Re: St. Leon WWTP Expansion

Gentlemen:

As you are aware, the Town of St. Leon is currently preparing to initiate construction of an expansion of its Wastewater Treatment Plant. This expansion will provide for future anticipated growth within the Town as well as allow the Town to support Economic Development in Dearborn County, specifically within the West Harrison and St. Leon TIF Districts.

For example, the Town is currently in receipt of a request from DCEDI to commit to provide sewer service to the Stone Trust Property within the West Harrison TIF District. Sewer service must be available to secure the classification of "shovel ready". The Town is unable to make that commitment unless and until the WWTP expansion is financed and under construction.

The most cost-effective financing for the project is the Lawrenceburg Public Entity Loan Fund, which the Town is now pursuing.

The support of the Dearborn County Commissioners recognizing the Economic Development benefits of this improvement is very desirable and we hereby request a letter documenting this support. The favorable financing terms provided by Lawrenceburg would also allow potential cost reductions to TIF District users.

Finally, it should be noted that the proposed WWTP expansion to secure Economic Development needs in the Northwest Quadrant of Dearborn County is consistent with the "Woolpert Study."

Your support is appreciated and would provide the most timely method of enhancing Economic Development of the TIF Districts.

Since time is of the essence, we would appreciate your letter of support at the earliest possible date,

Lawrenceburg Council already said they do not want to get in the middle of the St. Leon sewer mess.

Sorry St. Leon, but sometimes bad things happen to bad people...

Maybe you could bring to next Council meeting all the residents who would have connected up to your sewers even without your always impending threat to sue them.

They should all comfortable fit in a Ford Escort.

And how apropos that will be in that you have the Ford Escort of sewers in this County, as compared to the Cadillac of sewers offered by the SDRSD.

What makes you think we are not working to better this county?

For an example of a "something" that was tried was a lot of folks got together with the comp plan to map out a course for development of this county.

What did development forces do with such plan?

They ordered their flunkies to sit on it.

Growing out from existing infrastructure, in a manner that does not place an undue burden on the taxpayer and those living around proposed development is another "something" that has been put forward by posters on this blog.

Yet that also falls on deaf ears of developer interests who feel entitled to have no restrictions placed on them.

We had to fight our own party to even get a representative in the "something" discussion, remember that dear?

You discount all effort that is not 100% pro-development at any and all costs to the taxpayer.

And they try to claim we are against compromise. Even with maintaining the majority they did not want to give us a voice in the process. They have proven time and again that they want absolute power when it comes to the direction and flow of development in this County. What are St. Leon’s contingency plans for such an occurrence?

how much PROFIT does that plant make?
how much do the sewer operators make?
this must be a lucrative enterprise or else they wouldn't want to expand for the county's needs- out of the goodness of their hearts.

Now that those actually holding title to the land up in the NW Quad are aware of the value of the land, there will be little interest by the same ole, same ole development interests in negotiating with informed sellers.

The NW Quad was all about keeping the landowners in the dark in order for our politically connected development interests in this County to buy up their land for a song then on to make windfall profits.

These crooks were planning on using inside information, of what should have been public information, but our public officials were all in the pocket of development interests, to cheat the landowners of the Quad.

They gave St. Leon their blessing to try to get more money from Lawrenceburg.

I wonder what "surprises" the DCRSD has in store for us as I also wonder how Fox and Hughes will trip and stumble over each other making way for whatever the DCRSD wants, no matter the costs to the rest of us?

I'm sure we are all in agreement, forced hookups and/or avalibity fees to finance the development of this County's chosen few will not prompt Rick and Jeff to rise above Ewbank's shoe bottoms to protest such.

Maybe at the dcedi's next meeting, John Zeiden could give the "State of the Sewers" address?

Afterwards, the entire dcedi crew could go slime surfing on Hogan's Creek just down the hill from High Ridge Estates, finishing up the evening at Dennerline's trailer park to admire all what the taxpayers had provided him in way of sewer improvements and other like expenditures related to his financial wellbeing.

Next meeting: John Maxwell will provide the dcedi crew a tour of St. Leon and what he too would like the taxpayers to provide him personally in sewer improvements and other items that may provide for his personal financial comfort.

Sadly, Brett Fehrman has been placed last on the list to provide his tour and his related taxpayer wish list.

I attended the meeting when john zeidan spoke to the commtioners his messgge was clear titeled "Dearborn County Moving Forward" I never heard him mention anything about his bussiness or personal interest he did say he is all for development and new growth for dearborn county which is not possible without sewage so our kids have jobs here where they were raised istead of them going to cincinnati or ky to find jobs.

Mr. Zeiden purchased land for his business at non-sewered prices, now he wants the rest of us to subsidize his sewers to increase his overall profits (he finds the "pump and haul" aspects of being on a septic/holding tank not conducive with maximizing his profits, so he looks to the rest of us to make up for his supposed shortfalls).

Sorry, we are not buying what Mr. Zeiden is selling.

Unless Mr. Zeiden wants to chip in and make up for my personal misgivings of paying for minced Cod patties and a paper cup full of MD 20/20 when I think I really deserved lobster and a fine white wine.

Let him show how much he cares to his neighbors; without forgetting to mention the full cost of these sewers, monthly fees, grinder pump(s) cost, maintence and replacement costs of same grinder pumps, excavation costs, electrical service and monthly costs of electrical rates and the cost of motel rooms when the power fails and you cannot flush your toilets.

I have talked to john zeidan before and from what I understand he is not for forced hookups for good working systems but those who are having non working systems and dumping thier sewage on thier neighbers yard or in the creeks and palouting the inviorment its going to cost them less to hook up than to replace the non functional system.

With Zeiden's most evident altruistic inate virtues, he should not need the rest of us to subsidize any sewers to his business.

Now, on to other business, when is the DCRSD ever going to stem the flow of raw sewage flowing into Hogan's Creek from High Ridge?

That is why they were formed, was it not?

Could it be the DCRSD's Board and their political enablers had other motives in rushing into existence the very existence of the DCRSD?

Maybe we should have some sort of voter referendum concerning the DCRSD?

We need to look out for the welfare of High Ridge Estates.

Just think about it, High Ridge would have been fixed already but for all the greedy "hangers on" trying to somehow get their properties sewered along with the High Ridge fix.

Look where we stand today.

The DCRSD has been formed how many years now?

And still High Ridge is polluting our waterways.

Maybe the State Attorney General should look into this mess?

Because high ridge estates leans down the hill toward hogans, pressurized sewers, that would work with gabbard estates and zeiden's property would not be economically feasible with the dollars already allotted to fixing high ridge.

You need to check the Board of Health meeting notes!! You will find the truth.

John proceeded without a permit to install tanks not approved by the State and when caught, even though the B of H tried to help him, all they could do for him is give him a pump and haul permit, which by the way is very expensive! He cannot solve his problems or expand his business without great expense, unless he can get DCRSD to force his neighbors to help him!

So much for his community spirit!

Also, who wants a West Chester out in western Dearborn County?

Who has been "positively" impacted in their pocketbooks since high ridge estates was used to get control of a sewer district? Rumor has it that sewage is still draining down to hogans. So I would guess it is not the residents of high ridge enjoying any windfall. To date all the energy of the dcrsd has been focused on impacting the pocketbooks of its board members. Profitable position if you can be appointed to the dcrsd board, I reckon. This is the corrupt county fix we find ourselves in. Maybe a few elections will somehow impact the rest of us a bit better.

Could it be that he is being manipulated by pro sewer forces?
Is the Health Dept. telling him that he has to be on a sewer or are they scaring him by saying- sewer is coming and if you invest in another type system the money will be wasted as we will force you on to the sewer?
He's in business- he has to make decisions and there has been a 3 year hiatus on this sewer line for west Aurora.
If the forced hook-ups were not in play- he might be able to fix his own problem.
If the DCRSD hadn't started out promising grants and freebies to everyone I wonder if they would have gotten as many to sign up. After they sign up- the rug gets pulled out from under them as DCRSD draws bigger territorial lines and suddenly there is too much income in the area to qualify for the grant. No more freebies.
Maybe these people were played for fools in someone's bigger plans.
Maybe we should step back and ask ourselves- DOES IT MAKE SENSE TO HAVE A GRAVITY SEWER LINE ALONG US 50 in the long term?
The answer to that is -yes.
So build it right the first time. And don't dump it to Aurora until they can SAFELY handle the inflow.

Look how developers were doing their best to hook on to HVL's sewers when it was common knowledge that its sewer infrastructure was in a crumbling state and was consistently dumping raw sewage into Double Lick Creek.

To all the whiners, who's heads are filled with sewage..I would like to once again clarify my position on this issue. So here is the truth. Some of you may not like what i have to say, but sometimes the truth hurts.
First, I am against forced hook-ups. Except if the system is not working, and you are polluting the water, your neighbors yard, the environment, poor health, etc. If the following applies, then i think hook-ups should be made.
Anyways, in these types of situations, hook-ups would be cheaper than having to replace the entire system. Seeing the difference is easy.
Second, thanks but no thanks to those who are concerned about the sewage system of my business. My system, which is a pump and hole system keeps the environment clean.
So to those who are against forced hook-ups, how about trying a pump and hole system??
My agenda is very very clear. I have repeated it many of times. "Dearborn County Moving Forward". What does this mean?
It means that we need to develop our county.
Encourage growth and new businesses, in order to lower our taxes. (Which is an ongoing problem)
It is also to encourage a brighter future for our children, grandchildren, families, and schools.
However all of the concerns above will not come without sewage and utilities.

So now you know the truth. I hope I have cleared up any miss confusion I may have presented upon you.

If any of you have any comments or concerns about these issues, please feel free to contact me. Also if you have a better plan for Dearborn County, and you can convince me, I just might become one of you.

The County needs to make long term plans for real (gravity) sewers not these make-shift, expensive to the customer pressurized sewers that do not function when the power goes out.

Simply because a handful of conflicted realtor/developers and businessmen want sewers now so they can build dense subdivisions far from existing infrastructure is not reason enough to force these "cheap" sewers on the rest of us.

Let development near the existing sewer systems drive development, not "way out" spot development drive the infrastructure. WILL NOT pay the price for their need of sewers at the distant areas. Dearborn County has other more important projects to utilize their TAX dollars ,roads and bridges for two examples.

You and a few others are the minority in this county that want to destroy what is good about this county for you own personal gains. The magority of residence enjoy our way of life and don't intend to prostitute our communities for personal gain. My family, friends and neighbors here in Northern Dearborn County are tired of fighting the continuous attack by your kind, but care about our rural community so much that we will never stop fighting. I love the his county and its rural setting. It is why I live here. I do not long to live in West Chester or Colerain Township. I do not see my nor my children’s' wellbeing being inextricably linked to bulldozing our countryside to promote more generic and aesthetically bland housing and strip malls.

Mark Hall is a good man. His mouth gets him in trouble sometimes but his message is quite clear. He may need to tone his voice down in public meetings because when he speaks the panel of people puts in their ear plugs and they shut down. Sending a neighbor or relative to speak on his behalf would go a long way. I support his thoughts, I really do.

I heard on the radio a meeting will be held at the Dearborn Adult Center sometime soon. DCEDI and the Chamber are going to talk to Honda reps. That is interesting. What's the intent of that? TO GET SHOVEL READY sites available in Dearborn County? All I can say is look at all the empty buildings in downtown Aurora, downtown Lawrenceburg, the buildings along US 50...SAD SAD SAD.

I know I could never vote for Mark Hall because I do not think he could ever work with the rotating alternated owners of the Dearborn County Commissioners:

Lisa Lehner and Bob Ewbank.

Think about it.

Would you really want a Commissioner that was not willing to work fluently with the expertise of Lehner and Ewbank?

Not willing to follow every memo sent down from Lehner or Ewbank?

Not willing to bend to the greater interests of Dearborn County's finest: John Maxwell?

Rick Fox and Jeff Hughes are the only candidates to be counted upon to meet all the needs of Lehner, Ewbank and the omnipresent John Maxwell!

Because we all gain by such an amalgam.

Even if it all costs us our homes and savings.

Or so we are told by our local peddlers of growth.

By the development logic these should all have low taxes.

Maybe so, but that servant of the people, Dearborn county's answer to great statesmen, our own beloved, respectged Jophnnnnnnny Nugent, mixed into the primary on behalf of Fox. Johnny excused this violation of republican ethics by saying that he didn't know that Hall was running against his friend Fox.

If he didn't know that there was a primary contest between Fox and Hall ( the people's choice) then why did he mix in??

Johnmnnnny didn't even know that his money was being used to help the campaign of Linkmeyer against Thompson.

Apparently he doesn't know anything.

Honda is sending a speaker to a Chamber luncheon at Tate St Adult Center today (weather permitting) Reservations were required for due to the luncheon.

Developer driven St. Leon and the DCRSD if left to their own devices would have over half this County on pressurized sewers that do not function when the power fails, setting up this County for a major health disaster if we ever have a widespread power failure. What are the contingency plans for such a disaster? Why do not St. Leon, the DCRSD and their enablers such as Fox, Hughes, Fehrman, Barrott and Morris never address these contingency plans?
