Present: Diane Bender, Chairman, Dave Deddens, Jim Helms, Jim Deaton, Alan Goodman, and Jamie Graf (non- voting school board member)
Also present:Sue Hayden, county administrator and minute taker, Andrea Ewan, attorney, Connie Fromhold, Auditor and DCRC treasurer.

EXECUTIVE SESSION @ 8:00 a.m.  preceding this meeting
MEMORANDUM OF EXECUTIVE SESSION: The board verified that they only discussed the items as advertised below. 
IC 5-14-1.5-6.1(b) (4) to discuss interviews and negotiations with industrial or commercial prospects or agents of industrial or commercial prospects by the Indiana economic development corporation, the office of tourism development, the Indiana finance authority, an economic development commission, a local economic development organization (as defined in IC 5-28-11-2(3)), or a governing body of a political subdivision; 
IC §5-14-1.5-6.1(b) (2) (D) which pertains to discussing strategy with the respect to the purchase or lease of real property by the governing body up to the time a contract or option to purchase or lease is executed by the parties;
IC 5-14-1.5-6.1(b) (9) pertains to discussing a job performance evaluation of individual employees. 
ACTION ON EXECUTIVE SESSION- discussed blighted properties in Guilford and decided to make offer $2500 and  $2,750 for each property which is appraised value. Approved.

APPROVAL OF MINUTES- March 12 Minutes approved
CLAIMS AND FINANCIALS- April 7-  $3975 for recording,  $69.50 Barnes and Thornburg, $120 mowing, $10,000 for One Dearborn for 1st qtr.- approved.

UNFINISHED BUSINESS: Crosspath Contract Extension- April 10th wanted a 6 month extension and voted via email because they couldn’t meet at that time. Unanimous to extend. 
NEW BUSINESS: Discussion on intent to capture TIF (Tax Incremental Financing) revenues- each year the board makes this decision. Tom Pitman developed the resolution and letters to be sent to the affected districts. They can do it in July or now for it to be effective in July. Approved and signed the annual resolution to capture the revenue.
One Dearborn contract expires in July. Voted to extend it till October- for a 3 month extension- at $10,000 per qtr.
ONE DEARBORN REPORT: Mike Perleberg reported and said they were keeping an eye on things with Covid-19 communications, economic revenue impact from the virus.Working with growth video of the county for REDI Cincinnati. Site selection packaging with the utility partners being developed to send out. Agribusiness relationship - trying to build that. Jack Sutton- former director of Hamilton County Parks partnering to develop the trail plans for the county.
