!!!!!!!!!!!!!!

Or so we are all lectured!!!!!!!!!!!!

So, what would happen if terroristic cells knock out our power...would only those on water and gravity sewers systems, with municipal backup powered generators and those still on septic systems be able to flush their toilets?

Fehrmans serfs would be left to do what bears do in the woods?

Inquiring minds need to know!

Anonymous said...

Would someone please explain this comment from above?

I'm thinking it is just a "drive-by" post by some angry realtor/developer associated with the VRUC!

From what I have seen and heard of Hedrick, he is fair to "everyone" which is totally alien to the development crowd who want to hold all the cards!

Anonymous said...

Hedrick is a proponent of impact or development fees, so existing utility customers do not have to take big hits in their utility rates if a politically connected realtor or developer desides to build any project that would tax the already existing infrastructure!

And of course, that does not fit into the "business models" of some realtor/developers who think the rest of us should subsidize their real estate ventures!

Anonymous said...

"Hedrick is a proponent of impact or development fees..."

Brett thinks impact fees are unnessary while he has his flunky Doug Baer ready and willing to send out "Forced Hook-up" letters to all those surrounding his projects!!!

Having his neighbors spending upwards of $40,000.00 to connect to his sewers sure beats him paying 3500.00 in impact fees per home!

It is better that the rest of us try to recoup these large expenditures when we try to sell our homes, than Brett having to try to sell homes with an additional $3500.00 of costs to recoup!

It would be "selfish" for the rest of us not to "bite the bullet" in order for Brett to realize as much profit as possible from his subdivision!

Anonymous said...

with an additional $3500.00 of costs to recoup!

That is far less than the price of a single grinder pump!

Anonymous said...

Why doesn't fehrman just hook up with other developers on 50 and pool their resourses. It would seem ecomomies of scale would provide them with enough capital to run sewers to their individual projects, without extorting money from those already living around where he and others intends to build?

Anonymous said...

Let's compare the costs to 120 homes, already on functioning septic systems, Brett would coerce onto his sewers at a conservative estimate of $15,000.00 per home!

That adds up to $1,800,000.00!

How's that for fundamental fairness?

Or are only realtors and developers permitted to do a cost/benefit analysis?

IT WOULD COST BRETT AN EXTRA 420 THOUSAND DOLLARS!!!!!

Where did that figure come from?

He was undoubtly speaking to Brett's 120 lot proposed subdivision on 50, times the $3500.00 development fee charged by Greendale.

Are you guys just mad at Brett because he wouldn't agree to sell your house. Probably because you wanted to much for the house and it wasn't worth the price. Trying to make too much of a profit on your house?

Do you have a reading disability?

This is about Brett wanting others to subsidize his sewers for his subdivision.

A fairly simple concept!

If Brett tommorrow states he will not push for "enforced hook-ups," then the heat will be off him!

But Brett does not want to pay impact or development fees...

...he, defacto, wants the rest of us to!

Thus, he is pushing "enforced hook-ups!

Why bother!!!!!!! They will continue to dance around the existent issue, because they cannot possibly defend nor support what Brett is doing. Their constant need to redirect attention from their self-inflicted forced hookup quandary and all its attendant embarrassments, shame and ignominy, borders on the pathological!

But crooks are fun to tweak!!!

Obtuse post of the year.

Agree to sell the house? Look at how many Fehrman's have listed. I think they go for quantity of listings and not quality listings.

It would seem "Fehrman Signs" are on properties the longest of any other Company, until another Realty Company steps in and sells them!

Hey Brett!

This could happen to us!

How would we flush if forced on your substandard sewers?

"I JUST WANT EVERYONE TO KNOW THAT HEDRICK IS A CROOK TO IN BED WITH THE THESE DIRT BALLS"

Who is he in bed with?

His opponent is Hrezo. He owns Hrezo engineering which is working with the DCRSD and the developers.

Is this someones idea to try to discredit Hedrick to allow Hrezo to get in and tip the balance toward development?

It fits with the scummy way development interests work in this County.

You could not pay them to operate in a fair and above board manner!

Mayor Hedrick is good, decent man.

He is not in the pocket of any special interests.

While he believes development should be encouraged, he notes the fundamental unfairness of forcing existing property owners and untility customers to finance the development of others!

Note:

Bret Fehrmann is running for Aurora City Council.

Is this the kind of person you want in government? If he gets on Council will he try to become the Aurora representative to SDRSD to try to change their opposition to his schemes?

I can't wait to see Brett's bumper stickers:

"VOTE FOR ME OR MOMMA AND POPPA WILL MOVE ME TO DENNERLINE ACRES TRAILER PARK SALES AND RENTALS!"
